【摘要】：招標(biāo)投標(biāo)制度,作為社會主義經(jīng)濟建設(shè)中優(yōu)化資源配置、提高經(jīng)濟效益、保證項目質(zhì)量的一種交易制度,在推進經(jīng)濟體制改革、培育和規(guī)范招標(biāo)投標(biāo)市場體系,預(yù)防和懲治腐敗交易行為等發(fā)揮重要作用,但在具體的實施過程中,總有部分相關(guān)干系人通過圍標(biāo)串標(biāo)來獲得不正當(dāng)?shù)睦?從而影響了社會的公平。圍標(biāo)串標(biāo)是投標(biāo)市場在逐步發(fā)展和完善過程中必然經(jīng)歷的過程。參與圍標(biāo)串標(biāo)的投標(biāo)人達成利益同盟,通常在整個圍標(biāo)串標(biāo)過程中的所有同盟者都嚴格遵守各合作協(xié)議要求以保證同盟能順利中標(biāo),并對整個圍標(biāo)串標(biāo)活動全過程保密。本文通過對LNEB公司在招標(biāo)代理過程中的案例為研究背景,為招標(biāo)代理機構(gòu)在招標(biāo)過程中如何防范圍標(biāo)串標(biāo)的情況發(fā)生提出防范和對策。本文以招標(biāo)投標(biāo)和圍標(biāo)串標(biāo)的相關(guān)知識為基礎(chǔ),運用了調(diào)查法和文獻研究法并結(jié)合魚骨圖分析法工具,對LNEB公司在工程招標(biāo)過程中出現(xiàn)的圍標(biāo)串標(biāo)事件進行了歸納整理和深入的分析。首先,通過整理近年來LNEB公司在招標(biāo)過程遇到的實際圍標(biāo)串標(biāo)事例為研究對象;其次,采用問題型魚骨圖歸納方法,把研究對象歸納成三類典型的圍標(biāo)串標(biāo)問題;接著采用原因型魚骨圖的分析方法,對三類典型問題的原因進行分析,從LNEB公司角度出發(fā),找到發(fā)生圍標(biāo)串標(biāo)主要的原因;最后通過對策型魚骨圖的分析方法,得出了 LNEB公司在工程招標(biāo)過程中對圍標(biāo)串標(biāo)行為的防范。LNEB公司作為LN省規(guī)模最大、資質(zhì)最全的招標(biāo)代理機構(gòu),在招標(biāo)過程中通過各種手段來防范圍標(biāo)串標(biāo)事件的發(fā)生,從而提高公司的服務(wù)能力和服務(wù)水平,以更好的服務(wù)取信于招標(biāo)市場,為推進更大的市場占有率奠定基礎(chǔ)。
[Abstract]:Bidding and bidding system, as a trading system to optimize the allocation of resources, improve economic benefits and ensure the quality of projects in socialist economic construction, plays an important role in promoting the reform of the economic system, cultivating and standardizing the market system of bidding and bidding, and preventing and punishing corrupt transactions. However, in the specific implementation process, there are always some relevant stakeholders to obtain improper benefits through bid encirclement and bidding. Thus affecting the fairness of society. Encircling bid string is a process that the bidding market must go through in the process of gradual development and improvement. The bidders participating in bid encirclement reach an interest alliance, usually all allies strictly abide by the requirements of each cooperation agreement to ensure the smooth winning of the bid, and keep the whole process of bid encirclement confidential. Based on the case of LNEB company in the process of bidding agent, this paper puts forward some countermeasures and countermeasures for the bidding agency to prevent the occurrence of the target of the scope mark in the bidding process. Based on the relevant knowledge of bidding and encircling bid, this paper sums up and deeply analyzes the events of encircling bid string in the process of project bidding by using the method of investigation and literature research and the tool of fish bone diagram analysis. First of all, by sorting out the actual bid string cases encountered by LNEB Company in the bidding process in recent years as the research object; secondly, using the problem fish bone diagram induction method, the research object is summarized into three kinds of typical bid string problems; then, the causes of the three typical problems are analyzed by using the reason fish bone diagram analysis method, and the main reasons for the occurrence of the encirclement bid string are found from the point of view of LNEB Company. Finally, through the analysis method of strategy fish bone diagram, this paper obtains the prevention of bid string behavior of LNEB company in the process of project bidding. LNEBR, as the largest and most qualified bidding agency in LN province, prevents the occurrence of bid string event by various means in the bidding process, so as to improve the service ability and service level of the company, and win the trust in the bidding market with better service. In order to promote greater market share to lay the foundation.
