【摘要】：能源問題在世界范圍內(nèi)一直備受關(guān)注,隨著世界經(jīng)濟(jì)的發(fā)展,對(duì)能源的使用消耗越來越多,節(jié)能的重要性在世界范圍內(nèi)越來越凸現(xiàn)。近年來,我國對(duì)能源問題的重視程度不斷加大,已經(jīng)將應(yīng)對(duì)能源問題納入國家治理體系予以考慮。我國在當(dāng)今及今后一段時(shí)期,仍將處于城市規(guī)模化建設(shè)階段。老舊小區(qū)節(jié)能綜合改造工程主要涉及老舊住宅樓的節(jié)能改造、建筑物設(shè)備設(shè)施更新以及小區(qū)室外環(huán)境綜合整治等內(nèi)容,是城市建設(shè)發(fā)展過程中的一項(xiàng)重要工作,是城市發(fā)展中一個(gè)不可或缺的過程,也是一項(xiàng)利國、利民的“民生”工程。本文首先對(duì)研究背景和論文選題的意義以及項(xiàng)目建設(shè)的可行性、必要性,項(xiàng)目建設(shè)投資的合理性進(jìn)行了簡要說明；其次,對(duì)項(xiàng)目評(píng)價(jià)的基本理論和方法以及國內(nèi)外的研究現(xiàn)狀進(jìn)行了簡要綜述；第三,簡要說明了該公共項(xiàng)目建設(shè)方案的概況、背景、現(xiàn)狀,并針對(duì)其中的環(huán)境影響、項(xiàng)目效益等主要問題進(jìn)行較為深入的分析和評(píng)價(jià)；第四,運(yùn)用項(xiàng)目管理的基本理論與方法,對(duì)該項(xiàng)目投資估算及社會(huì)效益進(jìn)行了分析,提出了響應(yīng)優(yōu)化策略與實(shí)施保障措施；最后,對(duì)全文進(jìn)行總結(jié),并從項(xiàng)目管理角度對(duì)下一步全面開展老舊小區(qū)節(jié)能綜合整治工作提出了合理化建議。
[Abstract]:With the development of the world economy, more and more energy is consumed, and the importance of energy saving is becoming more and more obvious in the world. In recent years, our country pays more and more attention to the energy problem, which has been taken into account in the national governance system. At present and in the future, China will still be in the stage of urban scale construction. The comprehensive energy saving renovation project of the old residential district mainly involves the energy saving renovation of the old residential building, the renewal of the building equipment and facilities, and the comprehensive renovation of the outdoor environment of the district. It is an important work in the process of urban construction and development. Is an indispensable process of urban development, is also a benefit to the country, benefit the people's livelihood project. In this paper, the significance of the research background, the significance of the topic, the feasibility and necessity of the project construction, and the rationality of the project construction investment are briefly explained. The basic theories and methods of project evaluation and the current research situation at home and abroad are briefly summarized. Thirdly, the general situation, background, current situation and environmental impact of the public project construction program are briefly described. The main problems, such as project benefit, are analyzed and evaluated deeply. Fourthly, the investment estimation and social benefit of the project are analyzed by using the basic theory and method of project management, and the response optimization strategy and implementation guarantee measures are put forward. Finally, the paper summarizes the whole paper, and puts forward some reasonable suggestions on how to carry out the comprehensive renovation of energy conservation in the old residential area in a comprehensive way from the point of view of project management.
