【摘要】：中國特色新型智庫作為國家思想創(chuàng)新的源泉,必須得到最大程度的重視。中國特色新型智庫本身的核心競爭力就是智力資本。智力資本是智庫發(fā)展過程中最重要和最稀缺的資源,智庫核心競爭力的提升取決于對智力資本的管理。本篇論文共分成五個(gè)部分對中國特色新型智庫核心競爭力展開論述和研究。第一部分是緒論。本部分依次對研究背景和意義、研究綜述、研究內(nèi)容和研究方法進(jìn)行介紹。第二部分是論文核心概念界定和分析框架。該部分主要對三個(gè)核心概念進(jìn)行了界定,并提出本文的分析框架。本文涉及的三個(gè)核心概念分別是中國特色新型智庫、智庫核心競爭力和智力資本。本文的分析框架指出中國特色新型智庫的核心競爭力就是智力資本,智庫的智力資本由人才資本、內(nèi)部結(jié)構(gòu)資本和外部結(jié)構(gòu)資本構(gòu)成。第三部分是中國特色新型智庫核心競爭力建設(shè)存在的問題。中國特色新型智庫核心競爭力建設(shè)存在的問題可以從人才資本、內(nèi)部結(jié)構(gòu)資本和外部結(jié)構(gòu)資本三個(gè)維度來概括,其中人才資本維度的問題是智庫人才隊(duì)伍建設(shè)不成熟,內(nèi)部結(jié)構(gòu)資本維度的問題是內(nèi)部運(yùn)營管理制度不完善,外部結(jié)構(gòu)資本維度的問題是外部政策支撐制度不健全。第四部分是國外智庫核心競爭力建設(shè)的經(jīng)驗(yàn)借鑒。這一部分對國外智庫建設(shè)的成功做法進(jìn)行了系統(tǒng)的介紹。本部分也是從人才資本、內(nèi)部結(jié)構(gòu)資本和外部結(jié)構(gòu)資本三個(gè)維度進(jìn)行介紹的。第五部分是提升中國特色新型智庫核心競爭力的路徑探索。本部分是整篇論文的一個(gè)重點(diǎn)部分,主要介紹了提升中國特色新型智庫核心競爭力的路徑措施。這些路徑措施主要是從提升智庫的人才資本、完善智庫的內(nèi)部結(jié)構(gòu)資本和健全智庫的外部結(jié)構(gòu)資本三個(gè)維度展開論述。
[Abstract]:As the source of national ideological innovation, the new think-tank with Chinese characteristics must be paid the utmost attention. The core competitiveness of the new think-tank with Chinese characteristics is intellectual capital. Intellectual capital is the most important and scarce resource in the development of think-tank, and the improvement of core competence of think-tank depends on the management of intellectual capital. This thesis is divided into five parts to discuss and study the core competence of the new think-tank with Chinese characteristics. The first part is the introduction. This part introduces the research background and significance, research review, research content and research methods in turn. The second part is the core concept definition and analysis framework. This part mainly defines three core concepts and puts forward the analytical framework of this paper. The three core concepts are new think-tank with Chinese characteristics, core competence of think-tank and intellectual capital. The analytical framework of this paper points out that the core competence of the new type of think-tank with Chinese characteristics is intellectual capital, which consists of human capital, internal structural capital and external structural capital. The third part is the problems existing in the construction of the core competence of the new type think-tank with Chinese characteristics. The problems in the construction of core competence of new type think-tank with Chinese characteristics can be summarized from three dimensions: talent capital, internal structural capital and external structural capital, among which the problem of talent capital dimension is that the construction of talent team of think-tank is immature. The problem of internal structure capital dimension is that the internal operation management system is not perfect, and the external structure capital dimension problem is that the external policy supporting system is not perfect. The fourth part is the experience of foreign think-tank core competence construction. This part has carried on the systematic introduction to the foreign thought tank construction successful practice. This part is also from the talent capital, the internal structure capital and the external structure capital three dimensions carries on the introduction. The fifth part is to explore the ways to enhance the core competitiveness of new type think tanks with Chinese characteristics. This part is an important part of the whole paper, mainly introduces the path measures to enhance the core competitiveness of the new think-tank with Chinese characteristics. These measures are mainly discussed from three dimensions: improving the talent capital of think tanks, perfecting the internal structural capital of think tanks and perfecting the external structural capital of think tanks.
