層次分析法在施工招投標(biāo)中的應(yīng)用研究

【摘要】:工程施工招投標(biāo)是以施工為對象并存在于招標(biāo)人和投標(biāo)人間的交易,其實際上是一種市場競爭。招投標(biāo)方式在我國實行以來,政府和相關(guān)部門高度重視,力求將其完善,并且用法律的手段來規(guī)范招投標(biāo)制度。就招標(biāo)方而言,招標(biāo)的目的是希望能有更多選擇,通過選擇達到自己預(yù)期的目標(biāo);就投標(biāo)方而言,投標(biāo)最主要的目的是獲得承包權(quán),為企業(yè)盈利。招標(biāo)方在評標(biāo)時如何從眾多投標(biāo)人中擇優(yōu)錄取?投標(biāo)方如何從多個項目中選取最適合自身的項目參與投標(biāo)?這兩個關(guān)于決策的問題都是值得招投標(biāo)雙方引起高度重視的。 要想解決上述兩個問題,單一的考慮某一個因素做決策已經(jīng)是完全錯誤的,需要從能夠影響結(jié)果的多方面因素考慮,對多個選擇方案作出綜合型的評價。層次分析法是綜合評價領(lǐng)域具有廣泛的心理基礎(chǔ)的方法,將其應(yīng)用到招投標(biāo)領(lǐng)域,為招標(biāo)方和投標(biāo)方做決策具有一定的參考價值。 本文首先對層次分析法的基本理論知識與其模型做了詳細(xì)闡述,分析了層次分析法在使用過程中具有的優(yōu)缺點,并對在其基礎(chǔ)上改善的兩種方法(區(qū)間層次分析法和模糊層次分析法)的基本原理和步驟做了詳細(xì)的研究,總結(jié)出了各自的優(yōu)缺點;其次,將我國郭亞軍教授提出的G1法與層次分析法相結(jié)合,對層次分析法進行新的改進,使得層次分析法的計算更簡便;最后,以招標(biāo)方和投標(biāo)方兩種不同的視角,以智能樓宇項目的評標(biāo)為實際項目和企業(yè)實際面臨的項目選擇問題作為背景,將基于G1法的層次分析法應(yīng)用于其中,分別構(gòu)建了智能樓宇系統(tǒng)評標(biāo)指標(biāo)體系和投標(biāo)方關(guān)于投標(biāo)項目選擇指標(biāo)體系,最終做出決策。
[Abstract]:Engineering construction bidding is a kind of market competition, which is a kind of transaction between the tenderer and the bidder, which takes the construction as the object and exists between the tenderer and the bidder. Since the implementation of the bidding method in our country, the government and relevant departments attach great importance to it, strive to perfect it, and standardize the bidding system by means of law. As far as the tenderer is concerned, the purpose of bidding is to have more choices and to achieve its expected goal by choosing; for the tenderer, the main purpose of bidding is to obtain the right of contract and make profits for the enterprise. How can the tenderer select the best bidder from among the many bidders when evaluating the bid? How does the bidder choose the most suitable project from multiple projects to participate in the bidding? These two issues of decision-making are worthy of great attention by both bidders and bidders. In order to solve the above two problems, it is completely wrong to consider a single factor to make a decision. It is necessary to make a comprehensive evaluation of multiple options from the perspective of multiple factors that can affect the results. The Analytic hierarchy process (AHP) is a method with extensive psychological basis in the field of comprehensive evaluation. Applying it to the field of bidding has a certain reference value for the bidding parties and bidders to make decisions. In this paper, the basic theoretical knowledge of AHP and its model are described in detail, and the advantages and disadvantages of AHP in the process of application are analyzed. The basic principles and steps of the two improved methods (interval Analytic hierarchy process and Fuzzy Analytic hierarchy process) are studied in detail, and their advantages and disadvantages are summarized. Combining the G1 method proposed by Professor Guo Yajun of our country with the Analytic hierarchy process (AHP), the analytic hierarchy process (AHP) is improved to make the calculation of AHP more convenient. Finally, from two different angles of view, the bidding party and the tenderer. Taking the evaluation of intelligent building project as the background of the actual project and the project selection problem faced by the enterprise, the AHP based on G1 method is applied to it. The evaluation index system of intelligent building system and the index system of bidding project selection are constructed, and the final decision is made.
