【摘要】：園林綠化作為城市綠色基礎(chǔ)設(shè)施的主要組成部分,是提升城市品位、完善城市功能、改善城市人居生態(tài)環(huán)境的重要內(nèi)容。隨著城鎮(zhèn)化進(jìn)程的進(jìn)一步加快,園林綠化建設(shè)的規(guī)模逐步擴(kuò)大,其在城鎮(zhèn)建設(shè)中的地位和作用日益突出。園林綠化工程質(zhì)量的優(yōu)劣,直接決定著城市景觀建設(shè)的品質(zhì),甚至影響著城市人居環(huán)境建設(shè)的成敗。但目前相關(guān)學(xué)者大都把園林綠化建設(shè)研究的側(cè)重點(diǎn)放在了園林綠化工程開工前的規(guī)劃設(shè)計(jì)和工程完工后的景觀評(píng)價(jià)上,對園林綠化工程建設(shè)中如何保障工程質(zhì)量涉及的極少,對園林綠化工程質(zhì)量監(jiān)督系統(tǒng)的研究更幾近空白。園林綠化工程的質(zhì)量問題和城市當(dāng)中的房屋市政工程相類似,具有一定的滯后性和長期性。當(dāng)前,園林綠化工程質(zhì)量監(jiān)督工作面臨諸多新的問題和挑戰(zhàn),如何進(jìn)一步保障園林綠化質(zhì)量已成為當(dāng)前急需研究的問題,怎樣為城市園林綠化建設(shè)質(zhì)量監(jiān)督提供有效的理論支持、技術(shù)方法和科學(xué)的管理手段,以鞏固來之不易的綠化成果,己成為當(dāng)前園林綠化建設(shè)的重要課題。近年來駐馬店市委、市政府為進(jìn)一步改善城市生態(tài)環(huán)境,加快園林綠化事業(yè)發(fā)展,大力加強(qiáng)園林綠化建設(shè),取得了明顯成效。駐馬店市在2012年被授予“國家園林城市”稱號(hào),其城市園林綠化水平得到了有關(guān)部門的認(rèn)可。本文嘗試以駐馬店市為例研究園林綠化工程質(zhì)量監(jiān)督的現(xiàn)狀,并提出了完善駐馬店市園林綠化工程質(zhì)量政府監(jiān)督管理的改革措施。本文通過文獻(xiàn)研究工程質(zhì)量監(jiān)督的概念、監(jiān)督職責(zé)、監(jiān)督方式等以對完善園林綠化工程質(zhì)量監(jiān)督的監(jiān)督制度、崗位職責(zé)、監(jiān)管方式提供指導(dǎo)；其次通過文獻(xiàn)分析法及歸納演繹法梳理國內(nèi)園林綠化工程質(zhì)量監(jiān)督相關(guān)概念、園林綠化建設(shè)的特點(diǎn)、園林綠化工程質(zhì)量監(jiān)督機(jī)構(gòu)沿革歷程、園林綠化工程質(zhì)量監(jiān)督與社會(huì)監(jiān)理的區(qū)別、園林綠化工程質(zhì)量監(jiān)督制度及園林綠化工程質(zhì)量監(jiān)督的特點(diǎn),在參考文獻(xiàn)和總結(jié)筆者的實(shí)際工作經(jīng)驗(yàn)的基礎(chǔ)上,重點(diǎn)分析了政府、建設(shè)單位、質(zhì)監(jiān)機(jī)構(gòu)、監(jiān)理單位和施工單位之間的復(fù)雜關(guān)系。然后用調(diào)查研究法以駐馬店市為例,對駐馬店市園林綠化工程質(zhì)量政府監(jiān)督管理的機(jī)構(gòu)現(xiàn)狀、相關(guān)制度、監(jiān)督程序及監(jiān)督方式進(jìn)行論述,發(fā)現(xiàn)駐馬店市園林綠化工程質(zhì)量監(jiān)督存在如下問題：1.園林綠化質(zhì)量監(jiān)督依據(jù)法律法規(guī)關(guān)系模糊。2.工程建設(shè)各方責(zé)任主體質(zhì)量行為違規(guī)情況突出。3.園林綠化質(zhì)量監(jiān)督機(jī)構(gòu)存在定位不準(zhǔn)、機(jī)構(gòu)及人員缺乏資質(zhì)的情況4.園林綠化工程質(zhì)量監(jiān)督的范圍及重點(diǎn)不清等一系列問題。最后利用歸納演繹法提出駐馬店市園林綠化工程監(jiān)督的改革對策,以期對園林綠化工程質(zhì)量政府監(jiān)督領(lǐng)域的改革提供參考。結(jié)果表明：1.駐馬店市園林綠化工程質(zhì)量監(jiān)督的健康發(fā)展需要完善的園林綠化法規(guī)體系、合理的園林綠化工程質(zhì)量標(biāo)準(zhǔn)、規(guī)范的園林綠化建設(shè)市場等宏觀層面的政府監(jiān)督體系來指導(dǎo)。2.規(guī)范園林綠化工程建設(shè)各方責(zé)任主體的質(zhì)量行為是有效提高園林綠化工程實(shí)體質(zhì)量的重要途徑3.對駐馬店市園林綠化工程質(zhì)量監(jiān)督站的合理定位及監(jiān)督方式的改進(jìn),可有效提高工程質(zhì)量監(jiān)督的效能。4.明確駐馬店市園林綠化工程質(zhì)量監(jiān)督的范圍及提高監(jiān)督執(zhí)法力度可優(yōu)化質(zhì)量監(jiān)督人員的合理配備。5.工程質(zhì)量監(jiān)督檔案的整理及工程信息系統(tǒng)的應(yīng)用可使園林綠化工程質(zhì)量監(jiān)督更加規(guī)范透明。
[Abstract]:As the main component of urban green infrastructure, garden greening is an important part of improving urban grade, improving urban function and improving the ecological environment of urban human settlements. With the further acceleration of urbanization process, the scale of landscaping construction is gradually expanded, and its position and role in urban construction is becoming increasingly prominent. The quality of the process directly determines the quality of the urban landscape construction, and even affects the success or failure of the construction of urban human living environment. But at present, most of the relevant scholars focus