【摘要】：現(xiàn)代城市的形成與發(fā)展是生產(chǎn)力進(jìn)步和社會財富積聚的必然結(jié)果。隨著經(jīng)濟(jì)全球化和區(qū)域一體化的深入發(fā)展,以城市為核心的城市群逐漸地成為世界各國提升自身競爭力和奪取國際話語權(quán)的主要載體。在某種程度上,國家之間的競爭已經(jīng)演變成世界級城市群之間的競爭,重構(gòu)和振興城市群紛紛成為發(fā)達(dá)國家和發(fā)展中國家的重要戰(zhàn)略。就我國而言,城市群各個方面發(fā)展程度代表了我國的最高水平,是我國對外開放的前沿陣地和經(jīng)濟(jì)發(fā)展的龍頭,對我國現(xiàn)代化的實(shí)現(xiàn)起著關(guān)鍵性的作用,因此成為我國未來的核心發(fā)展方向。城市群作為多個城市的集合體,是一種功能性區(qū)域,同時也是一個主體博弈場域。由于城市群內(nèi)部環(huán)境資源的有限性和稀缺性,導(dǎo)致城市群內(nèi)部各個城市政府在政治市場、產(chǎn)品市場和要素市場等領(lǐng)域發(fā)生博弈。并且,這種博弈在政府政治經(jīng)濟(jì)人傾向和參與人有限理性的前提限制下,會衍生諸多博弈無序問題。除此之外,當(dāng)前我國關(guān)于城市群府際博弈治理的理念及制度規(guī)范都還不健全,更是加劇了城市群府際博弈中的競合無序行為,產(chǎn)生了很多負(fù)面影響,如城市群內(nèi)部統(tǒng)一市場分割、產(chǎn)業(yè)結(jié)構(gòu)雷同和重復(fù)建設(shè)、城市群整體環(huán)境污染及治理失序、城市群公共政策扭曲等,給城市群的可持續(xù)發(fā)展帶來嚴(yán)重阻礙。因此,尋求解決城市群府際博弈的優(yōu)化路徑,構(gòu)建城市群內(nèi)各個城市政府間合理、有序的競合博弈關(guān)系,成為共同關(guān)注的焦點(diǎn)。整體性治理理論作為新興的第三種行政范式,是對新公共管理模式下政府治理碎片化和服務(wù)裂解性進(jìn)行超越的結(jié)果,它以合作共贏價值理念為基礎(chǔ),以協(xié)調(diào)、整合機(jī)制為核心,注重治理問題的預(yù)防、治理過程的優(yōu)化和治理結(jié)果的提升,借助現(xiàn)代化的信息網(wǎng)絡(luò)技術(shù),進(jìn)行治理層級和治理功能之間的整合。同時,注重全局戰(zhàn)略和整體思維,以信息技術(shù)的制度化設(shè)計為手段,通過構(gòu)建信任體系、責(zé)任體系和利益協(xié)調(diào)體系,建立政府治理整合系統(tǒng)和協(xié)調(diào)系統(tǒng),主張治理從分散走向集中,從部分走向整體,從破碎走向整合。整體性治理以協(xié)調(diào)與整合為核心的主張與城市群府際博弈的協(xié)調(diào)與治理具有較強(qiáng)的契合性,能夠更好的協(xié)調(diào)各個城市政府之間的博弈,緩解相互之間的博弈沖突,實(shí)現(xiàn)政府博弈整體效果的最優(yōu)和公共利益整體最佳。因此,整體性治理不僅是一種改革取向,也是一種理論分析框架,對指導(dǎo)治理轉(zhuǎn)型期我國城市群府際競合博弈的設(shè)計和安排,提供了一種解決方案,一種未來改革的思考方向,具有較強(qiáng)的借鑒和指導(dǎo)意義。根據(jù)城市群府際博弈發(fā)展的歷史軌跡,我們可知城市群府際博弈中競爭與合作從無序到有序、從松散的一般往來到有組織的社會經(jīng)濟(jì)聯(lián)系、從不整合狀態(tài)到整合發(fā)展,這是一個循序漸進(jìn)的演變過程。從時間過程上看,城市群府際博弈無序發(fā)展進(jìn)程更漫長,當(dāng)前我國城市群府際博弈仍有相當(dāng)多還處于“諸侯割據(jù)”狀態(tài),其無序競爭博弈因子較多,而有序合作博弈因子較少,對城市群的經(jīng)濟(jì)、社會發(fā)展都造成了很大的負(fù)面影響�；诔鞘腥焊H博弈的機(jī)理,深入剖析城市群府際博弈無序產(chǎn)生的原因,可知博弈意識落后、行政區(qū)域障礙、考核機(jī)制不當(dāng)、博弈協(xié)調(diào)機(jī)構(gòu)滯后、信息溝通不暢、成本分?jǐn)偛痪�、信任體系缺失以及博弈規(guī)則不完善是當(dāng)前城市群府際博弈無序產(chǎn)生的重要原因,成為城市群府際博弈治理現(xiàn)代化的主要障礙。基于整體性治理理論視角出發(fā),從重塑合作共贏理念、建立整體性博弈治理機(jī)構(gòu)、創(chuàng)新城市群政績考核體系、完善城市群府際利益協(xié)調(diào)機(jī)制、搭建城市群府際信息共享平臺、優(yōu)化城市群府際博弈信任體系等方面著手,探討推進(jìn)我國城市群府際博弈協(xié)調(diào)治理的策略選擇。

Therefore, seeking to solve the optimal path of intergovernmental game city group, Construction of city group in each city government reasonable, orderly game relationship, become the focus of common concern. The holistic governance theory as the third administrative new paradigm, is the result of fragmentation and services beyond the lytic government under the new public management mode of governance, its value based on the principle of win-win cooperation, to coordinate the integration mechanism as the core, pay attention to prevention of governance problems, optimize the management process and results to improve governance, with the help of modern information network technology, the integration between governance and governance function.
