【摘要】：近年來隨著食品安全問題的日益嚴(yán)峻,國家開始重視農(nóng)業(yè)問題。每年中央的一號文件都與三農(nóng)問題有關(guān),增加農(nóng)民的收入,提高農(nóng)產(chǎn)品的安全,強化農(nóng)村的基礎(chǔ)設(shè)施建設(shè)已經(jīng)成為了近幾年三農(nóng)問題的工作重點。自取消農(nóng)業(yè)稅以來,農(nóng)民的收入穩(wěn)步增長,加快發(fā)展現(xiàn)代農(nóng)業(yè),使農(nóng)業(yè)園區(qū)化,規(guī)模化,現(xiàn)代化,經(jīng)濟化成為當(dāng)年亟待解決的問題。為此,各地開始試點新建農(nóng)業(yè)生態(tài)園,通過農(nóng)業(yè)入園,實現(xiàn)經(jīng)營多樣化,收益多元化,有效的增加了農(nóng)民的收入,改善了農(nóng)村的基礎(chǔ)設(shè)施。同時,現(xiàn)代農(nóng)業(yè)生態(tài)園是集農(nóng)業(yè)生產(chǎn),觀光游覽與一體,不僅滿足了農(nóng)業(yè)生產(chǎn)需求,而且為人們提供了休閑度假的去所。事實證明,興建農(nóng)業(yè)生態(tài)園符合了先進農(nóng)業(yè)的發(fā)展方向,大大的提高了農(nóng)業(yè)生產(chǎn)力,解決了日益突出的食品安全問題。本文以合肥市安興農(nóng)業(yè)生態(tài)園為研究對象,從園區(qū)的規(guī)劃層面入手,通過實地勘察結(jié)合園區(qū)現(xiàn)狀,規(guī)劃出符合安興農(nóng)業(yè)生態(tài)園區(qū)生態(tài)可持續(xù)發(fā)展的方案,為今后其他農(nóng)業(yè)生態(tài)園規(guī)劃與建設(shè)建立提供技術(shù)指導(dǎo)和參考依據(jù)。具體內(nèi)容主要包括以下幾個方面：1.研究國家對于生態(tài)農(nóng)業(yè)的政策導(dǎo)向和國內(nèi)外優(yōu)秀案例,以及國內(nèi)外生態(tài)農(nóng)業(yè)的現(xiàn)狀,從而為園區(qū)建設(shè)提供理論依據(jù)。2.前期調(diào)研和基礎(chǔ)資料收集研究,主要從項目地理位置和規(guī)劃范圍、規(guī)劃設(shè)計依據(jù)、場地現(xiàn)狀及周邊環(huán)境、區(qū)域條件分析、項目定位與規(guī)劃設(shè)計目標(biāo)、規(guī)劃原則這六部分內(nèi)容對安興農(nóng)業(yè)生態(tài)園現(xiàn)狀以及周邊的區(qū)位條件進行分析和研究。3.根據(jù)前期收集的數(shù)據(jù)和現(xiàn)狀調(diào)研成果,結(jié)合國內(nèi)外優(yōu)秀的案例,逐步規(guī)劃出符合安興農(nóng)業(yè)生態(tài)園的方案。方案主要由空間結(jié)構(gòu)和功能分區(qū)、道路系統(tǒng)規(guī)劃、自然景觀系統(tǒng)規(guī)劃、休閑服務(wù)設(shè)施規(guī)劃、綠地系統(tǒng)規(guī)劃、管線規(guī)劃、環(huán)衛(wèi)設(shè)施規(guī)劃、規(guī)劃建議和措施這八部分組成。
[Abstract]:In recent years, with the increasingly serious food safety problem, the country began to attach importance to the agricultural problem. Every year, the first document of the Central Committee is related to the issue of agriculture, rural areas and farmers. Increasing farmers' income, improving the safety of agricultural products and strengthening the construction of rural infrastructure have become the focus of work on the issue of agriculture, rural areas and farmers in recent years. Since the abolition of agricultural tax, the income of farmers has steadily increased, speeding up the development of modern agriculture, making agricultural parks, scale, modernization and economy become the problems that need to be solved urgently in those years. To this end, all localities began to pilot new agricultural ecological park, through agriculture into the garden, to achieve diversification of management, income diversification, effective increase of farmers' income, improve rural infrastructure. At the same time, the modern agricultural ecological park is a collection of agricultural production, sightseeing and tourism, not only to meet the needs of agricultural production, but also to provide people with leisure vacation. It has been proved that the construction of agricultural ecological park accords with the development direction of advanced agriculture, greatly improves agricultural productivity and solves the increasingly prominent food safety problem. This paper takes Anxing Agroecological Park in Hefei as the research object, from the planning level of the park, through the field survey combined with the current situation of the park, plans out the sustainable ecological development plan of Anxing Agroecological Park, which is in line with Anxing Agroecological Park. To provide technical guidance and reference basis for the planning and construction of other agro-ecological parks in the future. The specific content mainly includes the following several aspects: 1. This paper studies the national policy guidance for ecological agriculture and excellent cases at home and abroad, as well as the current situation of ecological agriculture at home and abroad, so as to provide a theoretical basis for the construction of the park. Preliminary investigation and basic data collection and research, mainly from the project geographical location and planning scope, planning and design basis, site status and surrounding environment, regional conditions analysis, project positioning and planning and design objectives, Planning principles of the six parts of the Anxing Agroecological Park status and surrounding location conditions are analyzed and studied. 3. According to the data collected in the early period and the present research results, combining with the outstanding cases at home and abroad, the program of agricultural ecological park in Anxing is planned step by step. The scheme consists of eight parts: spatial structure and function zoning, road system planning, natural landscape system planning, leisure service facilities planning, green space system planning, pipeline planning, sanitation facilities planning, planning suggestions and measures.
