【摘要】：智庫(kù),從誕生之初,就注定了其不平凡的使命。隨著時(shí)代的發(fā)展,凝聚著先進(jìn)思想與智慧結(jié)晶的智庫(kù),對(duì)于人類社會(huì)的推進(jìn)作用也越來(lái)越顯著。世界各國(guó),特別是我國(guó),近年來(lái)對(duì)于智庫(kù)也越來(lái)越重視,對(duì)智庫(kù)的研究也越來(lái)越深入。但是,由于起步較晚,基礎(chǔ)較弱,經(jīng)驗(yàn)不足,我國(guó)智庫(kù)數(shù)量雖已位列全球第二,但高端智庫(kù)與世界頂尖智庫(kù)相比還有較大差距,智庫(kù)整體發(fā)展也不均衡,這就需要我們下大力氣對(duì)智庫(kù)建設(shè)進(jìn)行深入研究、找準(zhǔn)差距、彌補(bǔ)不足、迎頭趕上。本文從智庫(kù)的基本概念與發(fā)展,分類與作用入手,對(duì)智庫(kù)發(fā)展現(xiàn)狀和趨勢(shì)分析,并以山西發(fā)展(網(wǎng)絡(luò))智庫(kù)為案例,通過(guò)對(duì)山西省內(nèi)部分智庫(kù)實(shí)地調(diào)研,同時(shí)結(jié)合書籍、資料的收集、查閱、整理、集納,深刻分析了目前山西發(fā)展(網(wǎng)絡(luò))智庫(kù)存在的主要問(wèn)題,即:經(jīng)費(fèi)不足;專家實(shí)力較弱;智庫(kù)研究話題廣度、深度不夠;智庫(kù)間互動(dòng)不多,學(xué)術(shù)氛圍不濃;組織不夠完善;研究成果落地項(xiàng)目較少等。針對(duì)以上問(wèn)題,并借鑒國(guó)內(nèi)外優(yōu)秀智庫(kù)的成功經(jīng)驗(yàn),本文明確提出了五點(diǎn)合理化建議:一是多渠道補(bǔ)充經(jīng)費(fèi),提高智庫(kù)影響力;二是吸引更多山西省內(nèi)外各專業(yè)領(lǐng)域的優(yōu)秀專家加入智庫(kù)團(tuán)隊(duì);三是積極開(kāi)展互動(dòng)交流,打造山西地方智庫(kù)聯(lián)盟;四是組織各種交流活動(dòng),培養(yǎng)專家的認(rèn)同感、向心力;五是做好智庫(kù)定位,成為黨和政府的智囊團(tuán)、好幫手。
[Abstract]:The think-tank, from the beginning of its birth, doomed its extraordinary mission. With the development of the times, the think-tank, which condenses advanced thought and wisdom, plays a more and more important role in promoting human society. Countries all over the world, especially our country, pay more and more attention to think tanks in recent years. However, due to the late start, weak foundation and inexperience, although the number of China's think tanks has already ranked second in the world, there is still a big gap between the high-end think tanks and the world's top think tanks, and the overall development of the think tanks is also uneven. This requires us to make great efforts to further study the construction of think tanks, to find the right gap, to make up for the deficiencies and catch up with each other. Starting with the basic concept and development, classification and function of the think-tank, this paper analyzes the present situation and trend of the development of the think-tank, taking Shanxi Development (Network) think Tank as an example, through the field investigation of some think-tanks in Shanxi Province, and combining with books at the same time. The collection, consultation, collation, collection and inclusion of the data have deeply analyzed the main problems existing in the development (network) think tanks in Shanxi at present, namely: insufficient funds; weak expert strength; breadth and depth of research topics of think-tanks; and little interaction between think tanks. The academic atmosphere is not strong; the organization is not perfect; the research achievement falls to the ground the project and so on. Aiming at the above problems, and drawing on the successful experience of excellent think-tanks at home and abroad, this paper clearly puts forward five rationalization suggestions: first, to supplement funds through multiple channels to improve the influence of think-tanks; The second is to attract more excellent experts from various professional fields inside and outside Shanxi Province to join the think-tank team; the third is to actively carry out interactive exchanges to build the Shanxi local think tank alliance; four is to organize various exchange activities to cultivate the identity of the experts and to work in a centripetal manner. Fifth, do a good job in the positioning of think tanks, to become the party and the government think-tank, a good helper.
