基于數(shù)據(jù)包絡(luò)分析的綠色施工評價研究

【摘要】:現(xiàn)今,保護環(huán)境和節(jié)約資源已成為人類文明發(fā)展的重要課題,但隨著自然環(huán)境的不斷惡化,以及可利用資源的持續(xù)減少,人類已經(jīng)意識到,必須找到一條人類文明發(fā)展和自然和諧相處的道路,也即是可持續(xù)發(fā)展的道路。而實行綠色施工正是實現(xiàn)可持續(xù)發(fā)展的其中一條途經(jīng),,本文緊緊圍繞綠色施工評價做了如下研究。 首先,對當(dāng)今國際上應(yīng)用廣泛的英國BREEAM、美國LEED、日本CASBEE、加拿大GBTOOL等綠色建筑評價體系做了介紹分析,主要包括發(fā)展歷程和具體評價內(nèi)容。其后,又對我國現(xiàn)有的綠色建筑和綠色施工評價體系做了相應(yīng)的介紹。這為本文和今后的綠色建筑和綠色施工評價研究打下了理論基礎(chǔ),起到了一定的參考作用。 其次,在綠色施工評價的過程中引入數(shù)據(jù)包絡(luò)分析方法,對數(shù)據(jù)包絡(luò)分析方法的原理和主要模型做了較為詳細的介紹,并根據(jù)實際情況選取了適合本研究的數(shù)據(jù)包絡(luò)分析的評價模型。然后,在結(jié)合國內(nèi)外綠色建筑和綠色施工評價體系的基礎(chǔ)上,經(jīng)過實地調(diào)研,構(gòu)建了一個基于數(shù)據(jù)包絡(luò)分析的綠色施工評價指標體系。該評價體系的投入指標有人力投入,包括參與施工的管理人數(shù);財力投入,包括企業(yè)管理費、施工措施費、安全文明施工措施費。產(chǎn)出指標有資源利用效果,包括節(jié)約材料、節(jié)約用水;環(huán)境保護效果,包括建筑垃圾回收再利用率;施工管理效果,包括培養(yǎng)出施工管理人才數(shù)、節(jié)約工期。 最后,根據(jù)所構(gòu)建的評價體系,并以廣州LT廣場和ZJ城兩個大型項目下共16個單位工程為例,進行綠色施工相對效率評價實證分析。先是采用數(shù)據(jù)包絡(luò)分析的CCR和BCC模型計算分析16個單位工程的投入產(chǎn)出數(shù)據(jù),得出了技術(shù)有效決策單元和技術(shù)無效決策單元。此時,已可對技術(shù)無效決策單元做出相應(yīng)的分析及綠色施工效果排序,卻無法對技術(shù)有效決策單元進行有效分析,故再運用超效率模型對技術(shù)有效決策單元進一步分析。并依據(jù)分析結(jié)果,提出了加強對綠色施工評價的量化指標研究,加大綠色施工宣傳,促使綠色施工標準化、制度化,建立綠色施工責(zé)任制度,完善綠色施工激勵機制,以科技創(chuàng)新帶動綠色施工發(fā)展等提高綠色施工水平的建議。
[Abstract]:Nowadays, the protection of the environment and the conservation of resources have become an important subject for the development of human civilization. However, with the deterioration of the natural environment and the continuous reduction of available resources, mankind has realized that, We must find a way of harmonious coexistence of human civilization and nature, that is, sustainable development. The implementation of green construction is one of the ways to achieve sustainable development. First of all, the paper introduces and analyzes the green building evaluation systems such as British brew, American LEEDE, Japanese CASBEEand Canadian GBTOOL, which are widely used in the world, mainly including the development process and the concrete evaluation contents. Then, the existing green building and green construction evaluation system in China are introduced. It lays a theoretical foundation for the study of green building and green construction evaluation in the future and plays a certain reference role. Secondly, data envelopment analysis method is introduced in the process of green construction evaluation, and the principle and main models of data envelope analysis method are introduced in detail. According to the actual situation, the evaluation model of data envelope analysis is selected. Then, based on the domestic and foreign green building and green construction evaluation system, through field investigation, a green construction evaluation index system based on data envelopment analysis is constructed. The investment index of the evaluation system includes manpower input, including the number of management involved in construction, financial input, including enterprise management fee, construction measure fee, safety and civilization construction measure cost. The output indexes include resource utilization effect, including material saving and water saving; environmental protection effect, including recycling and reuse of construction waste; construction management effect, including training construction management personnel, saving construction period. Finally, according to the evaluation system, and taking two large projects in Guangzhou LT Square and ZJ City as an example, the relative efficiency evaluation of green construction is analyzed. Firstly, the input-output data of 16 unit projects are calculated and analyzed by CCR and BCC models of data envelopment analysis, and the technical effective decision unit and the technical invalid decision unit are obtained. At this time, the technology invalid decision unit can be analyzed and the green construction effect can be sorted, but the technology effective decision making unit can not be effectively analyzed, so the super-efficiency model is used to further analyze the technology effective decision-making unit. Based on the analysis results, the paper puts forward to strengthen the research on the quantitative index of green construction evaluation, increase the propaganda of green construction, promote the standardization and institutionalization of green construction, establish the responsibility system of green construction, and perfect the incentive mechanism of green construction. Scientific and technological innovation to promote the development of green construction and other suggestions to improve the level of green construction.
