【摘要】：面臨國民經(jīng)濟衰退的發(fā)展現(xiàn)狀,英國聯(lián)合政府上任以來改革了原有城市規(guī)劃體系,通過調(diào)整規(guī)劃和發(fā)展的關(guān)系以實現(xiàn)經(jīng)濟的復(fù)蘇。本文梳理了英格蘭城市規(guī)劃體系的演變歷程,重點以2009年以來英格蘭城市規(guī)劃體系的改革新動態(tài)為研究切入點,依據(jù)最新頒布的《國家規(guī)劃政策框架》等重要政府文件,客觀闡述并解析了這一改革過程。此外,深入討論了改革中的四個新特征:審批制度精簡、區(qū)域等級調(diào)整、地方主義強化和公眾參與設(shè)限等。開展對英格蘭城市規(guī)劃體系改革新動態(tài)的研究,有助于理解英國城市發(fā)展的最新問題,也將為我國規(guī)劃體系的發(fā)展提供借鑒。
[Abstract]:In the face of the recession of the national economy, the British coalition government has reformed the original urban planning system since it took office and realized the economic recovery by adjusting the relationship between planning and development. This paper reviews the evolution of the urban planning system in England, focusing on the new developments in the reform of the urban planning system in England since 2009, and based on the newly issued important government documents, such as the National Planning Policy Framework, and so on. This reform process is explained and analyzed objectively. In addition, four new features of the reform are discussed in depth: the simplification of the examination and approval system, the adjustment of regional hierarchy, the strengthening of localism and the restriction of public participation. The research on the new trends of the urban planning system reform in England will help to understand the latest problems of the urban development in England and will also provide reference for the development of the planning system in our country.
