【摘要】：城市規(guī)劃的實質(zhì)就是對土地發(fā)展權(quán)和各類空間的管制,規(guī)劃作為配置空間資源的公共政策,不能僅僅局限于物質(zhì)層面,必須發(fā)揮宏觀調(diào)控、市場監(jiān)管、公共服務(wù)、社會管理、保護環(huán)境職能,因此加強各層次、各系統(tǒng)的規(guī)劃協(xié)同至關(guān)重要。隨著京滬高鐵的建成通車,國內(nèi)的高鐵建設(shè)已經(jīng)初具規(guī)模,高鐵站周邊地區(qū)的建設(shè)也正如火如荼。如何對蘇州高鐵站及周邊地區(qū)進行合理高效的開發(fā),使其成為城市跨越發(fā)展的觸媒,如何綜合性的將其產(chǎn)業(yè)、生態(tài)、交通三大核心進行協(xié)同,從城市定位、區(qū)位分析、內(nèi)部功能分區(qū)、交通組織、生態(tài)系統(tǒng)構(gòu)建、地下空間利用等不同層面進行規(guī)劃協(xié)同、整體探索是亟需研究的課題。 協(xié)同規(guī)劃包含研究路線的協(xié)同,不同規(guī)劃部類的協(xié)同和空間要素的協(xié)同,是確保高鐵新城城市生產(chǎn)空間集約高效、生活空間宜居舒適、生態(tài)空間山清水秀的一種規(guī)劃方法。本課題研究的高鐵時代中蘇州市高鐵新城協(xié)同規(guī)劃是落實蘇州市委市政府“一核四城”發(fā)展目標(biāo)的需要,其建設(shè)對于推進蘇州北拓戰(zhàn)略,優(yōu)化總體發(fā)展格局,加快建設(shè)區(qū)域性中心城市和交通樞紐,構(gòu)建高端服務(wù)業(yè)發(fā)展平臺,集聚培育高端產(chǎn)業(yè),全面提升蘇州區(qū)域經(jīng)濟國際化水平具有重要戰(zhàn)略意義和深遠(yuǎn)影響。項目研究側(cè)重于規(guī)劃理論與規(guī)劃工程實踐相結(jié)合的剖析,通過實際工程項目的具體操作,在規(guī)劃設(shè)計實踐中回答基于蘇州市高鐵新城地域特質(zhì)的具體操作過程與方法。 本研究第一部分(第1章)介紹選題背景、意義、相關(guān)概念、研究方法和研究框架；第二部分(第2章)全面梳理了高鐵新城建設(shè)的相關(guān)理論和實踐研究,旨在為蘇州市高鐵新城協(xié)同規(guī)劃提供理論依據(jù)和指導(dǎo)；第三部分(第3-6章)針對蘇州市高鐵新城協(xié)同規(guī)劃進行了深入的探討,包括規(guī)劃背景、發(fā)展現(xiàn)狀、不同部類的協(xié)同策略、不同空間的協(xié)同規(guī)劃方法和啟動區(qū)協(xié)同規(guī)劃要點等內(nèi)容。這部分是實際工程設(shè)計項目中為蘇州市高鐵新城管委會提供決策咨詢的內(nèi)容,來源于實際規(guī)劃設(shè)計項目。
[Abstract]:The essence of urban planning is the control of the right to land development and all kinds of space. Planning as a public policy for the allocation of space resources can not only be limited to the material level. It is necessary to play macro regulation, market regulation, public service, social management and environmental protection. Therefore, the planning and coordination of various systems is very important. The construction of the Beijing-Shanghai high-speed railway, the construction of high speed railway in China has begun to take shape, and the construction of the surrounding areas of the high speed railway station is also in full swing. How to develop the Suzhou railway station and its surrounding areas rationally and efficiently, make it a catalyst for the development of the city, and how to coordinate the three core industries, ecology and transportation, from the city. City positioning, location analysis, internal functional zoning, transportation organization, ecological system construction, underground space utilization and other aspects of planning and coordination, the overall exploration is an urgent subject.
Collaborative planning includes coordination of research routes, coordination of different planning departments and coordination of spatial elements, which is a planning method to ensure the intensive and efficient urban production space, livable and comfortable living space in the new city of high speed new town, and a beautiful ecological space. The collaborative planning of Suzhou high speed railway in the high speed iron age of this project is the implementation of Suzhou city. The needs of the "one nuclear and four cities" development target of the municipal government will be of great strategic significance for promoting the Suzhou north extension strategy, optimizing the overall development pattern, speeding up the construction of regional central cities and transportation hubs, building a high-end service industry development platform, gathering and cultivating high-end industries, and comprehensively promoting the level of the regional economic internationalization of Suzhou. The project research focuses on the analysis of the combination of the planning theory and the planning engineering practice. Through the concrete operation of the actual project, the specific operation process and method based on the regional characteristics of the Suzhou city high speed railway are answered in the planning and design practice.
The first part of this study (first chapter) introduces the background, significance, related concepts, research methods and research framework; the second part (second chapter) comprehensively combs the related theory and Practice Research of the construction of the new city, aiming at providing theoretical basis and guidance for the cooperative planning of Suzhou high speed rail new town; the third part (Chapter 3-6) is aimed at the high Suzhou City The cooperative planning of the iron new town has been deeply discussed, including the planning background, the development status, the coordination strategy of different departments, the coordinated planning methods of different space and the key points of the cooperative planning in the starting area. This part is the content of the decision consultation for the Suzhou new city management Committee in the actual project design project, which comes from the actual rules. A design project.
