【摘要】：群體會聚活動是一項涉及到人、物、環(huán)境和管理等諸多因素在"自組織"秩序中相互配合、相互支持、相互補充的活動。通過上海外灘踩踏事故分析,認為每一起群體踩踏事故都是歷經(jīng)"和平——滯留——踩踏"的過程逐步醞釀和發(fā)展的。因個體行動引發(fā)的高密度人群擁擠踩踏事故有"超車式"、"對流式"和"匯流式"三種類型。儀式性公共活動要在暢通有序的信息支付和信息接收互動中,以群眾會聚風險預警制度為核心加強相關機制的良好運轉,增強政府的應急能力和群眾的安全意識,從而實現(xiàn)群體活動的有序展開。為此,增強政府人員的責任意識是防范儀式性公共活動中踩踏風險的基礎,彌補制度與規(guī)則漏洞和縫隙是前提,并需要進一步提升群眾在高密度人群中的防干擾能力和自我修復能力。
[Abstract]:Group gathering activity is a kind of activities involving people, objects, environment and management, and so on, which cooperate, support and complement each other in the order of "self-organization". Based on the analysis of Shanghai Bund stampede accident, it is concluded that every group stampede accident is brewing and developing step by step through the process of "peace-stay-stampede". The high density crowd stampede caused by individual action includes "overtaking", "opposite flow" and "confluence". Ritual public activities should strengthen the good operation of relevant mechanism in the process of smooth and orderly information payment and information receiving interaction, and strengthen the government's emergency response ability and the masses' security consciousness by taking the early warning system of gathering the masses as the core. In order to achieve the orderly development of group activities. Therefore, enhancing the responsibility consciousness of government personnel is the basis of preventing trampling risk in ritual public activities, and making up the loopholes and gaps between system and rules is the premise. And need to further enhance the ability of anti-interference and self-repair in high density population.
