【摘要】：隨著改革開放的不斷深入,社會利益關(guān)系日趨多元化,一些深層次的矛盾和問題逐漸顯現(xiàn),人民群眾的服務(wù)需求日益增長,構(gòu)建一個公平、高效、法治、民本的服務(wù)型政府成為各級執(zhí)政者的第一共識,在各地的不斷探索中,市民熱線成為了通向這一目標(biāo)的有效途徑之一,并以燎原之勢迅速發(fā)展起來。本論文從構(gòu)建服務(wù)型政府的視角出發(fā),以德州市民熱線為研究對象,系統(tǒng)考量其在服務(wù)型政府建設(shè)中的作用,并在前人研究的基礎(chǔ)上,運(yùn)用新公共管理理論、新公共服務(wù)理論和治理理論等先進(jìn)理論,充分吸收借鑒國內(nèi)外相關(guān)熱線的成熟做法,提出進(jìn)一步提升市民熱線工作的意見建議,為服務(wù)型政府建設(shè)提供新的理論思考。本論文共分六個部分：第一章為緒論,主要介紹論文研究的背景、意義,學(xué)術(shù)研究現(xiàn)狀,研究方法以及論文的研究重點、難點與創(chuàng)新之處。第二章對服務(wù)型政府視域中市民熱線的相關(guān)理論進(jìn)行了闡述,主要包括服務(wù)型政府、市民熱線的概念,新公共管理理論、新公共服務(wù)理論、治理理論的基本內(nèi)涵與借鑒意義,以及市民熱線的發(fā)展和在服務(wù)型政府建設(shè)中的積極作用。第三章主要介紹了德州市發(fā)展市民熱線的主要舉措和熱線的發(fā)展現(xiàn)狀及其產(chǎn)生的社會效應(yīng)。第四章對德州市民熱線存在的問題及原因進(jìn)行了分析。第五章簡要介紹了濟(jì)南、杭州、香港、紐約等國內(nèi)外地方政府發(fā)展民生服務(wù)熱線的主要做法和經(jīng)驗啟示。第六章從服務(wù)型政府建設(shè)的角度,結(jié)合德州實際對完善市民熱線提出對策建議。結(jié)語部分對全文進(jìn)行了總結(jié)概括,并對下一步的研究方向提出了展望。
[Abstract]:With the deepening of reform and opening up, social interest relations are becoming more and more diversified, some deep-seated contradictions and problems gradually appear, the people's demand for services is growing day by day, to build a fair, efficient, rule of law. The people-oriented service-oriented government has become the first consensus of the leaders at all levels. In the continuous exploration of various places, the citizen hotline has become one of the effective ways to reach this goal. From the perspective of the construction of service-oriented government, this paper takes the Texas Citizen Hotline as the research object, and systematically considers its role in the construction of service-oriented government. And on the basis of previous studies, the use of new public management theory, new public service theory and governance theory and other advanced theories, fully absorb the domestic and foreign related hotlines mature practices. This paper is divided into six parts: the first chapter is the introduction, mainly introduces the background and significance of the research. Academic research status, research methods and research focus, difficulties and innovations. Chapter two describes the relevant theories of citizen hotline in the field of service-oriented government, including service-oriented government. The concept of citizen hotline, the theory of new public management, the theory of new public service, the basic connotation of governance theory and the significance of reference. The third chapter mainly introduces the main measures and the current situation of the development and the social effect of the hotline in Dezhou city. Chapter 4th is the social effect to Germany. The problems and causes of the state citizen hotline are analyzed. Chapter 5th briefly introduces Jinan. Hangzhou, Hong Kong, New York and other local governments at home and abroad to develop the main practices and experience of people's livelihood service hotline. 6th from the perspective of service-oriented government construction. Combined with the actual situation in Texas, the author puts forward the countermeasures and suggestions to improve the citizen hotline. The conclusion summarizes the full text and puts forward the prospect of the next research direction.
