【摘要】：當前中國鎮(zhèn)級單元數(shù)量和總?cè)丝谝?guī)模巨大,在新型城鎮(zhèn)化中具有不可替代的戰(zhàn)略意義,經(jīng)濟增長放緩背景下,超大和特大城市面臨著巨大的規(guī)模擴張和人口轉(zhuǎn)移壓力,小城鎮(zhèn)則成為新常態(tài)下經(jīng)濟社會發(fā)展的新亮點和載體。在人口高輸出地區(qū),大事件的植入打破了傳統(tǒng)小城鎮(zhèn)的經(jīng)濟和社會組織體系,城鄉(xiāng)規(guī)劃不確定性將更為突出,對小城鎮(zhèn)規(guī)劃不確定性的研究迫在眉睫。以魯西北人口高輸出地區(qū)的小城鎮(zhèn)為實證性研究對象,提出大事件的植入對該小城鎮(zhèn)發(fā)展和規(guī)劃產(chǎn)生很大的不確定性,在研究現(xiàn)狀和大事件植入基礎(chǔ)上,運用規(guī)劃中的不確定性理論,引入"產(chǎn)鎮(zhèn)融合"、層級化"彈性管理單元"和底線控制思維方法,探索在城鄉(xiāng)規(guī)劃層面應(yīng)對小城鎮(zhèn)未來發(fā)展不確定性的規(guī)劃策略。
[Abstract]:At present, the number of town-level units and the total population in China are huge, which is of irreplaceable strategic significance in the new urbanization. Under the background of slowing economic growth, mega-and mega-cities are facing huge pressure of scale expansion and population transfer. Small towns have become a new bright spot and carrier of economic and social development under the new normal. In the areas with high population output, the implantation of large events has broken the economic and social organization system of traditional small towns, and the uncertainty of urban and rural planning will be more prominent. Therefore, the research on the uncertainty of planning of small towns is urgent. Taking the small towns in the high output area of northwest Shandong as the empirical research object, this paper puts forward that the implantation of large events has great uncertainty on the development and planning of the small towns, on the basis of the present situation of the research and the implantation of major events. Based on the uncertainty theory in planning, this paper introduces "production and town integration", hierarchical "elastic management unit" and bottom line control thinking method, and explores the planning strategy to deal with the uncertainty of the future development of small towns at the level of urban and rural planning.
