【摘要】：正智庫的運(yùn)行機(jī)制是智庫生存發(fā)展的內(nèi)在機(jī)能及其運(yùn)行方式,是引導(dǎo)和制約智庫人、財(cái)、物等運(yùn)行行為的基本準(zhǔn)則及相應(yīng)制度。缺乏高效的運(yùn)行機(jī)制,再優(yōu)質(zhì)的要素資源也無法轉(zhuǎn)化為智庫的勝任力。中共中央辦公廳、國(guó)務(wù)院辦公廳《關(guān)于加強(qiáng)中國(guó)特色新型智庫建設(shè)的意見》明確指出,要"以完善組織形式和管理方式為重點(diǎn)""建立一套治理完善、充滿活力、監(jiān)管有力的智庫管理體制和運(yùn)行機(jī)制"~([1])。2017年2月24日召開的國(guó)家高端智庫理事會(huì)擴(kuò)大會(huì)議進(jìn)一
[Abstract]:The operational mechanism of the positive think tank is the internal function and operation mode of the survival and development of the think tank. It is the basic rule and corresponding system to guide and restrict the operation behavior of the think tank, such as people, money and material. No matter how high quality essential factor resources are, they cannot be translated into the competence of think tanks. The General Office of the CPC Central Committee and the General Office of the State Council clearly pointed out the "opinions on strengthening the Construction of New Type think tanks with Chinese characteristics."
