【摘要】：[目的/意義]國外一流智庫建設(shè)起步早,發(fā)展迅速,研究借鑒其運行機制對我國新型智庫建設(shè)意義重大。[方法/過程]通過對大量文獻及國內(nèi)外著名智庫官網(wǎng)、數(shù)據(jù)庫的調(diào)研,分別從組織管理機制、科研信息環(huán)境、信息服務(wù)建設(shè)這3個方面深入探討。[結(jié)果/結(jié)論]調(diào)研發(fā)現(xiàn)國外智庫具有以下優(yōu)勢:具備良性循環(huán)的組織管理機制,通過科學管理研究者及項目,厘清科研與行政的關(guān)系;擁有完善健全的科研信息環(huán)境,以強大的情報支撐科學研究;通過提供高質(zhì)量、多元化的產(chǎn)品與服務(wù),提升影響力,贏得話語權(quán)。據(jù)此,結(jié)合國情提出若干建議。
[Abstract]:[objective] the construction of foreign first-class think tank started early and developed rapidly. It is of great significance to study and draw lessons from its operating mechanism for the construction of a new type of think tank in China. [methods / process] through the investigation of a large number of documents and the official websites and databases of famous think tanks at home and abroad, this paper probes into the organization and management mechanism, the scientific research information environment, and the construction of information services respectively. [results / conclusion] the research found that foreign think tanks have the following advantages: having a virtuous circle of organization and management mechanism, through scientific management of researchers and projects, to clarify the relationship between scientific research and administration; It has perfect scientific research information environment, supports scientific research with powerful information, enhances influence by providing high-quality, diversified products and services, and wins the right to speak. Based on this, some suggestions are put forward in the light of national conditions.
