【摘要】：城市在建設(shè)和管理的過程中，需要有一個法定依據(jù)來切實執(zhí)行相關(guān)事務(wù)，，這就是城市總體規(guī)劃，作為國家相關(guān)部門頒布實施的公共政策，城市規(guī)劃是引導(dǎo)、調(diào)控和促進城市健康有序發(fā)展的基礎(chǔ)。但是，近些年來我國隨著城市建設(shè)工作的快速開展，在城市規(guī)劃的編制和實施過程中遇到了各種各樣的問題，例如，規(guī)劃過程中重要指標(biāo)常被突破，實施過程中隨意建設(shè)，且在規(guī)劃實施和監(jiān)督上缺乏相應(yīng)的法律保障，致使城市總體規(guī)劃得不到科學(xué)有效的實施。 本文選擇正直城市化快速發(fā)展階段的天津市武清區(qū)作為研究案例具有特殊意義。武清區(qū)城鄉(xiāng)總體規(guī)劃自2008年11月獲得天津市人民政府批復(fù)后，宏觀環(huán)境的變化、重大設(shè)施的調(diào)整等都對該規(guī)劃實施產(chǎn)生了影響，因此，有必要對武清區(qū)城鄉(xiāng)總體規(guī)劃的實施情況進行科學(xué)評估。 首先,在借鑒國內(nèi)、外城市規(guī)劃評估相關(guān)研究的基礎(chǔ)上，提出了當(dāng)前我國在城鄉(xiāng)總體規(guī)劃評估工作過程中遇到的問題，然后，主要圍繞規(guī)劃編制成果、規(guī)劃實施過程、規(guī)劃實施結(jié)果三個方面來建立一個科學(xué)有效的評估體系，采用定性與定量相結(jié)合法、空間分析法、公眾調(diào)查法等來對武清區(qū)城鄉(xiāng)總體規(guī)劃進行了評估。最后，對影響規(guī)劃實施的不確定因素進行了分析，為規(guī)劃修編和有效實施總體規(guī)劃提出了相關(guān)建議。
[Abstract]:In the process of urban construction and management, it is necessary to have a legal basis for the effective implementation of relevant affairs. This is the urban master plan. As a public policy promulgated and implemented by the relevant departments of the state, urban planning is the guide. The basis for regulating and promoting the healthy and orderly development of the city. However, in recent years, with the rapid development of urban construction, China has encountered various problems in the process of compiling and implementing urban planning. For example, the important indicators in the planning process are often broken through, and the implementation process of random construction. And the lack of corresponding legal guarantee in planning implementation and supervision leads to the lack of scientific and effective implementation of urban master plan. It is of special significance to select Wuqing District of Tianjin as a case study. Since the approval of the Tianjin Municipal people's Government in November 2008, the changes in the macro environment and the adjustment of major facilities have all had an impact on the implementation of the plan. It is necessary to carry out scientific evaluation on the implementation of the overall urban and rural planning in Wuqing District. First of all, on the basis of reference of domestic and foreign urban planning evaluation related research, this paper puts forward the problems encountered in the process of urban and rural overall planning evaluation in our country, and then, mainly around the planning results, planning implementation process. This paper establishes a scientific and effective evaluation system from three aspects: qualitative and quantitative method, spatial analysis method and public survey method to evaluate the overall urban and rural planning of Wuqing District. Finally, the uncertain factors affecting the implementation of the plan are analyzed, and the relevant suggestions for the revision of the plan and the effective implementation of the overall plan are put forward.
