基于公眾參與的五里店街道社區(qū)邊界優(yōu)化方法研究

【摘要】:我國(guó)傳統(tǒng)的社區(qū)規(guī)劃,尤其是社區(qū)邊界的規(guī)劃,跟傳統(tǒng)的城市規(guī)劃一樣,被認(rèn)為是專(zhuān)家和政府官員的“精英謀略”,表現(xiàn)為“自上而下”的編制特征;然而社區(qū)作為居民的自治組織,應(yīng)以社區(qū)居民為主體,體現(xiàn)社會(huì)工作中“自下而上”的制定特征。“公眾參與”機(jī)制恰恰成為聯(lián)系二者的橋梁。但是,我國(guó)社區(qū)發(fā)展規(guī)劃中的公眾參與還基本處于象征性參與這樣的初級(jí)階段,未能全面開(kāi)展。隨著城市更新、社區(qū)規(guī)模和管理模式的變化,社區(qū)邊界優(yōu)化越來(lái)越受到人們的重視,如何將公共參與融入到社區(qū)邊界優(yōu)化過(guò)程之中成為本文研究的核心。文章首先研究了公眾參與在社區(qū)規(guī)劃中的發(fā)展情況,對(duì)國(guó)外經(jīng)驗(yàn)和國(guó)內(nèi)實(shí)踐進(jìn)行了總結(jié),歸納出我國(guó)公眾參與在社區(qū)規(guī)劃中存在的主要問(wèn)題。然后,對(duì)社區(qū)邊界優(yōu)化的基礎(chǔ)工作進(jìn)行了研究?偨Y(jié)出目前我國(guó)社區(qū)普遍存在的管理不方便、空間不完整、居民交往程度較淺、公共服務(wù)設(shè)施不完善等問(wèn)題,都跟社區(qū)邊界劃分的不合理有一定的關(guān)系。接下來(lái),文章根據(jù)邊界的屬性、邊界的劃分問(wèn)題等,總結(jié)了社區(qū)邊界優(yōu)化的目標(biāo)和原則,作為邊界的優(yōu)化基礎(chǔ)。最后,本文以重慶市江北區(qū)五里店街道為例,在全面分析五里店街道實(shí)際情況的基礎(chǔ)上,基于社區(qū)公共服務(wù)設(shè)施的合理配置和社區(qū)居民的公眾參與理念,總結(jié)出具有可操作性的行動(dòng)框架,包括規(guī)劃立項(xiàng)和目標(biāo)設(shè)定、規(guī)劃準(zhǔn)備、方案規(guī)劃、方案實(shí)施四個(gè)階段,并將其運(yùn)用到五里店街道的邊界調(diào)整問(wèn)題當(dāng)中。文章的最后對(duì)五里店街道的社區(qū)邊界調(diào)整工作的工作步驟和公眾參與實(shí)現(xiàn)程度進(jìn)行了反思,得出了公眾參與社區(qū)各項(xiàng)規(guī)劃工作的難點(diǎn)和重點(diǎn),以及未來(lái)可以改進(jìn)的方向。本文從社區(qū)的邊界優(yōu)化這一研究課題出發(fā),以重慶市江北區(qū)五里店街道社區(qū)為案例進(jìn)行的研究,是一次將公眾參與理念應(yīng)用到社區(qū)的發(fā)展規(guī)劃之中的嘗試。盡管公眾參與的實(shí)際效果并不是百分百理想,但也確實(shí)取得了一定的效果。希望本次研究能夠?yàn)橹貞c市社區(qū)甚至是全國(guó)社區(qū)更新過(guò)程中的邊界優(yōu)化問(wèn)題提供切實(shí)可行的工作思路和解決辦法,促進(jìn)社區(qū)的規(guī)劃管理朝更規(guī)范、更有效率的方向發(fā)展。
[Abstract]:China's traditional community planning, especially the planning of community boundaries, is regarded as the "elite strategy" of experts and government officials as well as the traditional urban planning, which is characterized by "top-down" compilation. However, as the autonomous organization of the residents, the community should take the residents as the main body and embody the characteristics of "bottom-up" formulation in social work. The mechanism of public participation has become the bridge between the two. However, the public participation in community development planning in China is still in the primary stage of symbolic participation. With the renewal of city and the change of community scale and management mode, people pay more and more attention to the optimization of community boundary. How to integrate public participation into the process of community boundary optimization becomes the core of this paper. Firstly, this paper studies the development of public participation in community planning, summarizes the experience of foreign countries and domestic practice, and concludes the main problems of public participation in community planning in China. Then, the basic work of community boundary optimization is studied. It is concluded that some problems such as inconvenient management, incomplete space, shallow communication among residents, imperfect public service facilities and so on are all related to the unreasonable demarcation of community boundaries. Then, according to the attribute of the boundary and the demarcation of the boundary, the paper summarizes the goal and principle of the community boundary optimization, which is the basis of the boundary optimization. Finally, taking Wulidian Street in Jiangbei District of Chongqing as an example, based on the overall analysis of the actual situation of Wuli Dian Street, based on the reasonable allocation of community public service facilities and the concept of public participation of community residents, This paper summarizes the operational action framework, which includes four stages of planning and setting, planning preparation, plan planning and program implementation, and applies it to the boundary adjustment of Wuli Dian street. At the end of the article, the paper reflects on the working steps and the degree of public participation in the adjustment of community boundary in Wuli Dian street, and concludes the difficulties and emphases of public participation in the community planning work, as well as the direction to be improved in the future. Based on the research topic of community boundary optimization, this paper takes the community of Wulidian street in Jiangbei district of Chongqing as a case study, which is an attempt to apply the idea of public participation to the development planning of the community. Although the actual effect of public participation is not 100% ideal, but also achieved some results. It is hoped that this study can provide practical working ideas and solutions for the boundary optimization in the process of community renewal in Chongqing and even the whole country, and promote the development of community planning and management towards a more standardized and efficient direction.
