論城市公共安全的風(fēng)險(xiǎn)管理

【摘　要】　從城市公共安全風(fēng)險(xiǎn)管理系統(tǒng)的研究出發(fā),結(jié)合城市公共安全管理的特點(diǎn),從城市工業(yè)危險(xiǎn)源、公共場所、公共設(shè)施、公共衛(wèi)生、自然災(zāi)害、生態(tài)環(huán)境、恐怖襲擊等存在的風(fēng)險(xiǎn),探討其風(fēng)險(xiǎn)的特點(diǎn);提出風(fēng)險(xiǎn)管理的步驟和原則;強(qiáng)調(diào)我國已進(jìn)入風(fēng)險(xiǎn)社會(huì)和加強(qiáng)城市公共安全風(fēng)險(xiǎn)管理的重要

性;指出了我國城市公共安全風(fēng)險(xiǎn)管理存在的問題,簡單介紹了美國、日本、英國、俄羅斯等國家風(fēng)險(xiǎn)管理的經(jīng)驗(yàn);就我國城市公共安全風(fēng)險(xiǎn)管理現(xiàn)狀,提出具體對(duì)策并構(gòu)建了城市公共安全風(fēng)險(xiǎn)管理的基本框架。重點(diǎn)闡述了城市公共安全管理的內(nèi)涵、現(xiàn)狀、存在問題和應(yīng)對(duì)措施并指出建立完善的城市公共安全管理體系是做好城市公共安全風(fēng)險(xiǎn)管理的有效辦法�！娟P(guān)鍵詞】　城市;　公共安全;　風(fēng)險(xiǎn)管理;　存在問題;　管理對(duì)策

(SchoolofEngineering＆Technology,ChinaUniversityofGeosciences(Beijing),Beijing100083,China)Abstract:　Startingfromtheresearchonriskmanagementsystemofurbanpublicsecurityandcombiningthefeaturesofurbanpublicsecuritymanagement,thispaperfirstlydiscussestherisksandtheirfeaturesex-istinginurbanindustrialfield,publicfacilities,publicsanitation,naturaldisasters,ecologicalenviron-ment,terroristattacks,etc.Then,itbringsforwardtheprinciplesandstepsofriskmanagementandstressestheimportancetostrengthenriskmanagementofurbanpublicsecurityinChina.Furthermore,theproblemsexistinginChina'sriskmanagementofurbanpublicsecurityarepointedout,andtheexperienceofriskman-agementintheUSA,Japan,UK,andRussiaisintroduced.Finally,aimingatChinas'situationofriskman-agementinurbanpublicsecurity,countermeasuresareputforwardandbasicframeworkofurbanpublicsecurityriskmanagementisconstructed.Itispointedoutthatitisthemosteffectivemethodtoimprovetheurbansecuritymanagementbyestablishingasoundmanagementsystemofurbanpublicsecurity.Keywords:　city;　publicsecurity;　riskmanagement;　existingproblems;　managementcountermeasures
