【摘要】：近年來，在我國(guó)社會(huì)公共管理領(lǐng)域發(fā)生的大到交通事故、生產(chǎn)事故、食品安全事故，小到亂執(zhí)法、亂收費(fèi)、亂占地等諸多惡性事件，表現(xiàn)出我國(guó)政府在執(zhí)行力上的明顯不足和差距。尤其是縣級(jí)政府，作為距離人民群眾最近的政府組織，是貫徹落實(shí)國(guó)家方針政策最直接、最關(guān)鍵的環(huán)節(jié)，如果在縣級(jí)執(zhí)行力上出了問題，會(huì)在人民群眾中造成對(duì)國(guó)家、對(duì)政府極其負(fù)面、惡劣的影響。因此，結(jié)合實(shí)際深入分析在縣級(jí)政府執(zhí)行中存在的主要問題，探討有效提升執(zhí)行力的對(duì)策措施，具有重要意義。 本文共分為五個(gè)部分：一是緒論，二是執(zhí)行力相關(guān)理論分析及重要意義，三是執(zhí)行主體重要性分析及主要素質(zhì)能力構(gòu)成，四是執(zhí)行主體對(duì)我國(guó)縣級(jí)政府執(zhí)行力的影響現(xiàn)狀研究，五是對(duì)影響縣級(jí)政府執(zhí)行力提升的執(zhí)行主體優(yōu)化的對(duì)策措施。 本文認(rèn)為：如果說對(duì)如何加強(qiáng)和提升我國(guó)縣級(jí)政府執(zhí)行力建設(shè)的研究是政府執(zhí)行力研究的“面”，那么從構(gòu)成縣級(jí)政府執(zhí)行力的最關(guān)鍵要素——“執(zhí)行主體”出發(fā)進(jìn)行研究，就是把這個(gè)“面”引入到了更具體的“點(diǎn)”。因此，基于這一思路，本文通過文獻(xiàn)檢索、理論借鑒和比較分析等方法，對(duì)以下幾個(gè)方面展開了討論：從執(zhí)行主體角度出發(fā)深刻挖掘其導(dǎo)致縣級(jí)政府執(zhí)行力低下的主要表現(xiàn)及其原因，執(zhí)行主體素質(zhì)能力對(duì)縣級(jí)政府執(zhí)行力的重大影響作用，，執(zhí)行主體的內(nèi)涵及主要素質(zhì)能力構(gòu)成，執(zhí)行主體對(duì)研究縣級(jí)政府執(zhí)行力建設(shè)的影響，優(yōu)化執(zhí)行主體和提升縣級(jí)政府執(zhí)行力之間的重要關(guān)聯(lián)性，從完善執(zhí)行主體整體水平出發(fā)的對(duì)建設(shè)縣級(jí)政府執(zhí)行力的對(duì)策措施。
[Abstract]:In recent years, in our society in the field of public management to traffic accidents, accidents, food safety accidents, to chaos enforcement, arbitrary charges, arbitrary area and other serious incidents, showing China's government has shortcomings and gaps in the execution of the county-level government. Especially, as the distance between the masses of the people a recent government organization, the implementation of the national policy is the most direct, the most key link, if in the execution of a problem, will result in people in the country, the government is extremely negative, bad influence. Therefore, in-depth analysis of the main problems existing in the county government in the implementation of the actual combination. To explore the effective countermeasures to improve the executive force, has important significance.
This paper is divided into five parts: introduction, analysis and implementation of the two important theories, three constitute the executive body and the main analysis of the importance of quality and ability, four is the research status of the influence of our county government executive power of the executive body, the five is to improve the execution effect of county-level government measures the executive body of the optimization.
This paper thinks: if on how to strengthen and improve the construction of our county government executive ability is the research of government execution "face", then constitute the key elements of the county government executive ability: "the implementation of the main" of the "face" into more specific "point". Therefore, based on this idea, this article through the literature retrieval, theories and methods of comparative analysis, discusses the following aspects: from the perspective of the executive body excavates its cause mainly the county government executive ability is low and the reasons, the executive body quality has a great effect on the role of county government execution the connotation, the implementation of the main and the main influence on the implementation of the main ability, construction of county government executive ability, optimize the implementation of the subject and improve the executive capability of country government heavy To be related, we should improve the implementation of the county government from the improvement of the overall level of the implementation of the main body of the government.
