【摘要】：[目的/意義]針對(duì)智庫(kù)獨(dú)立性問題,提出智庫(kù)獨(dú)立性存在多種理解,很有必要加強(qiáng)理論澄清與實(shí)踐認(rèn)知。[方法/過程]通過以美國(guó)為例,運(yùn)用理論研究方法,結(jié)合相關(guān)文獻(xiàn)資料,對(duì)美國(guó)智庫(kù)的獨(dú)立性展開研究,分析了美國(guó)智庫(kù)難保獨(dú)立性的原因,探討了美國(guó)智庫(kù)獨(dú)立性的基因缺陷及由此引發(fā)的嚴(yán)重后果。[結(jié)果/結(jié)論]認(rèn)為美國(guó)智庫(kù)受到國(guó)家意志的影響,有著鮮明的政治傾向,其根本宗旨在于維護(hù)和促進(jìn)美國(guó)國(guó)家利益。中國(guó)新型智庫(kù)建設(shè)必須學(xué)習(xí)美國(guó)智庫(kù)追求獨(dú)立的價(jià)值品性和實(shí)踐經(jīng)驗(yàn),也要區(qū)分其政治話語(yǔ)體系,將智庫(kù)的理論構(gòu)建與技術(shù)操作分開對(duì)待,根據(jù)我國(guó)具體國(guó)情規(guī)范智庫(kù)的運(yùn)行模式,正確發(fā)揮智庫(kù)在政治話語(yǔ)體系中的智能支持作用。
[Abstract]:[objective / significance] aiming at the independence of think-tanks, it is suggested that there are many understandings of the independence of think-tanks, and it is necessary to strengthen the theoretical clarification and practical cognition. [methods / processes] by taking the United States as an example, we use theoretical research methods. Based on the relevant literature, this paper studies the independence of American think-tanks, and analyzes the reasons why the independence of American think-tanks cannot be guaranteed. This paper discusses the genetic defects of the independence of American think tanks and their serious consequences. [results / conclusions] that American think tanks are influenced by the will of the nation and have a clear political tendency, Its fundamental purpose is to safeguard and promote the national interests of the United States. China's new type of think-tank construction must learn from the American think-tank 's pursuit of independent values and practical experience, and distinguish its political discourse system. The theory construction of think-tank is treated separately from the operation of technology. According to the specific conditions of our country, the operation mode of think-tank is standardized, and the intelligent support function of think-tank in the political discourse system is correctly brought into play.
