【摘要】：任何時期的政府要促進和提高國民經(jīng)濟發(fā)展和社會進步,必須不斷地適應時代的變化,與時俱進,進行政府職能的調(diào)整與變革,建設(shè)數(shù)字化政府。數(shù)字化政府職能既是現(xiàn)代化進程中世界性的普遍現(xiàn)象,更是自人類社會產(chǎn)生政府以來的歷史性現(xiàn)象。加強數(shù)字政府建設(shè)是公共管理研究的一個重要領(lǐng)域,而加強數(shù)字政府建設(shè)也是當代經(jīng)濟、行政發(fā)展提出的一個時代性課題。 加強數(shù)字化政府建設(shè)更是將原來的政府信息化,政府效能效率化,政府信息傳達科技化。將政府職能的凸顯變得更便捷、直觀,方便有效的管理,讓人民群眾享受數(shù)字化的政府服務(wù),高效、快捷。因為數(shù)字化技術(shù)已經(jīng)普遍運用在各個領(lǐng)域中,是有目共睹的事實,起到很大的作用。建立數(shù)字化政府也是方便行使政府職能,更好的做好政府職能的轉(zhuǎn)變工作,提高行政溝通的效率。要轉(zhuǎn)變“剛性執(zhí)法”、“暴力行政”的思維模式,就必須改變現(xiàn)有的簡單命令的行政行為方式,這也是加強數(shù)字化政府的必要條件。通過數(shù)字化政府建設(shè)的管理,對信息庫數(shù)據(jù)的搜集也是提供強有力的技術(shù)支持。對上級向下級的命令、指示的傳達,下級對上級命令、指示的反饋,也是具有顯而易見的績效。數(shù)字化政府的管理,在行政溝通上起到很大作用,也能完善行政溝通上出現(xiàn)的系列障礙。數(shù)字信息化更好的反應出政府所發(fā)出的訊息,傳遞社會的信息及反饋,提供服務(wù)者和受服務(wù)者們的溝通平臺。為建設(shè)更好的和諧社會而服務(wù)。
[Abstract]:Any time the government to promote and improve the national economic development and social progress, we must constantly adapt to the changes of the times, the times, the adjustment and reform of government functions, the construction of digital government. Universal phenomenon in the world of digital government function is in the process of modernization, it is a historical phenomenon of government since the strengthening of human society. The construction of digital government is an important field of public management research, and strengthen the construction of digital government and modern economy, an era subject of administrative development is put forward.
To strengthen the construction of digital government is the original government information, government efficiency, government information technology. Will highlight the government functions more convenient, intuitive, convenient and effective management, let the people enjoy digital government services, efficient and fast. Because digital technology has been widely used in various fields, is obvious to people that play a big role in the establishment of digital government. It is also convenient to exercise the functions of the government, better to complete the transformation of government functions, improve the efficiency of administrative communication. To change the "rigid law enforcement", "administrative violence" mode of thinking, the way of administrative behavior must change the existing simple commands, which is to strengthen the the necessary conditions of digital government. Through the construction of digital government management information base data collection also provides technical support to the higher level to the strong. The lower orders, instructions to convey, the inferior to the superior command, indicating the feedback, but also has obviously performance. Digital government management plays an important role in administrative communication, can also improve the series of obstacles administrative communication. Reflect the message issued by the government of digital information better, transfer society information and feedback, provide services and service to their communication platform. And the service for the construction of a harmonious society better.
