【摘要】：正習(xí)近平10月27日上午主持召開中央全面深化改革領(lǐng)導(dǎo)小組第六次會議并發(fā)表重要講話。習(xí)近平指出,總體上看,現(xiàn)在一些地方和部門,科技資源配置分散、封閉、重復(fù)建設(shè)問題比較突出,不少科研設(shè)施和儀器重復(fù)建設(shè)和購置,閑置浪費(fèi)比較嚴(yán)重,專業(yè)化服務(wù)能力不高。要從健全國家創(chuàng)新體系、提高全社會創(chuàng)新能力的高度,通過深化改革和制度創(chuàng)新,把公共財政投資形成的國家重大科研基礎(chǔ)設(shè)施和大型科研儀器向社會開放,讓它們更好為科技創(chuàng)新服務(wù)、為社會服務(wù)。推進(jìn)這項(xiàng)改革要細(xì)化公開有關(guān)實(shí)施操作辦法,加強(qiáng)統(tǒng)籌協(xié)調(diào),一些
