摘要:研究目的:為科學(xué)高效地執(zhí)行突發(fā)公共事件應(yīng)急管理提供理論借鑒。

研究方法:在實(shí)證研究基礎(chǔ)上,對(duì)災(zāi)害預(yù)報(bào)、緊急救助到次級(jí)連續(xù)災(zāi)難發(fā)生及事后恢復(fù)實(shí)施全過程分析。研究結(jié)果:發(fā)現(xiàn)了我國(guó)應(yīng)急管理體系的執(zhí)行與執(zhí)行力存在缺陷,提出了應(yīng)急管理的基石是執(zhí)行和執(zhí)行力,總結(jié)了應(yīng)急管理的五大關(guān)鍵因素,進(jìn)一步提出培養(yǎng)高效執(zhí)行力應(yīng)建立并完善六大機(jī)制。

研究結(jié)論:。,但還需要進(jìn)一步完善,尤其在監(jiān)督制度的建立與完善方面;,意識(shí),更要有處理危機(jī)事件的意識(shí);,可在一定程度上完善我國(guó)應(yīng)急管理體系的理論及實(shí)踐研究。關(guān)鍵詞:應(yīng)急管理;基石;執(zhí)行;中圖分類號(hào):C939:OnImplementAbilityofEmergencyManagement

Abstract:Researchpurposes:Inordertosupplytheoreticalreferencesforimplementingtheemergencymanagementofaburstofpublicaffairsscientificallyandhigh-efficiently.

Researchmethods:Basedonthepositiveresearching,thispaperanalyzesthewholecourseofdisasterforecastandemergencyrescuetotakingplaceofthesecondarycontinualtragediesandexpostresumptionofreconstruction.Researchresults:Someshortcomingswerefoundaboutimplementationandimplementaryabilityofourcountry′semergencymanagementsystem.

Thispaperputforwardthatthecornerstonesofemergencymanagementwere

implementationandimplementaryability,summarizedthefivekeyfactorsofemergencymanagement,andalsoproposedthatsiximportantmechanismsshouldbesetuptocultivatethehighefficientimplementaryability.

Researchconclusions:StrengtheningconstructionofimplementingabilityisthebaseforChinatoimproveemergencymanagementlevel.Itisnecessarytofurtherimprovetheframeworkofemergencysystem,especiallyintheareasofconstructionandimprovementofsupervisionsystemforit.Theconstructionofcultureshouldbeemphasizedinthecourseofconstructionofemergencysystem,notonlytomakethewholenationhavingcrisisideas,moreimportantlytomakethewholenationhavingtheideasofdealingwiththecrisisevent.TheresearchcanbeimprovedbycertainsenseontheoryandpracticeofconstructionofemergencysysteminChinathroughestablishingefficiency-basedsixsystemsofenhancingimplementingability.
