【摘要】：行政審批制度改革在行政體制改革中占有舉足輕重的地位，是推動(dòng)公共管理創(chuàng)新和促進(jìn)經(jīng)濟(jì)社會(huì)進(jìn)步的重要途徑，同時(shí)也是轉(zhuǎn)變政府職能至關(guān)重要的一環(huán)。隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)的建立和完善，過去那種完全依靠政府統(tǒng)籌、管理和支配社會(huì)資源的時(shí)代一去不復(fù)返了。當(dāng)前湖南省省委省政府提出兩個(gè)“加快”、兩個(gè)“率先”，，其中將加快建設(shè)兩型社會(huì)作為可持續(xù)發(fā)展戰(zhàn)略目標(biāo)之一。長(zhǎng)沙作為“兩型社會(huì)”綜合配套改革試驗(yàn)區(qū)的主戰(zhàn)場(chǎng)，必須創(chuàng)新行政體制改革，推動(dòng)國(guó)家戰(zhàn)略目標(biāo)的實(shí)現(xiàn)。長(zhǎng)沙大河西先導(dǎo)區(qū)更是試驗(yàn)區(qū)中的示范區(qū)，受國(guó)務(wù)院批準(zhǔn)給予先行先試的特權(quán)。本文試圖對(duì)長(zhǎng)沙大河西先導(dǎo)區(qū)基本發(fā)展情況以及正在進(jìn)行的審批改革進(jìn)行深入的分析和研究，致力于推動(dòng)新區(qū)的經(jīng)濟(jì)建設(shè)快速發(fā)展，對(duì)進(jìn)一步深化改革提出建議，增強(qiáng)區(qū)域發(fā)展的軟實(shí)力，打造“兩型社會(huì)”建設(shè)良好的軟環(huán)境。 正文共分為五個(gè)部分。第一部分是緒論。介紹選題研究的背景、意義，對(duì)國(guó)內(nèi)外在行政審批制度改革上的研究現(xiàn)狀進(jìn)行總結(jié)并評(píng)述，歸納文章的研究思路、方法。第二部分簡(jiǎn)要介紹長(zhǎng)沙大河西先導(dǎo)區(qū)的基本情況并辨析行政審批的概念。對(duì)行政審批相關(guān)的理論進(jìn)行了基本闡述，包括新公共管理理論、政府流程再造理論、治理理論等，奠定了全文的理論基礎(chǔ)。并分析了長(zhǎng)沙大河西先導(dǎo)區(qū)進(jìn)行行政審批制度改革的必要性。第三部分對(duì)長(zhǎng)沙大河西先導(dǎo)區(qū)行政審批制度改革進(jìn)行現(xiàn)狀分析，從改革的實(shí)踐、所取得的成就以及改革中存在的矛盾和問題等方面介紹長(zhǎng)沙大河西先導(dǎo)區(qū)行政審批制度改革。第四部分是介紹國(guó)外幾個(gè)發(fā)達(dá)國(guó)家行政審批制度改革的經(jīng)驗(yàn)，結(jié)合本國(guó)實(shí)際評(píng)價(jià)分析對(duì)我國(guó)改革發(fā)展的啟示。第五部分是本文的重點(diǎn)，旨在通過理論指導(dǎo)和借鑒國(guó)外經(jīng)驗(yàn)，提出深化長(zhǎng)沙大河西先導(dǎo)區(qū)行政審批制度改革的對(duì)策建議。
[Abstract]:The reform of the administrative examination and approval system plays an important role in the reform of the administrative system, is to promote the innovation of public management and an important way to promote economic and social progress, but also part of the transformation of government functions is very important. With the establishment and perfection of the socialist market economy, in the past that rely on the government co-ordination, management and control of social resources to the era return. The current government of Hunan provincial Party committee proposed two "speed up", two "first", which will accelerate the construction of two oriented society as one of the strategic objectives of sustainable development. The main battlefield of Changsha as "two type society" comprehensive reform pilot area, we must innovate the administrative system reform, promote the implementation of the national strategy the target. Changsha He'xi area is the test area in the demonstration zone by the State Council approved the pilot privileges. This paper tries to Changsha River We analyze and research the basic situation of the west development pilot zone and the ongoing reform of examination and approval, the new district is committed to promoting the rapid development of economic construction and put forward some suggestions to further deepen the reform, enhance the soft power of regional development, to create a "soft environment" two oriented society "construction of good.
The text is divided into five parts. The first part is the introduction. Introduces the research background, significance, summary and review of domestic and foreign administrative examination and approval system reform on the research status, research ideas, summarized the method. The second part briefly introduces the concept of the basic situation of the West Changsha river pilot area and analyze the administrative examination and approval. On the administrative examination and approval related theories are also described, including the new public management theory, government process reengineering theory, governance theory, laid the theoretical foundation of the thesis. The necessity and the analysis of the Changsha He'xi area of the administrative approval system reform. The third part analyzes the current situation of the reform of the administrative examination and approval system Changsha big pilot area the west, from the practice of reform, there are achievements and reform the contradictions and problems in the Changsha He'xi area of administrative examination and approval system reform. The four part is to introduce the reform of administrative examination and approval system of foreign developed countries experience, unifies our country actual evaluation and Analysis on the reform and development of our country's enlightenment. The fifth part is the focus of this paper, through theoretical guidance and experience abroad, put forward suggestions on deepening the reform of administrative examination and approval system Changsha Pilot Zone West.
