【摘要】：城鎮(zhèn)化是衡量一個(gè)國家和地區(qū)發(fā)達(dá)程度重要標(biāo)志，新型城鎮(zhèn)化是城鎮(zhèn)化發(fā)展的新階段。中國城鎮(zhèn)化發(fā)展進(jìn)入了一個(gè)新的時(shí)期，需要轉(zhuǎn)變城鎮(zhèn)化的發(fā)展重點(diǎn)，在保持速度的同時(shí)，要更加注重“以人為本”。本文以安徽省62個(gè)縣城為例，對(duì)安徽省城鎮(zhèn)化問題進(jìn)行了分析，發(fā)現(xiàn)安徽省城鎮(zhèn)化存在區(qū)域城鎮(zhèn)化差異明顯、人口城鎮(zhèn)化落后于土地城鎮(zhèn)化、全省異地城鎮(zhèn)化特征明顯、基礎(chǔ)設(shè)施配置落后于人口城鎮(zhèn)化、縣城功能有待加強(qiáng)等問題。 本文通過對(duì)安徽省城鎮(zhèn)化現(xiàn)狀特征的分析，，總結(jié)了安徽省新型城鎮(zhèn)化存在的問題，通過對(duì)新型城鎮(zhèn)化的理論分析，在回顧現(xiàn)有新型城鎮(zhèn)化水平和研究方法的基礎(chǔ)上，從人口城鎮(zhèn)化、經(jīng)濟(jì)城鎮(zhèn)化、社會(huì)城鎮(zhèn)化、城市建設(shè)城鎮(zhèn)化、生態(tài)環(huán)境城鎮(zhèn)化五個(gè)層面建立了新型城鎮(zhèn)化水平評(píng)價(jià)指標(biāo)體系，選取安徽省2002年和2012年兩年的數(shù)據(jù)，對(duì)安徽省各縣新型城鎮(zhèn)化水平時(shí)空差異特征進(jìn)行了分析，結(jié)果顯示人口城鎮(zhèn)化水平和經(jīng)濟(jì)城鎮(zhèn)化空間分布變化不明顯，社會(huì)城鎮(zhèn)化水平、城市建設(shè)城鎮(zhèn)化水平和生態(tài)環(huán)境城鎮(zhèn)化水平空間分布變化較大。并運(yùn)用要素貢獻(xiàn)率衡量各縣城五大因子對(duì)新型城鎮(zhèn)化水平的影響。安徽省縣域新型城鎮(zhèn)化總體質(zhì)量呈現(xiàn)兩極分化的趨勢；沿淮合蕪宣發(fā)展軸上的縣域新型城鎮(zhèn)化水平普遍較高；皖西北和皖西南縣域新型城鎮(zhèn)化水平普遍較低。安徽省縣域新型城鎮(zhèn)化水平2002-2012年縣域新型城鎮(zhèn)化水平空間分布呈現(xiàn)東高西低、北減南增的態(tài)勢；最后通過上述分析，分類提出了提高縣域新型城鎮(zhèn)化水平的策略。
[Abstract]:Urbanization is an important symbol of the development of a country and region . The new urbanization is a new stage of urbanization . The urbanization of Anhui province has entered a new period . It needs to change the development focus of urbanization . At the same time , it is necessary to change the urbanization development focus . At the same time , it is found that the urbanization of Anhui Province has the obvious difference of urbanization , the urbanization of the population lags behind the urbanization of the land , the urbanization of the land is backward , the infrastructure allocation lags behind the urbanization of the population , and the function of the county town needs to be strengthened .

Based on the analysis of the present characteristics of urbanization in Anhui Province , the paper summarizes the existing problems of the new urbanization in Anhui Province . Based on the analysis of the new urbanization level and the research methods , this paper analyzes the spatial and spatial differences of the new urbanization level from the five aspects of population urbanization , economic urbanization , social urbanization , urban construction and eco - environment urbanization .
The new urbanization level along the development axis of Huaihua Wuxuan development axis is generally higher ;
The new urbanization level in the county area of Anhui , Northwest and Anhui is generally lower . The new urbanization level in the county area of Anhui Province 2002 - 2012 shows the trend of low and south - south increasing of the new urbanization level in the county level in 2002 - 2012 .
Finally , through the above analysis , the classification puts forward the strategy to improve the county ' s new urbanization level .
