頤中體育館規(guī)劃設(shè)計(jì)階段成本控制案例分析

【摘要】:近年以來(lái),我國(guó)經(jīng)濟(jì)實(shí)力明顯增強(qiáng),社會(huì)事業(yè)發(fā)展迅速,承辦的各類國(guó)際、國(guó)內(nèi)體育賽事逐漸增多,并且賽事的規(guī)模也不斷擴(kuò)大。在一個(gè)地區(qū)或城市舉辦體育賽事時(shí),必須要在配套的體育場(chǎng)館來(lái)進(jìn)行。大型體育場(chǎng)館的建設(shè),周期比較長(zhǎng),投資額度大,設(shè)施先進(jìn),本來(lái)可以滿足并豐富當(dāng)?shù)厝罕姷奈幕瘖蕵?lè)活動(dòng),可以促進(jìn)體育基礎(chǔ)設(shè)施和公共文化設(shè)施的完善,可以有力的帶動(dòng)地方經(jīng)濟(jì)尤其是體育產(chǎn)業(yè)的發(fā)展,在很多方面都具有積極意義。然而,現(xiàn)實(shí)中體育場(chǎng)館卻通常只是為了單一的體育競(jìng)賽活動(dòng)而建立,從而導(dǎo)致資金回收緩慢,高額的維修費(fèi)又致使后期管理滯后,甚至有些場(chǎng)館在賽后很少被利用,幾乎完全空置,陷入經(jīng)營(yíng)困境,一些完成賽事任務(wù)之后的場(chǎng)館,承擔(dān)著沉重的經(jīng)濟(jì)負(fù)擔(dān),造成較大的資產(chǎn)浪費(fèi)和經(jīng)濟(jì)損失。本文從規(guī)劃與建設(shè)者的視角,以青島市頤中體育館工程建設(shè)為背景,分析研究十一運(yùn)會(huì)場(chǎng)館青島頤中體育館在規(guī)劃設(shè)計(jì)階段存在的問(wèn)題和后續(xù)工作中相應(yīng)采取的措施和方法,以達(dá)到在建設(shè)階段使投入產(chǎn)生更大效益。在體育館建設(shè)過(guò)程中,體育館的研究定位、初期規(guī)劃、建設(shè)和后期運(yùn)營(yíng)管理都有特殊的要求,如何進(jìn)行更好的規(guī)劃、設(shè)計(jì),更好的開(kāi)發(fā)利用,不但要追求創(chuàng)新,還要科學(xué)、實(shí)用,確保在規(guī)定的時(shí)間內(nèi)實(shí)現(xiàn)規(guī)劃的理念,體現(xiàn)出體育場(chǎng)館規(guī)劃、建設(shè)、管理的復(fù)雜性和艱巨性,更要保質(zhì)保量、滿足功能完成建設(shè)任務(wù),滿足舉辦比賽的需求,同時(shí)探討設(shè)計(jì)階段運(yùn)用限額設(shè)計(jì)、價(jià)值工程、全壽命周期及推行標(biāo)準(zhǔn)化設(shè)計(jì)等方法,在體育場(chǎng)館的建筑形態(tài)、結(jié)構(gòu)選型、技術(shù)規(guī)范、材料選用等方面進(jìn)行成本控制,在設(shè)計(jì)管理過(guò)程中結(jié)合項(xiàng)目自身特點(diǎn),公司的組織架構(gòu),不同的分供方,采用適用的管理模式,規(guī)范設(shè)計(jì)管理流程,組織協(xié)調(diào)內(nèi)部與外部各相關(guān)部門(mén),通過(guò)控制總投資,控制目標(biāo)成本、限額設(shè)計(jì)、標(biāo)準(zhǔn)化設(shè)計(jì)、優(yōu)化設(shè)計(jì)等成本手段控制建造成本,爭(zhēng)取更大的社會(huì)和經(jīng)濟(jì)效益,為今后其他類似項(xiàng)目設(shè)計(jì)階段的成本控制提供借鑒。
[Abstract]:In recent years, the economic strength of our country obviously strengthened, the social enterprise develops rapidly, undertakes various kinds of international, the domestic sports competition increases gradually, and the competition scale also unceasingly expands. When holding sports events in a region or city, they must be held in a supporting stadium. The construction of large-scale stadiums and gymnasiums has a relatively long period, a large investment quota and advanced facilities, which could have satisfied and enriched the cultural and recreational activities of the local people, and can promote the improvement of sports infrastructure and public cultural facilities. Can drive the development of local economy, especially sports industry, have positive significance in many aspects. However, in reality, stadiums and gymnasiums are usually built for a single sports competition, which results in slow recovery of funds, high maintenance fees and lag in later management, and some of them are rarely used after the competition. Almost completely vacant, trapped in management difficulties, some venues after the completion of the event task, bear a heavy economic burden, resulting in a greater waste of assets and economic losses. Based on the project construction of Yizhong Gymnasium in Qingdao, this paper, from the perspective of planners and builders, analyzes the problems existing in the planning and design of Qingdao Yizhong Gymnasium and the corresponding measures and methods adopted in the follow-up work. In order to achieve greater efficiency in the construction phase. In the process of gymnasium construction, the research orientation, initial planning, construction and later operation management of the gymnasium all have special requirements. How to carry out better planning, design, and better development and utilization is not only to pursue innovation, but also to be scientific. Practical, ensure the realization of the concept of planning within the specified time, reflect the complexity and difficulty of the planning, construction and management of stadiums and gymnasiums, and ensure the quality and quantity of the stadiums, fulfil the construction tasks of the functions, and meet the needs of holding competitions, At the same time, this paper discusses the use of quota design, value engineering, life cycle and standardized design to control the cost of stadiums and gymnasiums in the aspects of building form, structure selection, technical specification, material selection and so on. In the process of design management, combining the characteristics of the project itself, the organizational structure of the company, different suppliers, adopting the applicable management mode, standardizing the design management process, organizing and coordinating the internal and external relevant departments, controlling the total investment, Cost control means such as target cost, quota design, standardized design, optimization design, etc., to control construction cost, strive for greater social and economic benefits, and provide reference for cost control in other similar project design stages in the future.
