印度尼西亞海上安全部在佐科寡婦管理；非法、未報(bào)告和無管制（IUU）捕魚案

非法捕撈對(duì)印度尼西亞來說是一個(gè)嚴(yán)重的問題,其對(duì)生態(tài)、社會(huì)和經(jīng)濟(jì)造成了重大的損失。在生態(tài)方面,非法捕撈導(dǎo)致魚類數(shù)量正在銳減、海洋生態(tài)環(huán)境遭到破壞、某些物種滅絕等問題。從經(jīng)濟(jì)角度來看,印度尼西亞每年因非法捕撈損失40億美元。這件事情還導(dǎo)致地區(qū)沖突升級(jí)、失業(yè)率上升和沿海地區(qū)的貧困率不斷上升等問題。解決非法捕魚這一問題面臨著許多嚴(yán)峻挑戰(zhàn),包括一個(gè)擁有超過17,000個(gè)島嶼的國家與超過200平方海里的大面積專屬經(jīng)濟(jì)區(qū)（EEZ）的地理復(fù)雜性。印度尼西亞政府缺乏在印度尼西亞水域進(jìn)行監(jiān)視的設(shè)施、技術(shù)以及人力資源。這項(xiàng)研究的目的是回答有關(guān)佐科政府有關(guān)印度尼西亞海事安全戰(zhàn)略的問題:非法、不報(bào)告和不管制（IUU）捕撈的情況,這種情況影響其與鄰國的友好關(guān)系。這項(xiàng)研究還有望為印度尼西亞領(lǐng)海內(nèi)出現(xiàn)的問題提供解決辦法,并解釋印度尼西亞作為一個(gè)海洋國家要成為一個(gè)強(qiáng)大的海洋國家需要什么。本作者者使用了案例研究的定性方法,也使用了初級(jí)資料和次級(jí)資料。本作者使用案例研究時(shí)考慮到這種設(shè)計(jì)允許本作者更多地集中在分析一個(gè)時(shí)間間隔或政策時(shí)期上。從研究中可以推斷出三個(gè)主要因素。首先,政府更可能燒毀和沉船,而不是沒收國有資產(chǎn),這一行動(dòng)...