on the planning and design of the garden greening construction before the construction of the landscaping project and the landscape evaluation after the completion of the project, and to the construction of garden greening projects, such as The quality supervision system of the garden afforestation project is almost blank. The quality problem of the garden afforestation project is similar to the municipal engineering in the city, which has a certain lag and long term. How to further guarantee the quality of landscaping has become a problem urgently needed to be studied. How to provide effective theoretical support for the quality supervision of urban landscaping construction, technical methods and scientific management means to consolidate the hard won green fruits has become an important topic for the construction of garden greening. In recent years, the municipal Party committee of Zhumadian, city In order to further improve the urban ecological environment, accelerate the development of garden greening, and strengthen the construction of garden greening, the government has made remarkable achievements. In 2012, Zhumadian was awarded the title of "national garden city". The level of urban landscape greening has been approved by the relevant departments. This article attempts to take Zhumadian as an example to study landscape greening. The current situation of engineering quality supervision is put forward, and the reform measures are put forward to improve the government supervision and management of the quality of the garden afforestation project in Zhumadian. This paper provides guidance for the supervision system, duty and supervision mode of improving the quality supervision of landscaping engineering through the literature research on the concept of the quality supervision of Engineering Quality Supervision, supervision duty and supervision mode. Through the literature analysis and inductive deduction, this paper combs the related concepts of the quality supervision of the domestic garden greening project, the characteristics of the garden greening construction, the evolution process of the quality supervision organization of the garden greening engineering, the difference between the quality supervision of the garden greening engineering and the social supervision, the quality supervision system of the garden greening project and the quality supervision of the garden greening project On the basis of the reference literature and summarizing the practical work experience of the author, the complex relationship between the government, the construction unit, the quality supervision institution, the supervision unit and the construction unit is emphatically analyzed. Then the investigation and research method, taking Zhumadian as an example, is used for the present situation of the government supervision and management of the quality of the green engineering in Zhumadian and the related system.
