【摘要】： 隨著信息技術(shù)的飛速發(fā)展,特別是互聯(lián)網(wǎng)技術(shù)的普及應(yīng)用,電子政務(wù)系統(tǒng)建設(shè)成為當(dāng)今世界范圍內(nèi)信息化建設(shè)的最重要的領(lǐng)域之一。電子政務(wù)是信息技術(shù)與現(xiàn)代政府管理觀念相融合的產(chǎn)物,在改進(jìn)和優(yōu)化政府組織、重組公共管理、提升政府管理的效率等方面,煥發(fā)出越來越強(qiáng)盛的生命力。在今后比較長的歷史時期內(nèi),電子政務(wù)將作為全球性的一種普遍現(xiàn)象,成為國家核心競爭力的重點要素之一。 信訪管理系統(tǒng)是電子政務(wù)系統(tǒng)建設(shè)的重點領(lǐng)域,信訪制度作為表達(dá)民愿、參與政治和解決糾紛的一種特殊手段,在化解社會矛盾、穩(wěn)定社會秩序方面發(fā)揮了重要作用。但是近幾年從信訪工作實際運(yùn)作情況看,效果并不理想。傳統(tǒng)的信訪工作方式由于對群眾舉報保密性不高,加上工作人員工作態(tài)度等人為因素造成信訪制度普及性不高、群眾對政府的監(jiān)管力度不夠、政務(wù)不透明等缺點已經(jīng)不能滿足當(dāng)今信息化社會的需要。隨著電子政務(wù)的發(fā)展,開發(fā)基于電子政務(wù)的信訪管理系統(tǒng)來改變信訪機(jī)構(gòu)與群眾的信息交流方式、提高信訪部門的執(zhí)行效率已經(jīng)成為一個不可阻擋的趨勢。 本文首先探討了電子政務(wù)的原理與各國電子政務(wù)的發(fā)展概況,分析了未來電子政務(wù)的發(fā)展趨勢。然后,結(jié)合我國信訪工作現(xiàn)狀,以電子政務(wù)為基礎(chǔ),提出基于電子政務(wù)的信訪工作模式,并對信訪管理系統(tǒng)的特點、功能和意義進(jìn)行了探討,提出了基于電子政務(wù)的信訪管理系統(tǒng)的解決方案。 最后,本文以.NET技術(shù)為基礎(chǔ)結(jié)合SQL-Server數(shù)據(jù)庫完成了信訪管理系統(tǒng)的設(shè)計與初步開發(fā),完成了用戶登錄、網(wǎng)上舉報、政府處理、網(wǎng)上查詢、統(tǒng)計等功能模塊的實現(xiàn),使群眾可以“隨時隨地”完成信訪事項的舉報,查詢信訪事項的處理進(jìn)程和處理結(jié)果,并且使舉報人和處理信訪事項的工作人員實現(xiàn)了物理上的分離,充分保證了舉報人及其舉報內(nèi)容的保密性,為信訪管理工作的電子化以及電子政務(wù)的下一步發(fā)展打下了堅實的基礎(chǔ)。
[Abstract]:With the rapid development of information technology, especially the popularization and application of Internet technology. The construction of e-government system has become one of the most important fields of information construction in the world. E-government is the product of the integration of information technology and modern government management concept, which is improving and optimizing the government organization. Reorganization of public management, improve the efficiency of government management and other aspects, coruscate with more and more strong vitality. In the future, e-government will be a global and universal phenomenon in a long historical period. To become one of the key elements of national core competitiveness. Petition management system is the key area of E-government system construction. As a special means to express the wishes of the people, participate in politics and resolve disputes, the petition system resolves social contradictions. Stability of social order has played an important role. But in recent years from the actual operation of petition work, the effect is not ideal. The traditional way of petition work is not high confidentiality to the masses. In addition, human factors, such as the working attitude of the staff, caused the popularity of the petition system is not high, and the supervision of the government is not strong enough by the masses. With the development of E-government, we develop a letter and call management system based on E-government to change the way of information exchange between the petition organization and the masses. It has become an irresistible trend to improve the execution efficiency of the petition department. This paper first discusses the principle of e-government and the general situation of the development of e-government in various countries, analyzes the development trend of e-government in the future. Then, combined with the status quo of letters and visits in China, based on e-government. This paper puts forward the work mode of letters and visits based on electronic government affairs, and probes into the characteristics, functions and significance of the letter and visit management system, and puts forward the solution of the letter and visit management system based on the electronic government affairs. Finally, based on. Net technology and SQL-Server database, this paper has completed the design and preliminary development of the letter and visit management system, completed the user login, online reporting, government processing. The realization of online inquiry, statistics and other functional modules enables the masses to complete the reporting of letters and visits at any time, anywhere, and to inquire about the processing process and results of the letters and visits. And the whistleblower and the staff handling the matter of letters and visits to achieve the physical separation, fully ensure the confidentiality of the whistleblower and the contents of the report. For the electronic letter and call management and the next step of the development of e-government laid a solid foundation.
