【摘要】：快速的經(jīng)濟發(fā)展和城鎮(zhèn)化進程,以及國家層面積極推動的城鄉(xiāng)統(tǒng)籌發(fā)展戰(zhàn)略,推動了政府財力支持下的鄉(xiāng)村基本公共服務設施的快速發(fā)展進程,為改善農(nóng)村地區(qū)總體上嚴重落后的公共服務水平提供了重要契機。然而時代的發(fā)展,也同樣推動了農(nóng)村地區(qū)基本公共服務設施需求的演變。為此,主要從基本概念、鄉(xiāng)村基本公共服務設施內(nèi)容及功能類型、層級體系等方面進行歸納并剖析主要演變趨勢和影響因素,并在此基礎上著重從村莊基本公共服務設施布局的層面結合案例進行探討,提出了選址優(yōu)先考慮覆蓋性的基礎上還應充分考慮市場化導向,以及設施建設布局方面的適當集中化和綜合化的方向建議。
[Abstract]:The rapid economic development and urbanization process, as well as the urban-rural integrated development strategy actively promoted at the national level, have promoted the rapid development of rural basic public services supported by the government's financial resources. It provides an important opportunity to improve the level of public service in rural areas. However, the development of the times has also promoted the development of basic public service facilities in rural areas. Therefore, this paper summarizes and analyzes the main evolution trend and influencing factors from the basic concepts, the contents and function types of rural basic public service facilities, the hierarchy system, and so on. On the basis of this, the paper mainly discusses the layout of basic public service facilities in villages, and puts forward that the market-oriented orientation should be fully considered on the basis of the priority of site selection and coverage. As well as facilities construction layout proper centralization and synthesis direction suggestion.
