【摘要】：科技智庫(kù)是科技政策咨詢與決策參與的機(jī)構(gòu),其職能是從科技發(fā)展規(guī)律角度出發(fā),前瞻思考科技發(fā)展走勢(shì),開展科技評(píng)估以及進(jìn)行預(yù)測(cè)預(yù)判,并對(duì)經(jīng)濟(jì)社會(huì)的發(fā)展提出一定的建議。近年來(lái),隨著經(jīng)濟(jì)社會(huì)發(fā)展的需要和科學(xué)技術(shù)不斷創(chuàng)新的訴求,使得科技智庫(kù)建設(shè)的條件日趨成熟,引發(fā)了中國(guó)科技智庫(kù)建設(shè)的熱潮,對(duì)科技智庫(kù)建設(shè)的哲學(xué)反思也成為一個(gè)現(xiàn)實(shí)問(wèn)題�？萍贾菐�(kù)建設(shè)有一個(gè)過(guò)程,其本質(zhì)是知識(shí)思想的生產(chǎn)再生產(chǎn)及其在科技領(lǐng)域的應(yīng)用,即科技智庫(kù)服務(wù)對(duì)象對(duì)專業(yè)知識(shí)的應(yīng)用過(guò)程,而知識(shí)在科技智庫(kù)與從事科研人才間存在一定的反饋流轉(zhuǎn)過(guò)程�？萍贾菐�(kù)的建設(shè)可以有不同類型,從隸屬關(guān)系可分為官方科技智庫(kù)、半官方科技智庫(kù)和民間科技智庫(kù);按組織結(jié)構(gòu)可分為黨政軍科技智庫(kù)、科研院�？萍贾菐�(kù)和企業(yè)科技智庫(kù);從研究領(lǐng)域課分為綜合型科技智庫(kù)和專業(yè)型科技智庫(kù)�？萍贾菐�(kù)建設(shè)是有其價(jià)值取向的。解決科技智庫(kù)建設(shè)的價(jià)值取向問(wèn)題,在于主體的差異性與科技智庫(kù)建設(shè)的價(jià)值取向。從參與科技智庫(kù)建設(shè)的主體來(lái)看,科技智庫(kù)本身、國(guó)家政府、社會(huì)公眾技智庫(kù)建設(shè)的價(jià)值取向問(wèn)題,并通過(guò)自己的評(píng)價(jià)與選擇,在科技智庫(kù)的建設(shè)與服務(wù)過(guò)程中影響科技智庫(kù)建設(shè)的價(jià)值取向。中國(guó)的科技智庫(kù)建設(shè)以政府建設(shè)為主導(dǎo),需要科技智庫(kù)建設(shè)以實(shí)現(xiàn)科技決策咨詢制度和國(guó)家創(chuàng)新體系的完善。實(shí)現(xiàn)科技智庫(kù)建設(shè)的價(jià)值取向需要以人為本,這是科技智庫(kù)建設(shè)的價(jià)值核心;需要注重公共性,這是科技智庫(kù)建設(shè)的內(nèi)在要求;需要堅(jiān)持創(chuàng)新,這是科技智庫(kù)建設(shè)的基本動(dòng)力。
[Abstract]:Science and technology think-tank is a scientific and technological policy advisory and decision-making organization. Its function is to think forward about the trend of science and technology development from the perspective of the law of science and technology development, to carry out scientific and technological evaluation and to make prediction and prediction.And put forward certain suggestion to the development of economy and society.In recent years, with the need of economic and social development and the demand of continuous scientific and technological innovation, the conditions for the construction of scientific and technological think tanks have become more and more mature, which has triggered an upsurge in the construction of scientific and technological think tanks in China.The philosophical reflection on the construction of science and technology think-tank has also become a realistic problem.There is a process in the construction of science and technology think tank. Its essence is the production and reproduction of knowledge thought and its application in the field of science and technology, that is, the application process of science and technology think tank service object to professional knowledge.There is a process of feedback between scientific and technological think-tanks and scientific talents.The construction of science and technology think tank can be divided into official science and technology think tank, semi official science and technology think tank and folk science and technology think tank, according to the organization structure, it can be divided into party, government and army science and technology think tank, scientific research academy science and technology think tank and enterprise science and technology think tank.From the research field courses are divided into a comprehensive science and technology think-tank and a professional science and technology think-tank.The construction of science and technology think-tank has its value orientation.To solve the problem of value orientation of science and technology think tank construction lies in the difference of subject and the value orientation of science and technology think tank construction.From the perspective of the main body involved in the construction of the science and technology think tank, the value orientation of the construction of the science and technology think tank itself, the national government, and the public at large, and through its own evaluation and selection,In the process of construction and service of science and technology think tank, the value orientation of science and technology think tank construction is influenced.The construction of scientific and technological think tanks in China is dominated by the construction of government, which requires the construction of scientific and technological think tanks to realize the perfection of scientific and technological decision-making consultation system and national innovation system.To realize the value orientation of scientific and technological think-tank construction, it is the core of science and technology think tank construction, which needs to pay attention to publicity, which is the inherent requirement of science and technology think tank construction, and to insist on innovation, which is the basic motive force of science and technology think tank construction.
