【摘要】：尋甸縣是一個少數(shù)民族自治縣,境內(nèi)居住著多種少數(shù)民族,其中人口較多的少數(shù)民族有回族、彝族、苗族三種,各少數(shù)民族在歷史長河發(fā)展過程中形成了豐富多彩、獨具特色的民族文化,共同構(gòu)成了尋甸縣絢麗多姿的民族文化資源。同時,尋甸縣也是國家級貧困縣,經(jīng)濟發(fā)展落后,境內(nèi)缺乏有效促進經(jīng)濟發(fā)展的支柱型產(chǎn)業(yè),急需培育一個發(fā)展前景好的支柱型產(chǎn)業(yè),為縣域經(jīng)濟發(fā)展注入活力。隨著旅游業(yè)的快速發(fā)展,民族文化旅游也成為了民族地區(qū)旅游業(yè)發(fā)展的趨勢,并且深受旅游者的喜愛,國內(nèi)已有很多少數(shù)民族地區(qū)成為著名的旅游勝地。尋甸縣境內(nèi)擁有絢麗多姿的民族文化,發(fā)展民族文化旅游業(yè)有著得天獨厚的資源優(yōu)勢,但是境內(nèi)民族文化旅游資源的開發(fā)仍處于初級階段。在扶貧攻堅的時代背景下,如何通過合理開發(fā)尋甸縣豐富多彩的民族文化旅游資源,把民族文化旅游業(yè)培育成促進經(jīng)濟發(fā)展的支柱型產(chǎn)業(yè)值得我們思考研究。本文選擇了文獻研究法、比較分析法和訪談法,通過分析前人們的研究成果及國內(nèi)成功的發(fā)展案例,對尋甸縣如何開發(fā)民族文化旅游資源進行了科學(xué)指導(dǎo);運用新公共管理理論、產(chǎn)業(yè)融合理論、可持續(xù)發(fā)展理論等現(xiàn)代思想和觀念,對尋甸縣民族文化旅游資源開發(fā)的現(xiàn)狀及困境進行分析,并借鑒國內(nèi)兩個少數(shù)民族地區(qū)發(fā)展民族文化旅游的成功經(jīng)驗,根據(jù)尋甸縣的實際情況,提出發(fā)揮政府在民族文化旅游開發(fā)方面的主體作用,從理順管理體制、創(chuàng)新開發(fā)模式、增強人力資源開發(fā)、加大資金扶持、擴大宣傳力度五個方面著手,努力探索一條具有本地特色的民族文化旅游發(fā)展道路,以實現(xiàn)發(fā)展民族文化旅游產(chǎn)業(yè)促進經(jīng)濟發(fā)展、人民脫貧致富的目標(biāo)。
[Abstract]:Xundian county is a minority Autonomous County, the territory inhabited by ethnic minorities, the minority population are Hui, Yi, Miao three, all ethnic minorities in the history of the development process of the formation of a rich and colorful and unique national culture, thus forming the Xundian colorful ethnic cultural resources at the same time, Xundian County is a national poor county, economic development lags behind, the lack of effective domestic pillar industry to promote economic development, it is necessary to cultivate a good prospects for the development of pillar industries, to inject vitality into the development of county economy. With the rapid development of tourism, cultural tourism has become the development of tourism in minority areas the trend, and well received by tourists, there are many ethnic minority areas has become a famous tourist resort. Xundian county has a colorful ethnic culture, the development of national culture Tourism industry has a richly endowed by nature resources, but the development of ethnic cultural tourism resources is still in the initial stage of poverty alleviation. In the background, how to reasonable development of Xundian County, rich and colorful ethnic culture tourism resources, the cultivation of national cultural tourism industry into our thinking research. It is worth to promote the economic development of the pillar industries this paper chooses the literature research method, comparative analysis method and interview method, through the analysis of the former people's research and the successful development of the case, the scientific guidance on how to develop cultural tourism resources of Xundian County; the use of new public management theory, the theory of industrial integration, the theory of sustainable development of modern ideas and concepts, and the status quo the plight of the development of cultural tourism resources in Xundian County National are analyzed, and reference to the development of ethnic cultural tourism in two minority areas of success Experience, according to the actual situation of Xundian County, proposed to play a important role of government in the development of ethnic cultural tourism, straighten out the management system, innovation development mode, enhancing the development of human resources, increase financial support, five aspects to expand propaganda, to explore a local characteristics of ethnic cultural tourism development, in order to achieve the development of ethnic cultural tourism industry to promote economic development, people out of poverty.
