嚴(yán)寒地區(qū)村鎮(zhèn)綠色交通系統(tǒng)規(guī)劃策略研究

【摘要】:隨著我國城鎮(zhèn)化進程的不斷深入,廣大農(nóng)村地區(qū)發(fā)生了巨大的變化。其中,機動化的發(fā)展以及交通基礎(chǔ)設(shè)施的不斷完善,加快了農(nóng)村各項建設(shè)的節(jié)奏。而近些年,在以經(jīng)濟發(fā)展為目標(biāo)的背景下,交通系統(tǒng)的發(fā)展建設(shè)忽視了村鎮(zhèn)生態(tài)環(huán)境和居住環(huán)境健康等問題。在由傳統(tǒng)城鎮(zhèn)化轉(zhuǎn)入城鄉(xiāng)一體化發(fā)展的前提下,村鎮(zhèn)交通的建設(shè)需要以一種綠色的手段來指導(dǎo),即構(gòu)建一種適合于未來村鎮(zhèn)發(fā)展的綠色交通系統(tǒng)。本文研究了綠色交通系統(tǒng)的相關(guān)概念和內(nèi)涵,以及國內(nèi)外村鎮(zhèn)交通綠色化發(fā)展的理論和實踐。通過中外研究對比,發(fā)現(xiàn)我國村鎮(zhèn)交通建設(shè)中的問題。鑒于村鎮(zhèn)地區(qū)的多種特點,提出了我國村鎮(zhèn)綠色交通系統(tǒng)的構(gòu)建設(shè)想。根據(jù)本文的研究目的和方法,列出本研究的框架。通過相關(guān)文獻閱讀研究,對我國嚴(yán)寒地區(qū)現(xiàn)階段的村鎮(zhèn)交通發(fā)展政策以及道路交通建設(shè)情況進行了梳理,得出其發(fā)展與建設(shè)過程中普遍存在的問題。然后,鑒于村鎮(zhèn)交通綠色化的應(yīng)有特點,剖析綠色交通系統(tǒng)的內(nèi)涵,并提取生態(tài)交通規(guī)劃理論、低碳交通規(guī)劃理論中與交通相關(guān)的研究內(nèi)容,將兩方面結(jié)合起來,從而豐富村鎮(zhèn)綠色交通系統(tǒng)的內(nèi)容。在上述基礎(chǔ)上,研究影響村鎮(zhèn)綠色交通系統(tǒng)發(fā)展的主要因素,最后總結(jié)出村鎮(zhèn)交通體系的一般構(gòu)成。本文選定了嚴(yán)寒地區(qū)具有代表性的鎮(zhèn)(每個鎮(zhèn)的鎮(zhèn)區(qū)和及其下設(shè)的兩個村),針對村鎮(zhèn)交通設(shè)施建設(shè)情況、居民的出行特征、出行環(huán)境三方面進行實地調(diào)查研究。通過對村鎮(zhèn)居民出行特征的調(diào)研,從出行目的、方式、距離以及頻率等方面逐步推進分析,得出嚴(yán)寒地區(qū)村鎮(zhèn)居民在一定的出行距離區(qū)間內(nèi)常用的交通工具;然后從經(jīng)濟成本、資源、能耗、環(huán)境以及社會人文五個方面因素對幾種交通工具的特點進行分析。同時借助層次分析法,模糊綜合評價對嚴(yán)寒地區(qū)村鎮(zhèn)常用交通工具的綠色屬性進行評價,得出嚴(yán)寒地區(qū)村鎮(zhèn)綠色交通系統(tǒng)中的綠色交通方式組成。最后,根據(jù)調(diào)研分析結(jié)果,分別從嚴(yán)寒地區(qū)村鎮(zhèn)交通發(fā)展機制、嚴(yán)寒地區(qū)村鎮(zhèn)非機動交通方式發(fā)展策略、嚴(yán)寒地區(qū)機動交通發(fā)展方式引導(dǎo)策略、嚴(yán)寒地區(qū)公共交通發(fā)展方式引導(dǎo)策略、分片區(qū)交通方式及設(shè)施建設(shè)引導(dǎo)、以及交通工具及設(shè)施美化與人性化設(shè)計等方面,提出嚴(yán)寒地區(qū)村鎮(zhèn)綠色交通系統(tǒng)規(guī)劃的策略。
[Abstract]:With the development of urbanization in China, great changes have taken place in rural areas. Among them, the development of motorization and continuous improvement of transport infrastructure, accelerated the pace of rural construction. In recent years, under the background of economic development, the development and construction of transportation system has neglected the ecological environment of villages and towns and the health of living environment. On the premise of turning from traditional urbanization to urban-rural integration, the construction of village and town traffic needs to be guided by a green means, that is, to construct a green transportation system suitable for the future development of villages and towns. This paper studies the concept and connotation of green transportation system, and the theory and practice of the development of green traffic in villages and towns at home and abroad. Through the comparison of Chinese and foreign research, we find the problems in the traffic construction of villages and towns in our country. In view of the various characteristics of villages and towns, the construction of green transportation system of villages and towns in China is put forward. According to the purpose and method of this paper, the framework of this study is listed. Through reading the relevant documents, this paper combs the development policy of village and town traffic and the situation of road traffic construction at the present stage in severe cold area of our country, and finds out the common problems in the process of development and construction. Then, in view of the characteristics of green traffic in villages and towns, the connotation of green traffic system is analyzed, and the research contents related to traffic in ecological traffic planning theory and low-carbon traffic planning theory are extracted, and the two aspects are combined together. In order to enrich the content of green transportation system in villages and towns. On the basis of the above, the main factors affecting the development of green transportation system in villages and towns are studied, and the general composition of the traffic system in villages and towns is summarized. In this paper, the representative towns in severe cold areas (the towns of each town and the two villages under it) are selected to carry out field investigation and study on the construction of traffic facilities in villages and towns, the travel characteristics of residents and the travel environment. Through the investigation of the travel characteristics of the village and town residents, from the aspects of travel purpose, way, distance and frequency, it is concluded that the common means of transportation in a certain travel distance range of the villagers in the severe cold area; and then from the economic cost, Resources, energy consumption, environment and social and human factors to analyze the characteristics of several vehicles. At the same time, with the help of analytic hierarchy process (AHP), fuzzy comprehensive evaluation is used to evaluate the green attributes of common transportation vehicles in cold areas, and the composition of green traffic modes in the green transportation system of villages and towns in severe cold areas is obtained. Finally, according to the results of investigation and analysis, from the development mechanism of traffic in cold area, the development strategy of non-motorized traffic mode in cold area, the guiding strategy of development mode of mobile traffic in severe cold area, The strategies of guiding the development mode of public transportation in severe cold areas, guiding traffic modes and facilities construction in different areas, beautifying and humanizing transportation and facilities, and so on, are put forward, and the strategies for planning green transportation system in villages and towns in cold areas are put forward.
