【摘要】：中國鐵建股份有限公司作為國資委管理的特大型建筑企業(yè),主動適應(yīng)我國經(jīng)濟(jì)轉(zhuǎn)型的新要求,決定加快結(jié)構(gòu)調(diào)整和轉(zhuǎn)型升級。在傳統(tǒng)建筑業(yè)的基礎(chǔ)上,中國鐵建明確了工程承包、勘察設(shè)計(jì)咨詢、工業(yè)制造、房地產(chǎn)開發(fā)、物流和資本運(yùn)營六大業(yè)務(wù)板塊。 其中,資本板塊由于缺乏明確的戰(zhàn)略規(guī)劃,面臨著業(yè)務(wù)拓展主攻方向不明,各項(xiàng)任務(wù)目標(biāo)無法下達(dá)等諸多問題,不利于該板塊的發(fā)展壯大。在此背景下,本文主要研究中國鐵建資本運(yùn)營板塊,即中國鐵建投資有限公司的發(fā)展戰(zhàn)略,旨在幫助企業(yè)管理層對該板塊的經(jīng)營現(xiàn)狀、現(xiàn)有資源和能力進(jìn)行系統(tǒng)性梳理,促進(jìn)該板塊充分整合資源、獲得長效發(fā)展。 本文從現(xiàn)代企業(yè)戰(zhàn)略管理理論入手,結(jié)合投資公司的經(jīng)營管理實(shí)踐,探討實(shí)現(xiàn)其可持續(xù)發(fā)展的總體戰(zhàn)略方案,并提出戰(zhàn)略方案實(shí)施的相應(yīng)保障措施。本文采用PEST分析模型、波特五力分析模型等研究方法,重點(diǎn)對公司面臨的外部和內(nèi)部因素進(jìn)行分析研究,并通過對公司進(jìn)行SWOT分析,得出其優(yōu)勢主要是基于中國鐵建品牌優(yōu)勢,在行業(yè)內(nèi)具有一定影響力,擁有相對豐富的產(chǎn)業(yè)資源和社會資源,劣勢主要是缺乏專業(yè)的人才隊(duì)伍和系統(tǒng)的投資管理體系,行業(yè)競爭激烈。在此研究基礎(chǔ)上,本文制定了該企業(yè)的總體發(fā)展戰(zhàn)略,主要包括明確“打造優(yōu)秀的管理體系和投資團(tuán)隊(duì),全面提升各項(xiàng)財(cái)務(wù)指標(biāo),實(shí)現(xiàn)基礎(chǔ)設(shè)施、地產(chǎn)開發(fā)、礦產(chǎn)資源、股權(quán)投資四大業(yè)務(wù)的合理布局”的戰(zhàn)略目標(biāo)及發(fā)展思路,以及“完善人力資源管理”、“優(yōu)化組織結(jié)構(gòu)”、“強(qiáng)化投資管理”、“創(chuàng)新融資模式”、“構(gòu)建特色文化體系”等一系列戰(zhàn)略實(shí)施保障措施。 研究認(rèn)為：中國鐵建投資有限公司應(yīng)充分發(fā)揮中國鐵建品牌優(yōu)勢,依托行業(yè)優(yōu)勢和社會資源,把握經(jīng)濟(jì)結(jié)構(gòu)調(diào)整和轉(zhuǎn)型升級契機(jī),建立專業(yè)投資人才梯隊(duì),強(qiáng)化投資管理體系建設(shè),合理安排投資業(yè)務(wù)布局,逐步形成自身競爭優(yōu)勢,打造成為央企卓越的專業(yè)化投資公司。
[Abstract]:As a super large construction enterprise managed by SASAC, China Railway Construction Co., Ltd. actively adapts to the new requirements of China's economic transformation and decides to speed up structural adjustment and transformation and upgrading. On the basis of the traditional construction industry, China Railway Construction has defined six major business sectors such as engineering contracting, survey and design consulting, industrial manufacturing, real estate development, logistics and capital operation. Due to the lack of clear strategic planning, the capital plate faces many problems, such as the unclear direction of business expansion and the inability to reach the target of each task, which is not conducive to the development and expansion of the plate. Under this background, this paper mainly studies the development strategy of China Railway Construction Capital operating Plate, that is, China Railway Construction Investment Co., Ltd. Promote the full integration of the plate resources, long-term development. Based on the modern enterprise strategic management theory and the management practice of the investment company, this paper discusses the overall strategic plan to realize its sustainable development, and puts forward the corresponding safeguard measures for the implementation of the strategic plan. In this paper, PEST analysis model, Porter five forces analysis model and other research methods are used to analyze and study the external and internal factors facing the company. Through the SWOT analysis of the company, it is found that the advantages are mainly based on the advantages of China Railway Construction brand. It has a certain influence in the industry, has relatively rich industrial resources and social resources, the disadvantage is mainly lack of professional talent team and systematic investment management system, the industry competition is fierce. On the basis of this research, this paper formulates the overall development strategy of the enterprise, which mainly includes: "to build an excellent management system and investment team, to promote all financial indicators in an all-round way, to realize infrastructure, real estate development and mineral resources," The strategic objectives and development ideas of the rational distribution of the four major businesses of equity investment, as well as "perfecting human resources management", "optimizing the organizational structure", "strengthening investment management", "innovative financing mode", A series of strategic measures such as constructing characteristic culture system. The research holds that China Railway Construction Investment Co., Ltd. should give full play to the brand advantages of China Railway Construction, rely on industry advantages and social resources, grasp the opportunity of economic structure adjustment and transformation and upgrading, and establish a professional investment talent echelon. Strengthen the construction of investment management system, arrange the layout of investment business rationally, gradually form its own competitive advantage, and become the outstanding specialized investment company of central enterprises.
