創(chuàng)新驅動的科技城規(guī)劃研究

【摘要】：在中國開始實施創(chuàng)新驅動發(fā)展戰(zhàn)略的背景下,科技城作為承載創(chuàng)新活動集中產生的載體,是引領中國自主創(chuàng)新能力提升的重要平臺,也將為中國城市轉型發(fā)展提供示范。本文旨在融合創(chuàng)新理論與城市理論,探索從空間規(guī)劃角度支撐科技城實現(xiàn)創(chuàng)新驅動發(fā)展的基本原理和技術方法。論文系統(tǒng)梳理了創(chuàng)新理論和城市理論的研究進展與國內外科技城發(fā)展的實踐經(jīng)驗,提出了創(chuàng)新驅動的科技城發(fā)展發(fā)展演化框架。通過對北京未來科技城和武漢未來科技城的深入調查與國內外其他科技城的綜合分析,論文研究了科技城在產業(yè)布局、社會組織、空間結構和土地利用等四個方面的發(fā)展特征、機制和理想模式。在此基礎上,論文提出面向創(chuàng)新驅動的科技城總體規(guī)劃的編制思路和內容框架,并在規(guī)劃實例進行了應用。論文的主要結論包括六個方面。1)科技城實現(xiàn)創(chuàng)新和發(fā)展主要依賴于五個演化機理:知識創(chuàng)新源、人力資本、嵌入性、創(chuàng)新環(huán)境和全球-地方聯(lián)結;科技城發(fā)展具有階段性,包括政策驅動、投資驅動和創(chuàng)新驅動三個階段;科技城發(fā)展環(huán)境需要產業(yè)氛圍、人才氛圍和空間氛圍的互動。2)科技城產業(yè)布局要點為:加強創(chuàng)新源帶動作用、集中布局科技創(chuàng)新服務平臺、關聯(lián)布局相關技術基礎企業(yè)、彈性布局研究開發(fā)生產綜合體、分散布局主體間互動交流平臺、預留消費者服務業(yè)發(fā)展空間。3)科技城社會結構特征為:年齡結構年輕化、教育水平兩極化、職業(yè)構成多樣化和收入水平兩極化。人才氛圍營造需要滿足知識型工作者和服務型工作者差異化的服務需求,同時促進階層間的互動與交流。4)科技城空間結構在經(jīng)濟、社會、信息和規(guī)劃機制的影響下,呈現(xiàn)出以創(chuàng)新源、知識共享和科技服務功能為核心,專業(yè)化創(chuàng)新生產單元和多樣化生活服務單元環(huán)繞,相關功能組團為外圍的空間結構,區(qū)別于傳統(tǒng)新城和開發(fā)區(qū)。5)科技城專業(yè)化生產方式和多樣化生活方式影響各類用地的規(guī)模與組合模式,呈現(xiàn)出專業(yè)化、混合化和彈性化的新特征。6)科技城總體規(guī)劃在參與主體、服務重點、基本思路、操作方法和成果特征等方面區(qū)別于傳統(tǒng)新城規(guī)劃;科技城總體規(guī)劃編制重點內容包括科技產業(yè)體系的模塊化組織,M型社會結構的多元化空間匹配,促進集聚空間效應發(fā)揮的技術植入和鑲嵌體空間結構,提高土地利用效率的集約混合土地利用模式,集成優(yōu)化的智慧基礎設施和彈性可操作的規(guī)劃實施引導。
[Abstract]:Under the background of China's implementation of innovation-driven development strategy, science and technology city, as the carrier of centralized innovation activities, is an important platform to promote China's independent innovation capability, and will also provide a model for China's urban transformation and development. This paper systematically combs the research progress of innovation theory and city theory and the practical experience of the development of science and technology city at home and abroad, and puts forward the evolution framework of the development of science and Technology City driven by innovation. Based on the comprehensive analysis of other domestic and foreign science and technology cities, this paper studies the development characteristics, mechanism and ideal mode of science and Technology City in four aspects: industrial layout, social organization, spatial structure and land use. The main conclusions of this paper include six aspects. 1) The innovation and development of the Science and Technology City mainly depends on five evolutionary mechanisms: knowledge innovation sources, human capital, embeddedness, innovation environment and global-local links; the development of the Science and Technology City has three stages, including policy-driven, investment-driven and innovation-driven; and the development environment of the Science and Technology City. The key points of the industrial layout of the Science and Technology City are: to strengthen the driving role of innovation sources, to centralize the layout of scientific and technological innovation service platform, to associate with the layout of related technology-based enterprises, to research and develop flexible layout of production complex, to decentralize the interactive exchange platform between the main layout, and to reserve for the development of consumer services. 3) The social structure of Science and Technology City is characterized by the younger age structure, the polarization of education level, the diversification of occupations and the polarization of income level. Influenced by social, information and planning mechanisms, it presents a space structure with innovative sources, knowledge sharing and scientific and technological service functions as the core, specialized and innovative production units and diversified life service units surrounded by relevant functional groups, which are different from traditional new towns and development zones. The mode affects the scale and combination mode of all kinds of land, showing the new characteristics of specialization, mixing and flexibility. 6) The master plan of the science and technology city is different from the traditional new town plan in the aspects of participants, service emphasis, basic ideas, operation methods and results characteristics. Modular organization, M-type social structure of diversified spatial matching, promote the effect of agglomeration space technology implantation and mosaic spatial structure, improve land use efficiency of intensive mixed land use model, integrated optimization of intelligent infrastructure and flexible operational planning implementation guidance.
