【摘要】：隨著國家的發(fā)展和社會(huì)的進(jìn)步,人民生活水平逐步得到提高,大眾對(duì)于自身居住環(huán)境及生活條件向公權(quán)力的擁有者即政府提出了更高的要求,在一定程度上對(duì)直接面對(duì)群眾的基層社區(qū)提出了嚴(yán)峻的挑戰(zhàn)。鑒于效率較低,流于形式等問題,城市社區(qū)自治的效果不容樂觀,而這還得首先對(duì)我國城市社區(qū)自治的現(xiàn)狀進(jìn)行準(zhǔn)確評(píng)估。于是,構(gòu)建一套科學(xué)的績效指標(biāo)體系,準(zhǔn)確、及時(shí)地對(duì)城市社區(qū)自治情況進(jìn)行認(rèn)識(shí),就顯得至關(guān)重要。作為較為成熟的績效指標(biāo)體系,關(guān)鍵績效指標(biāo)(KPI)能夠使評(píng)估對(duì)象對(duì)相關(guān)的績效目標(biāo)有明確與統(tǒng)一的認(rèn)識(shí);使體系制定者清晰認(rèn)識(shí)組織的具體運(yùn)作情況;讓評(píng)估對(duì)象可以集中精力于對(duì)組織績效產(chǎn)生關(guān)鍵影響的工作;使體系制定者能及時(shí)發(fā)現(xiàn)實(shí)際問題并采取行動(dòng)。本文在學(xué)習(xí)借鑒新公共管理理論等相關(guān)理論,以及對(duì)關(guān)鍵績效指標(biāo)等概念進(jìn)行界定的基礎(chǔ)上,經(jīng)過文獻(xiàn)資料分析和訪談材料整理,根據(jù)預(yù)調(diào)查結(jié)果,確定城市社區(qū)自治績效的50項(xiàng)指標(biāo),編制出《城市社區(qū)自治指標(biāo)調(diào)查問卷(修訂版)》,并通過網(wǎng)絡(luò)調(diào)查的形式對(duì)問卷進(jìn)行回收。應(yīng)用SPSS軟件對(duì)指標(biāo)進(jìn)行提取,最終得到我國城市社區(qū)自治的37項(xiàng)關(guān)鍵績效指標(biāo),指標(biāo)分屬于三個(gè)維度,包括行政能力及社區(qū)服務(wù)、社區(qū)建設(shè)與管理、公共服務(wù)供給及團(tuán)隊(duì)管理。同時(shí)通過AMOS軟件進(jìn)行結(jié)構(gòu)方程模型驗(yàn)證分析。而后探索各指標(biāo)與維度間的關(guān)系,發(fā)現(xiàn)執(zhí)行力對(duì)行政能力及社區(qū)服務(wù)維度的影響最大,社區(qū)經(jīng)濟(jì)對(duì)社區(qū)建設(shè)與管理維度的影響最大,資源配置對(duì)公共服務(wù)供給及團(tuán)隊(duì)管理維度的影響最大。在被調(diào)查者的主觀差異性上,溝通聯(lián)絡(luò)、公平分配、團(tuán)結(jié)協(xié)作、公共服務(wù)、電子政務(wù)、經(jīng)濟(jì)環(huán)境、資源配置、與時(shí)俱進(jìn)、民主參與、尋找機(jī)遇、協(xié)調(diào)控制、資產(chǎn)管理、社區(qū)經(jīng)濟(jì)、社區(qū)建設(shè)、政策供給、社區(qū)組織威信和組織學(xué)習(xí)在性別上沒有顯著性差異,學(xué)歷在電子政務(wù)和經(jīng)濟(jì)環(huán)境上無顯著差異,月均收入在人口管理、經(jīng)濟(jì)環(huán)境、計(jì)劃科學(xué)性和民主參與上無顯著差異,地區(qū)在居民歸屬感、素質(zhì)修養(yǎng)、目標(biāo)導(dǎo)向、有效監(jiān)督、溝通聯(lián)絡(luò)、社區(qū)動(dòng)員、和諧社區(qū)和民主參與上存在顯著差異,年齡、婚姻狀況、居住年限在各個(gè)指標(biāo)上均存在顯著差異。結(jié)合研究結(jié)論,最后對(duì)我國城市社區(qū)自治關(guān)鍵績效指標(biāo)體系的改進(jìn),以及進(jìn)一步的研究提出了意見和建議。
[Abstract]:Along with the national development and social progress, people's living standards gradually improved, the public for their own living environment and living conditions to the public authorities that the government has put forward higher requirements, to a certain extent to directly face the challenges of the masses of grassroots community. In view of the low efficiency of formality, etc. the problem of city community autonomy, the effect is not optimistic, and it must first status of city community in China for accurate assessment. Then, construct a set of scientific performance index system, accurate understanding of the city community autonomy in a timely manner, is very important. As the performance index system is more mature, key performance index (KPI) to make the assessment object has a clear and unified understanding of the relevant performance goals; make the system makers clear understanding of specific operation organization; make evaluation object You can concentrate on the influence on organizational performance; the system makers can discover problems and take action. In this paper, learn from the new public management theory and other related theories, and defines the basic concepts of key performance indicators, through literature analysis and interview materials, according to the results of the pre the investigation, to determine the 50 indexes of city community autonomy performance, develop "city community autonomy Index questionnaire (Revised Edition) >, and through the network survey form to reclaim the questionnaire. The application of SPSS software to index extraction, 37 key indexes get city community autonomy in China, belong to index in three dimensions, including administrative and community services, community construction and management, public service and team management. At the same time, analysis and verification of structural equation model by AMOS software. After the exploration of the relationship between each index and dimensions, found to affect the execution of administrative capacity and community service dimensions of the greatest impact on the community economy community construction and management dimensions of the greatest impact of resource allocation on the supply of public services and management team. In the dimensions of the greatest subjective difference of respondents on communication, fair distribution, solidarity and cooperation, public services, e-government, economic environment, resource allocation, democratic participation, advancing with the times, looking for opportunities, coordination control, asset management, community economy, community construction, policy supply, community organization authority and organizational learning have no significant difference in gender, no significant difference in the degree of e-government and economy the environment, the average monthly income of the economic environment in the population management, planning, scientific and democratic participation in the area had no significant difference, in the sense of belonging to residents, quality cultivation, goal oriented, effective supervision, communication Contact, community mobilization, community harmony and democratic participation have significant differences in age, marital status, living life, there were significant differences in each index. According to the conclusion of the study, finally to improve our country city community autonomous key performance index system, and further study and put forward opinions and suggestions.
