【摘要】：二十一世紀(jì)是計(jì)算機(jī)網(wǎng)絡(luò)高速發(fā)展的時(shí)期，目前，計(jì)算機(jī)網(wǎng)絡(luò)已進(jìn)入千家萬(wàn)戶，與人們的日常生活、工作息息相關(guān)。計(jì)算機(jī)網(wǎng)絡(luò)具有安全性、風(fēng)險(xiǎn)性和復(fù)雜性等問題，與之相伴的網(wǎng)絡(luò)安全監(jiān)管也成為國(guó)際共同關(guān)注的話題。國(guó)內(nèi)外專家學(xué)者對(duì)網(wǎng)絡(luò)安全監(jiān)管的研究在管理、政治、經(jīng)濟(jì)、公共管理、計(jì)算機(jī)技術(shù)、心理學(xué)等領(lǐng)域進(jìn)行了研究，對(duì)網(wǎng)絡(luò)安全監(jiān)管的體系、機(jī)制、使用人群及責(zé)任和困境等方面進(jìn)行了深入細(xì)致的研究。但多數(shù)為在特定領(lǐng)域下的研究，并且存在沒有深入細(xì)致的研究。網(wǎng)絡(luò)安全監(jiān)管是政府對(duì)網(wǎng)絡(luò)安全實(shí)施監(jiān)督管理的形式，計(jì)算機(jī)網(wǎng)絡(luò)的發(fā)展為網(wǎng)絡(luò)安全監(jiān)管提供現(xiàn)實(shí)層面的幫助，同時(shí)也存在有信息泄露、黑客攻擊等多方面的問題。因此，對(duì)計(jì)算機(jī)網(wǎng)絡(luò)安全實(shí)施監(jiān)管有助于提升計(jì)算機(jī)網(wǎng)絡(luò)的良性運(yùn)行，也對(duì)我國(guó)的互聯(lián)網(wǎng)安全發(fā)展起到重大的影響。 本文綜合利用管理、政治和法律的途徑對(duì)我國(guó)的網(wǎng)絡(luò)安全監(jiān)管進(jìn)行了研究分析，此方法是全文的主線，貫穿論文全文。論文主要內(nèi)容有：緒論部分對(duì)研究背景和意義進(jìn)行了闡述，并做了國(guó)內(nèi)外文獻(xiàn)綜述以及闡明了研究所要用到的方法和創(chuàng)新之處。本文的第一章為研究領(lǐng)域內(nèi)的重要概念，在概念方面列出了較為重要的政府監(jiān)管職能、網(wǎng)絡(luò)安全和網(wǎng)絡(luò)安全監(jiān)管三個(gè)定義，理論上擬采用政府治理理念、利益關(guān)系理論和信息不對(duì)稱理論作為對(duì)論文研究的理論支撐。從管理、政治和法律的角度入手綜合研究是本人在研究生期間閱讀了大量書籍之后所得到的啟示，該綜合研究的方法并非單獨(dú)的用此三種途徑進(jìn)行研究，，而是在綜合分析的基礎(chǔ)上對(duì)要研究的對(duì)象進(jìn)行研究。三者相輔相成，不可分割，這是在政府職能研究方面比較有效的途徑。本文的第二章對(duì)國(guó)內(nèi)外的歷史沿革和監(jiān)管原則及方法進(jìn)行了深入的比較分析，為我國(guó)網(wǎng)絡(luò)安全監(jiān)管的發(fā)展提供有益的借鑒經(jīng)驗(yàn)。第三章為當(dāng)前社會(huì)環(huán)境下網(wǎng)絡(luò)安全監(jiān)管中存在的問題及出現(xiàn)的原因分析。第四章是在綜合國(guó)內(nèi)外既有經(jīng)驗(yàn)教訓(xùn)和存在的問題上利用管理、政治和法律的途徑對(duì)我國(guó)網(wǎng)絡(luò)安全監(jiān)管的問題提出一些建議，為我國(guó)網(wǎng)絡(luò)安全監(jiān)管的發(fā)展作出有意義的探索。
[Abstract]:21th century is a period of rapid development of computer network. At present, computer network has entered into thousands of households, which is closely related to people's daily life and work. Computer network has security. The problems of risk and complexity, such as network security supervision, have also become a common topic of international concern. Experts and scholars at home and abroad have studied the management, politics, economy and public management of network security supervision. Computer technology, psychology and other fields have been studied, the network security supervision system, mechanism, use of people and responsibilities and dilemmas have been studied in depth and meticulous. But most of them are in a specific field of research. Network security supervision is the form of government supervision and management of network security. The development of computer network provides practical help for network security supervision. At the same time, there are many problems such as information leakage, hacker attack and so on. Therefore, the supervision of computer network security is helpful to promote the benign operation of computer network. Also play a major role in the development of Internet security in China. This paper makes comprehensive use of management, politics and law to study and analyze the network security supervision in China. This method is the main line of this paper. The main contents of the thesis are as follows: the introduction describes the background and significance of the research. The first chapter of this paper is the important concepts in the field of research, and lists the more important functions of government regulation in the concept. There are three definitions of network security and network security supervision. In theory, the concept of government governance, the theory of interest relationship and the theory of information asymmetry are used as the theoretical support of the paper. The comprehensive research from the angle of politics and law is the enlightenment that I got after reading a lot of books in my graduate school. The method of this comprehensive research is not carried out by these three ways alone. But on the basis of comprehensive analysis of the object to be studied. The three complement each other and cannot be separated. This is a more effective approach in the research of government functions. The second chapter of this paper makes a deep comparative analysis of the historical evolution and supervision principles and methods at home and abroad. The third chapter is the analysis of the existing problems and the causes of the network security supervision in the current social environment. Chapter 4th is a comprehensive study of the existing experience and lessons at home and abroad. And existing problems with the use of management. The political and legal approaches provide some suggestions for the development of our country's network security supervision, and make a meaningful exploration for the development of our country's network security supervision.
