【摘要】：在改革開放和經(jīng)濟(jì)全球化的宏觀大背景下，我國(guó)經(jīng)濟(jì)取得了快速長(zhǎng)效發(fā)展。這客觀上推動(dòng)了我國(guó)現(xiàn)代化、城市化進(jìn)程，其中城市群的建設(shè)和規(guī)劃已經(jīng)成為衡量我國(guó)城市化最重要的標(biāo)志之一。在城市群的大力建設(shè)中，地方政府發(fā)揮著十分重要的作用。競(jìng)爭(zhēng)是無(wú)處不在的，也同樣滲透到了政府的公共管理活動(dòng)之中。地方政府成為了各地利益的代言人，競(jìng)相促進(jìn)當(dāng)?shù)亟?jīng)濟(jì)的發(fā)展。 2007年12月,國(guó)務(wù)院正式批準(zhǔn)成立武漢“1+8”城市圈，并賦予武漢城市圈先行先試的政策創(chuàng)新權(quán)。要推動(dòng)中部經(jīng)濟(jì)的高速增長(zhǎng)，該區(qū)域產(chǎn)業(yè)競(jìng)爭(zhēng)力的發(fā)展水平和長(zhǎng)期競(jìng)爭(zhēng)優(yōu)勢(shì)是其關(guān)鍵。做到有效避免圈內(nèi)地方政府的不良競(jìng)爭(zhēng)，，加強(qiáng)地方政府的交流與合作，共同提高城市圈內(nèi)的競(jìng)爭(zhēng)力，才能快速推動(dòng)武漢城市圈的發(fā)展。但是，從目前的情形來(lái)看，地方政府在發(fā)展過(guò)程中還面臨著一些挑戰(zhàn)和困境。這就急切需要根據(jù)各地的具體實(shí)際情況，來(lái)構(gòu)建一套有效合理的競(jìng)爭(zhēng)合作機(jī)制。 因此，本文圍繞的主題就是研究城市圈內(nèi)的地方政府競(jìng)爭(zhēng)問(wèn)題。整篇文章主要可以分為六個(gè)部分。第一章緒論，分析了進(jìn)行地方政府競(jìng)爭(zhēng)的研究背景及意義，國(guó)內(nèi)外理論界對(duì)城市圈內(nèi)地方政府競(jìng)爭(zhēng)研究的爭(zhēng)論點(diǎn)和研究現(xiàn)狀。第二章主要介紹有關(guān)地方政府競(jìng)爭(zhēng)的基本理論，同時(shí)闡述了當(dāng)代中國(guó)地方政府競(jìng)爭(zhēng)存在的三種表現(xiàn)形態(tài)及特點(diǎn)。第三章著重介紹地方政府競(jìng)爭(zhēng)產(chǎn)生的積極和消極的影響。第四章則是文章的重點(diǎn)，首先介紹了一些武漢城市圈地方政府競(jìng)爭(zhēng)的現(xiàn)狀，闡明了現(xiàn)階段取得的初步成效和存在的問(wèn)題，接著進(jìn)一步研究是什么原因?qū)е铝诉@樣的惡性演進(jìn)。通過(guò)這一分析，說(shuō)明規(guī)范城市圈地方政府有效競(jìng)爭(zhēng)的必要性。第五章則通過(guò)對(duì)城市圈中地方政府行為的實(shí)證案例分析，來(lái)探討在這一特定的背景下地方政府之間不良競(jìng)爭(zhēng)問(wèn)題。第六章在當(dāng)前存在困境的基礎(chǔ)上，對(duì)武漢城市圈發(fā)展的中長(zhǎng)期趨勢(shì)作了展望，提出了一些具體的解決對(duì)策建議。
[Abstract]:Under the background of reform and opening up and economic globalization, China's economy has achieved rapid and long-term economic development, which has objectively promoted the process of modernization and urbanization of our country. The construction and planning of urban agglomeration has become one of the most important indicators of urbanization in China. In the construction of urban agglomeration, local governments play a very important role. Competition is everywhere. Local governments have become the representatives of local interests, competing to promote the development of local economy. In December 2007, the State Council formally approved the establishment of Wuhan "18" city circle, and gave Wuhan city circle the policy innovation right to try first. It is necessary to promote the rapid economic growth in the central region. The development level and long-term competitive advantage of the regional industrial competitiveness is the key to effectively avoid the bad competition of the local government in the circle, strengthen the exchange and cooperation of the local government, and jointly improve the competitiveness of the urban circle. However, from the current situation, the local government is still facing some challenges and difficulties in the process of development. To build a set of effective and reasonable competition and cooperation mechanism. Therefore, the theme of this paper is to study the issue of local government competition in the urban circle. The whole article can be divided into six parts. The first chapter is an introduction to analyze the research background and significance of local government competition. Domestic and foreign theoretical circles of the urban circle of local government competition research issues and research status. The second chapter mainly introduces the basic theory of local government competition. The third chapter focuses on the positive and negative effects of local government competition. Chapter 4th is the focus of the article. First of all, this paper introduces the present situation of some local governments' competition in Wuhan City Circle, and clarifies the initial achievements and existing problems at the present stage. Then further study what causes this malignant evolution. Through this analysis. It explains the necessity of standardizing the effective competition of the local government in the city circle. Chapter 5th is an empirical case study on the behavior of the local government in the city circle. In order to explore the problem of bad competition among local governments under this particular background. Chapter 6th, on the basis of the current difficulties, the development of Wuhan City Circle in the medium and long term trend is prospected. Some concrete countermeasures and suggestions are put forward.
