療養(yǎng)與關(guān)懷—城鎮(zhèn)低成本益康園林設(shè)計(jì)探究

【摘要】：當(dāng)前，我國進(jìn)入了全面建成小康社會(huì)的決定性階段，也處于城鎮(zhèn)化深入發(fā)展的關(guān)鍵時(shí)期，中小城市和小城鎮(zhèn)是未來建設(shè)的重點(diǎn)領(lǐng)域。仇保興副部長的講話中曾提到現(xiàn)在進(jìn)城人口的50%要靠小城鎮(zhèn)吸納，將來在城鎮(zhèn)化結(jié)束后農(nóng)業(yè)人口25%～30%要靠小城鎮(zhèn)轉(zhuǎn)化，繼續(xù)為現(xiàn)代農(nóng)業(yè)、可持續(xù)農(nóng)業(yè)服務(wù)。與此同時(shí)，要加強(qiáng)小城鎮(zhèn)基礎(chǔ)設(shè)施建設(shè)和環(huán)境保護(hù)。在風(fēng)景園林專業(yè)領(lǐng)域，也要探索與小城鎮(zhèn)社會(huì)形態(tài)相適應(yīng)的規(guī)劃設(shè)計(jì)思路。 殘疾人是社會(huì)中主要的弱勢(shì)群體，對(duì)他們的關(guān)懷是社會(huì)和諧發(fā)展的重要基礎(chǔ)，體現(xiàn)了社會(huì)的公平。殘疾人的康復(fù)與療養(yǎng)將成為一個(gè)重要的社會(huì)問題，建造康復(fù)療養(yǎng)中心將是解決此問題的一種途徑。康復(fù)療養(yǎng)中心里的益康園林對(duì)康復(fù)療效的提升和完善有重要的作用。過去，針對(duì)康復(fù)中心的園林營造已開展了不少研究，但針對(duì)小城鎮(zhèn)內(nèi)服務(wù)于殘疾人群的益康園林設(shè)計(jì)研究卻鮮見報(bào)道。隨著中小城市和小城鎮(zhèn)建設(shè)和發(fā)展，以及小城鎮(zhèn)內(nèi)殘疾人休養(yǎng)和康復(fù)基地的建造，探討與之適應(yīng)的益康園林設(shè)計(jì)就顯得非常必要。 當(dāng)前，除了經(jīng)濟(jì)發(fā)達(dá)的東部地區(qū)城市與省會(huì)等大城市對(duì)于城市康復(fù)中心有較充足的財(cái)政預(yù)算外，其余城市及其所轄財(cái)政經(jīng)費(fèi)中用于康復(fù)中心建設(shè)的費(fèi)用都比較有限。而且，有限的經(jīng)費(fèi)往往優(yōu)先用于康復(fù)中心的建筑、人員配置、基礎(chǔ)設(shè)施等，對(duì)于見效較慢、后期維護(hù)投入較高且無經(jīng)濟(jì)效益產(chǎn)生的園林環(huán)境建設(shè)經(jīng)常處于一再縮減經(jīng)費(fèi)或者延后發(fā)展的狀況。 因此，建設(shè)特征為“低廢棄、低干預(yù)、低建造與低沖擊”的低成本益康園林成為中小城市和小城鎮(zhèn)殘疾人康復(fù)中心景觀的必然選擇。本論文通過對(duì)益康園林與低成本園林的基礎(chǔ)理論研究入手，闡述總結(jié)了益康、益康園林、低成本園林的相關(guān)概念，研究國內(nèi)外文件綜述，分析國內(nèi)外先進(jìn)案例，總結(jié)出低成本益康園林的設(shè)計(jì)原則為以人為本原則、因地制宜原則、生態(tài)節(jié)能原則、可操作性原則�？偨Y(jié)出設(shè)計(jì)策略的設(shè)計(jì)前提、環(huán)境營造策略、康復(fù)營造策略、心理營造策略，低成本營造策略。運(yùn)用這些指導(dǎo)設(shè)計(jì)原則及策略進(jìn)行了河北省邯鄲市肥鄉(xiāng)縣殘疾人療養(yǎng)中心的益康園林設(shè)計(jì)。在設(shè)計(jì)過程中注重貫徹使用周期的全過程，并運(yùn)用合理的資金和資源消耗，，以實(shí)現(xiàn)綜合效益的最大化，并對(duì)整個(gè)過程進(jìn)行成本控制。這一設(shè)計(jì)具有一定的現(xiàn)實(shí)指導(dǎo)意義，為低成本益康園林的推廣提供了案例。
[Abstract]:At present, China has entered the decisive stage of building a well-off society in an all-round way, and is also in a critical period of in-depth development of urbanization. Small and medium-sized cities and small towns are the key areas of future construction. In his speech, Vice Minister Qiu Baoxing mentioned that 50 percent of the population entering the city should now be absorbed by small towns, and that in the future, 25 percent of the agricultural population will have to rely on the transformation of small towns after urbanization to continue to serve modern agriculture and sustainable agriculture. At the same time, it is necessary to strengthen the infrastructure construction and environmental protection of small towns. In the field of landscape architecture, we should also explore the planning and design ideas suitable for the social form of small towns. Disabled people are the main vulnerable groups in society, and their care for them is an important basis for the harmonious development of society, which embodies the fairness of society. The rehabilitation and recuperation of the disabled will become an important social problem, and the construction of rehabilitation and recuperation center will be a way to solve this problem. The Yikang garden in the rehabilitation recuperation center plays an important role in the improvement and perfection of the rehabilitation effect. In the past, a lot of research has been carried out on the garden construction of rehabilitation centers, but there are few reports on the design of Yikang gardens for the disabled in small towns. With the construction and development of small and medium-sized cities and small towns, as well as the construction of rest and rehabilitation bases for the disabled in small towns, it is very necessary to explore the suitable Yikang garden design. At present, in addition to the economically developed eastern cities and provincial capitals and other major cities have a more adequate budget for urban rehabilitation centers, the rest of the cities and their financial funds for the construction of rehabilitation centers are relatively limited. Moreover, the limited funds are often given priority to the construction, staffing, infrastructure and so on of rehabilitation centers. The garden environment construction, which has slow effect, high maintenance investment and no economic benefits, is often in the condition of repeatedly reducing funds or delaying development. Therefore, the low cost Yikang garden characterized by "low abandonment, low intervention, low construction and low impact" has become the inevitable choice of rehabilitation center landscape for the disabled in small and medium-sized cities and small towns. Through the research on the basic theory of Yikang garden and low-cost garden, this paper expounds and summarizes the related concepts of Yikang garden, Yikang garden and low-cost garden, summarizes the documents at home and abroad, analyzes the advanced cases at home and abroad, and sums up the design principle of low-cost Yikang garden as the people-oriented principle, the principle of adapting measures to local conditions, the principle of ecological energy saving and the principle of maneuverability. The design premise, environment construction strategy, rehabilitation construction strategy, psychological construction strategy and low cost construction strategy of the design strategy are summarized. Based on these guiding design principles and strategies, the Yikang garden design of the recuperation center for the disabled in Feixiang County, Handan City, Hebei Province was carried out. In the design process, we should pay attention to the whole process of the service cycle, and use reasonable capital and resource consumption in order to maximize the comprehensive benefit and control the cost of the whole process. This design has certain practical guiding significance and provides a case for the promotion of low-cost Yikang garden.
