【摘要】：我國“十二五”規(guī)劃大力提倡開展基礎(chǔ)設(shè)施建設(shè),基建行業(yè)是一個只要城市在進步在建設(shè),就永遠有業(yè)務(wù)的行業(yè)。BT模式從上世紀90年代傳入我國后,被基建行業(yè)被廣泛運用。由于經(jīng)濟建設(shè)飛速發(fā)展,BT模式中的風(fēng)險控制就成了研究重點。BT模式的風(fēng)險從項目立項之初到項目結(jié)束收回投資,一直存在。其風(fēng)險多種多樣,如相關(guān)合規(guī)文件不完善被有關(guān)部門查處;由于建設(shè)時間長,不再被市場所需求;建設(shè)施工時期遭遇氣候變化難以施工等等可控不可控的風(fēng)險。各種風(fēng)險之間都有千絲萬縷的聯(lián)系,如不加以控制,看似不起眼的風(fēng)險可能發(fā)展到影響項目收益。由此,BT模式的風(fēng)險研究是個很有必要的課題。再者,目前BT模式的條件限制了只有大型建設(shè)企業(yè)才能承擔,那么對于在經(jīng)濟變革中不甚靈活的大型企業(yè),國家鼓勵BT模式的發(fā)展在企業(yè)來說無疑是一次機遇,更需要對BT模式的風(fēng)險控制進行研究。本文闡述了BT模式對于目前基建行業(yè)的意義,以及目前國內(nèi)外對其的相關(guān)研究。對BT模式進行了概述,對其所面臨的風(fēng)險進行了分析評價,并提出了應(yīng)對的方法。最后以湖南株洲湘江五橋BT項目為例,通過對項目中各種風(fēng)險的表現(xiàn)分析了投資方相應(yīng)的防范措施,總結(jié)其經(jīng)驗作為借鑒。
[Abstract]:China's "12th Five-Year" plan strongly advocates infrastructure construction. The infrastructure industry is an industry.BT that has been introduced into China in 90s as long as the city is progressing and has been introduced into China in 90s of last century. The infrastructure industry is widely used. Because of the rapid development of economic construction, the risk control in the BT model has become the focus of the research.B The risk of the T model exists from the beginning of the project to the end of the project. There are various risks, such as the imperfect related compliance documents are investigated by the relevant departments; the construction time is long, the market is no longer needed; the construction period is difficult to be controlled by climate change and other controllable uncontrollable risks. All kinds of risks are between the various risks. There are countless connections, such as without control, the seemingly unremarkable risk may develop to the impact of the project income. Therefore, the risk study of the BT model is a very necessary subject. Furthermore, the conditions of the BT model are limited to the only large construction enterprises to undertake, and the large enterprises which are not very flexible in the economic change, The development of the BT model is undoubtedly an opportunity for the enterprise. It needs to study the risk control of the BT model. This paper expounds the significance of the BT model to the current infrastructure industry, as well as the related research at home and abroad at present. A summary of the BT model is made and the risk is analyzed and evaluated. At last, taking the BT project of Xiangjiang five bridge in Zhuzhou, Hunan as an example, this paper analyzes the corresponding precautions of the investors through the performance of various risks in the project, and summarizes its experience as a reference.
