【摘要】：產(chǎn)業(yè)遺存是城市空間與功能轉(zhuǎn)型發(fā)展的重要存量資源。然而由于前置生產(chǎn)活動(dòng)及相關(guān)服務(wù)功能可能曾對(duì)場(chǎng)地造成不同程度的污染,產(chǎn)業(yè)遺存再利用過(guò)程中的環(huán)境問(wèn)題不容忽視。研究表明,目前我國(guó)城市產(chǎn)業(yè)遺存的再利用普遍缺乏嚴(yán)格的污染診斷和必要的場(chǎng)地修復(fù),對(duì)使用人群所造成的健康損害正在逐步顯現(xiàn),亟待引入環(huán)境風(fēng)險(xiǎn)控制措施對(duì)再利用活動(dòng)進(jìn)行系統(tǒng)的規(guī)劃引導(dǎo)。對(duì)于存在污染的產(chǎn)業(yè)遺存,宜結(jié)合未來(lái)規(guī)劃用途確定環(huán)境整治力度,在確保環(huán)境安全的前提下充分發(fā)揮其市場(chǎng)價(jià)值。
[Abstract]:Industrial relic is an important storage resource for the development of urban space and function transformation. However, because the pre-production activities and related service functions may have caused different pollution to the site, the environmental problems in the process of industrial reutilization can not be ignored. The study shows that at present, the reuse of urban industrial remains in our country is generally lack of strict pollution diagnosis and necessary site restoration, and the health damage caused to the users is gradually appearing. It is urgent to introduce environmental risk control measures to carry out systematic planning and guidance for reuse activities. For the industrial remains of pollution, it is advisable to combine the future planning uses to determine the intensity of environmental remediation, and to give full play to its market value on the premise of ensuring environmental safety.
