【摘要】：隨著信息技術(shù)的發(fā)展以及電子政務(wù)的深入實(shí)施,公文的形式從傳統(tǒng)的紙質(zhì)文件變?yōu)橐?比特"為特征的電子文件,這種變化不可避免地引起了公文處理流程的變化。本文通過將電子公文流程與傳統(tǒng)公文流程的傳遞渠道、傳遞方式、傳遞時效、流程形態(tài)、流程特點(diǎn)、管理思想、管理對象、管理過程、管理范圍、管理措施、管理效果等方面進(jìn)行比較,研究電子公文流程的新特點(diǎn)及其對管理產(chǎn)生的新的要求,以期有助于在電子政務(wù)建設(shè)過程中實(shí)現(xiàn)電子公文流程的再造以及電子公文的高質(zhì)量歸檔和長久保存。
[Abstract]:With the development of information technology and the further implementation of e-government, the form of official document has changed from traditional paper document to electronic document characterized by "bit". This change inevitably leads to the change of the process of document processing. This paper uses the electronic document process and the traditional official document process to transfer channels, transmission methods, transfer time, process form, process characteristics, management ideas, management objects, etc. Comparing the management process, management scope, management measures, management effect and so on, to study the new characteristics of electronic document flow and the new requirements for management, The aim is to realize the reengineering of the electronic document process and the high quality archiving and long-term preservation of the electronic document in the process of the construction of e-government.
