【摘要】：當前我國煤礦區(qū)工業(yè)廢棄地保有量多、再利用率低,工業(yè)廢棄地再利用作為城市更新的一個重要組成部分，亟需為其尋求切實可行的規(guī)劃指引。 本文以魯爾區(qū)工業(yè)廢棄地為研究對象，在查閱了大量文獻和實地考察相關案例的基礎上，，簡要評析了魯爾區(qū)由盛到衰的發(fā)展歷程以及工業(yè)廢棄地的產(chǎn)生和再利用的驅動力；著重研究了魯爾區(qū)內(nèi)與工業(yè)廢棄地再利用聯(lián)系緊密的宏觀、中觀、微觀三個層面的規(guī)劃，尤其側重研究各層面規(guī)劃的工作體系；創(chuàng)新性總結了魯爾區(qū)工業(yè)廢棄地再利用規(guī)劃的成功經(jīng)驗。研究得出魯爾區(qū)工業(yè)廢棄地的順利開發(fā)再利用，得益于行之有效的規(guī)劃指引，包括高瞻遠矚的規(guī)劃理念、執(zhí)行有力的規(guī)劃組織機構、切實可行的規(guī)劃策略等。文章最后以中德共建徐州生態(tài)示范區(qū)為例，系統(tǒng)闡述了魯爾區(qū)工業(yè)廢棄地再利用的規(guī)劃經(jīng)驗在我國的適用情況，以期能對我國工業(yè)廢棄地再利用工作提供參考和借鑒。
[Abstract]:At present, the industrial abandoned land in coal mine area in our country has a large amount and low reuse rate. As an important part of urban renewal, it is urgent to seek practical planning guidance for industrial waste land reuse. This paper takes industrial wasteland in Ruhr area as the research object, on the basis of consulting a large number of documents and investigating the relevant cases on the spot, briefly evaluates the development course of the industrial wasteland from prosperity to decline and the driving force of the production and reuse of the industrial wasteland in Ruhr district. This paper focuses on the macro, meso and micro planning, which are closely related to the reuse of industrial wasteland in Ruhr area, especially on the work system of the planning at all levels. The successful experience of industrial waste land reuse planning in Ruhr district is summarized. It is concluded that the successful development and reuse of the industrial wasteland in Ruhr district can be attributed to effective planning guidelines, including visionary planning concept, effective planning organization, feasible planning strategy, and so on. Finally, taking the ecological demonstration area of Xuzhou jointly built by China and Germany as an example, this paper systematically expounds the application of the planning experience of industrial wasteland reuse in Ruer district in our country, in order to provide reference and reference for the reuse of industrial abandoned land in our country.
