【摘要】：隨著現(xiàn)代社會(huì)的迅速發(fā)展,社會(huì)生活水平的不斷提高,人們對(duì)體育的需求也隨之增強(qiáng),相應(yīng)的其運(yùn)動(dòng)健身方式也發(fā)生了巨大改變,我國(guó)的群眾體育步入一個(gè)全新的發(fā)展時(shí)代。群眾體育發(fā)展時(shí)期的歷史狀況,決定了群眾體育管理中政府的核心作用,各級(jí)地方政府對(duì)群眾體育事業(yè)發(fā)展建設(shè)也越發(fā)的重視,各項(xiàng)規(guī)章制度進(jìn)一步完善,體育投入逐年加大,群眾體育發(fā)展的惠民政策一一出臺(tái),力爭(zhēng)對(duì)群眾體育實(shí)施有效性管理,真正實(shí)現(xiàn)體育需求與供給之間的平衡,以滿足群眾日益增多的體育需求,希望在群眾體育管理中實(shí)現(xiàn)體育和諧,從而促進(jìn)社會(huì)和諧。大連西崗區(qū)政府,作為地方區(qū)級(jí)政府重視群眾體育事業(yè),積極探索群眾體育管理創(chuàng)新之路,從群眾體育組織、設(shè)施、活動(dòng)等方面著手,積極宣傳倡導(dǎo)健康、科學(xué)的生活方式,努力營(yíng)造文明、祥和的社會(huì)氛圍,但在實(shí)踐中卻產(chǎn)生了如體育管理目標(biāo)不明、體育資源不足、管理方式不盡合理等一系列矛盾,這是新時(shí)期政府群眾體育管理創(chuàng)新必須直面的現(xiàn)實(shí),如何有效解決這些矛盾亦是當(dāng)前群眾體育管理創(chuàng)新的首要任務(wù),因此對(duì)大連市西崗區(qū)群眾體育管理創(chuàng)新的研究,是當(dāng)前群眾體育管理研究的典型案例。本文以大連西崗區(qū)政府對(duì)群眾體育管理的創(chuàng)新為對(duì)象,對(duì)比國(guó)內(nèi)外大眾體育管理成果,結(jié)合新公共管理理論與新公共行政理論對(duì)西崗區(qū)群眾體育管理創(chuàng)新進(jìn)行研究,分析其優(yōu)勢(shì)與不足,以期為其管理創(chuàng)新中存在的問題提供對(duì)策方案,以解決本區(qū)群眾體育管理創(chuàng)新問題,從而有效推動(dòng)本區(qū)其他各項(xiàng)事業(yè)的管理與發(fā)展提供保障,同時(shí)為其他發(fā)展群眾體育管理的市、區(qū)提供參考。文章共有八章內(nèi)容:第一章緒論在于介紹群眾體育管理的研究背景意義、國(guó)內(nèi)外研究狀況及本文研究情況;第二章介紹西崗區(qū)群眾體育管理創(chuàng)新現(xiàn)狀;第三、四、五章分別就西崗區(qū)群眾體育管理創(chuàng)新的目標(biāo)、資源、方式進(jìn)行要素分析,探討該區(qū)群眾體育管理創(chuàng)新的經(jīng)驗(yàn)與不足;第六章對(duì)前文分析進(jìn)行匯總,梳理群眾體育管理創(chuàng)新問題并提供對(duì)策建議;第七章在前六章的基礎(chǔ)上提出群眾體育管理創(chuàng)新的啟示;最后第八章對(duì)全文做結(jié)論描述并就群眾體育管理發(fā)展做出展望。
[Abstract]:With the rapid development of modern society and the continuous improvement of social living standards, people's demand for sports has also increased, the corresponding sports fitness mode has also taken place a huge change. Mass sports in China has entered a new era of development. The historical situation of the development period of mass sports determines the central role of the government in the management of mass sports. Local governments at all levels pay more and more attention to the development of mass sports construction, the rules and regulations are further improved, sports investment is increasing year by year, the development of mass sports policy for the benefit of the people one by one. Strive to implement the effective management of mass sports, truly achieve the balance between sports demand and supply, in order to meet the increasing sports demand of the masses, hoping to achieve sports harmony in the mass sports management. In order to promote social harmony Dalian Xigang District Government as a local district government attaches importance to mass sports and actively explore the road of mass sports management innovation from the mass sports organization facilities activities and so on. Actively propagandize and advocate health, scientific way of life, strive to create a civilized, peaceful social atmosphere, but in practice, such as unclear sports management objectives, sports resources are insufficient. A series of contradictions, such as unreasonable management methods, are the reality that government sports management innovation must face directly in the new period. How to effectively solve these contradictions is also the primary task of the current mass sports management innovation. Therefore, the research on the innovation of mass sports management in Xigang District of Dalian City is a typical case of the current study on the management of mass sports. This article takes the innovation of Dalian Xigang District Government in the management of mass sports as the object. Comparing the achievements of mass sports management at home and abroad, combining the theory of new public management with the theory of new public administration, this paper studies the innovation of mass sports management in Xigang District, and analyzes its advantages and disadvantages. In order to provide countermeasures for the problems existing in its management innovation, to solve the problem of management innovation of mass sports in this district, and to effectively promote the management and development of other undertakings in this area to provide protection. At the same time, it provides reference for other cities and districts to develop the management of mass sports. There are eight chapters in this paper: the first chapter is the introduction to the background significance of the research on the management of mass sports, the research situation at home and abroad and the research situation of this paper; The second chapter introduces the current situation of the management innovation of mass sports in Xigang district. The third, fourth and fifth chapters analyze the target, resources and mode of the innovation of the management of the mass sports in Xigang district, and discuss the experience and deficiency of the innovation of the management of the mass sports in the area. Chapter 6th summarizes the previous analysis, combs the innovation of mass sports management and provides countermeasures and suggestions; Chapter 7th on the basis of the first six chapters put forward the inspiration of the innovation of mass sports management; In the last 8th chapter, the conclusion of the paper is described and the development of mass sports management is prospected.
