【摘要】:“百年大計(jì),質(zhì)量第一”一直是我國建設(shè)工程堅(jiān)持的質(zhì)量方針。當(dāng)前,隨著我國建筑市場地不斷發(fā)展,人們關(guān)注的焦點(diǎn)不斷集中在工程質(zhì)量方面,其不僅關(guān)系著人民生命財(cái)產(chǎn)的安全,還關(guān)系著建設(shè)方、施工方及監(jiān)理方的生存與發(fā)展。而施工階段往往是工程質(zhì)量問題頻繁發(fā)生的階段。建設(shè)方作為建設(shè)工程的投資人,是建設(shè)工程的重要責(zé)任主體,在整個(gè)建設(shè)活動(dòng)中居于主導(dǎo)地位。同時(shí),監(jiān)理制度在全國范圍推行,目前對(duì)于建設(shè)工程實(shí)施強(qiáng)制監(jiān)理,建設(shè)方對(duì)工程施工階段質(zhì)量控制主要委托監(jiān)理公司進(jìn)行質(zhì)量控制。因此,忽視了對(duì)工程施工質(zhì)量的過程控制,對(duì)項(xiàng)目施工階段的質(zhì)量控制完全依賴監(jiān)理,對(duì)施工過程的質(zhì)量控制狀況缺乏跟蹤控制,等到發(fā)生較嚴(yán)重的質(zhì)量問題時(shí)已回天乏力。因此,項(xiàng)目的建設(shè)方如何采取有效的管理方法來確保工程項(xiàng)目質(zhì)量,成為項(xiàng)目的建設(shè)方投資重要目標(biāo)之一,也是工程項(xiàng)目質(zhì)量創(chuàng)優(yōu)的重要保證。 工程項(xiàng)目建設(shè)方在施工階段的項(xiàng)目質(zhì)量監(jiān)督和控制成為了本文的核心內(nèi)容,在本文論述過程中首先分析了目前國內(nèi)和國外建設(shè)方在項(xiàng)目管理中的作用所存在的差異,并結(jié)合國內(nèi)的實(shí)際情況,提出項(xiàng)目建設(shè)方在的項(xiàng)目管理中的重要性,分析建設(shè)方在項(xiàng)目管過程中存在的問題,如何對(duì)這些問題進(jìn)行有效控制,最終實(shí)現(xiàn)質(zhì)量管理目標(biāo)。在本文中,大量的篇幅來討論建設(shè)方如何對(duì)工程項(xiàng)目施工過程的質(zhì)量控制。首先,明確了項(xiàng)目的建設(shè)方的核心主導(dǎo)地位,同時(shí),結(jié)合建設(shè)項(xiàng)目質(zhì)量管理的特點(diǎn),提出六西格瑪項(xiàng)目質(zhì)量管理方法,然后論述了應(yīng)用六西格瑪管理方法的可行性,提出六西格瑪項(xiàng)目質(zhì)量管理體系框架。在此基礎(chǔ)上,結(jié)合廣西區(qū)農(nóng)村經(jīng)濟(jì)管理總站綜合樓樁基工程質(zhì)量管理案例,著重從“看板管理”的管理方法應(yīng)用六西格瑪項(xiàng)目質(zhì)量管理方法進(jìn)行了應(yīng)用研究。實(shí)踐證明,六西格瑪管理方法不僅可以用來作為項(xiàng)目建設(shè)方對(duì)工程質(zhì)量控制的手段,而且對(duì)于提高建筑工程項(xiàng)目質(zhì)量起到有效的保障作用。
[Abstract]:Quality first is always the quality policy of construction project in our country. At present, with the development of the construction market in our country, the focus of attention is on the engineering quality, which is not only related to the safety of people's life and property, but also related to the survival and development of the construction side, the construction side and the supervision party. The construction stage is often the stage where engineering quality problems occur frequently. As the investor of the construction project, the constructor is the main body responsible for the construction project and plays a leading role in the whole construction activity. At the same time, the supervision system is carried out all over the country. At present, compulsory supervision is carried out for the construction project, and the constructor mainly entrusts the supervision company to carry out the quality control in the construction stage. Therefore, the process control of the construction quality is neglected, the quality control of the project construction stage completely depends on the supervision, and the quality control condition of the construction process is lack of tracking control. Therefore, how to adopt effective management methods to ensure the quality of the project has become one of the important investment targets of the constructors of the project, and it is also an important guarantee of the quality of the project. The project quality supervision and control of the project constructors in the construction stage has become the core content of this paper. In the process of this paper, firstly, the differences between the domestic and foreign constructors in the project management are analyzed. Combined with the actual situation in our country, the importance of the project builder in the project management is put forward, the problems existing in the project management process are analyzed, and how to control these problems effectively and finally achieve the goal of quality management. In this paper, a lot of space to discuss how the quality control of the construction process. First of all, the core leading position of the project constructor is defined. At the same time, combining the characteristics of the construction project quality management, the six Sigma project quality management method is put forward, and then the feasibility of applying the six sigma management method is discussed. Six Sigma project quality management system framework is proposed. On this basis, combined with the case of pile foundation engineering quality management in the comprehensive building of rural economic management station in Guangxi, the application of six Sigma project quality management method to Kanban management is emphasized. It has been proved that the six Sigma management method can not only be used as a means to control the quality of the project, but also play an effective role in ensuring the quality of the construction project.
