【摘要】：二十世紀(jì)七十至八十年代，“新公共管理運(yùn)動(dòng)”的浪潮席卷西方各發(fā)達(dá)國(guó)家，，使得績(jī)效評(píng)估在政府部門中得以推廣。公共部門績(jī)效評(píng)估的興起既得益于理論的支持，也體現(xiàn)出對(duì)公眾需求的積極回應(yīng)。監(jiān)獄機(jī)關(guān)是政府的重要組成部門，中央政法委提出:“要把刑釋解教人員重新犯罪率作為衡量監(jiān)管工作的首要標(biāo)準(zhǔn)”，這無(wú)疑為監(jiān)獄教育改造罪犯工作提出了更高的要求，提高績(jī)效勢(shì)在必行。然而，目前我國(guó)監(jiān)獄在實(shí)踐中，并未形成一套權(quán)威的、有針對(duì)性的績(jī)效評(píng)估體系，理論研究也鮮有涉及。因此，探討如何構(gòu)建一套適合監(jiān)獄機(jī)關(guān)的績(jī)效評(píng)估體系，推進(jìn)首要標(biāo)準(zhǔn)的達(dá)成，實(shí)現(xiàn)規(guī)范化管理，成為監(jiān)獄機(jī)關(guān)現(xiàn)實(shí)且迫切的要求。 本文首先對(duì)績(jī)效管理、關(guān)鍵績(jī)效指標(biāo)等相關(guān)概念進(jìn)行了闡述，同時(shí)介紹了監(jiān)獄的性質(zhì)、任務(wù)、設(shè)置、體制等基本情況，分析關(guān)鍵績(jī)效指標(biāo)應(yīng)用于公共部門的適用性，從而在理論上論證其也適用于監(jiān)獄績(jī)效評(píng)估。隨后結(jié)合我國(guó)監(jiān)獄機(jī)關(guān)的特點(diǎn)和實(shí)際情況，構(gòu)建了關(guān)鍵績(jī)效指標(biāo)績(jī)效評(píng)估的指標(biāo)體系分析關(guān)鍵績(jī)效指標(biāo)在其績(jī)效評(píng)估中的可行性。并分析驗(yàn)證關(guān)鍵績(jī)效指標(biāo)在監(jiān)獄績(jī)效評(píng)估的實(shí)際應(yīng)用價(jià)值。
[Abstract]:From 20th century to 80s, the "New Public Management Movement" swept the western developed countries. The rise of public sector performance evaluation not only benefits from the support of theory, but also reflects the positive response to the public demand. Prison is an important component of the government. The Central Committee of political Science and Law has put forward: "We should take the re-crime rate of released prisoners as the primary standard for measuring the work of supervision," which undoubtedly puts forward higher requirements for the work of prison education and reform of criminals. It is imperative to improve performance. However, at present, the prison in our country has not formed a set of authoritative, targeted performance evaluation system, theoretical research is rarely involved. How to construct a set of performance evaluation system suitable for prison authorities, to promote the achievement of primary standards and to realize standardized management, has become a realistic and urgent requirement of prison authorities. This paper first describes the performance management, key performance indicators and other related concepts, and introduces the nature of the prison, tasks, settings, systems and other basic conditions. This paper analyzes the applicability of the key performance indicators in the public sector, so as to demonstrate theoretically that they are also applicable to the performance evaluation of prisons. Then, combined with the characteristics and the actual situation of the prison authorities in China. To analyze the feasibility of the key performance indicators in the performance evaluation, and to verify the practical application value of the key performance indicators in prison performance evaluation.
