【摘要】：工程項目的招投標(biāo)由于利益關(guān)聯(lián)主體眾多、招投標(biāo)流程復(fù)雜等因素導(dǎo)致合謀行為時有發(fā)生,不僅嚴(yán)重?fù)p害了社會利益,還會擾亂市場秩序。因此,在當(dāng)前國家大力推動基礎(chǔ)設(shè)施建設(shè)的背景下,研究并不斷完善招投標(biāo)制度,有效地防范合謀行為的產(chǎn)生對于優(yōu)化建設(shè)資源配置效率,提升招投標(biāo)的價格發(fā)現(xiàn)功能,建設(shè)一個有序規(guī)范的工程建設(shè)招投標(biāo)市場具有十分重要的意義。本文首先借助博弈理論和合謀理論,基于工程實踐提出了工程項目招投標(biāo)中的合謀問題。運用演化博弈理論,對圍標(biāo)和串標(biāo)兩種合謀行為分別進行分析,從演化博弈的均衡策略剖析招投標(biāo)參與主體的行為及合謀治理路徑。其次,基于演化博弈的分析及傳統(tǒng)研究的缺陷,對工程項目招投標(biāo)的決策模型進行了改進與優(yōu)化,從風(fēng)險態(tài)度、傭金和保留價的設(shè)置等方面對SIPV模型框架進行拓展,構(gòu)建了更為有效的招投標(biāo)決策模型。第三,通過建立改進的KMRW聲譽模型,對聲譽機制的價值及運作機理進行了分析,并在此基礎(chǔ)上提出了構(gòu)建全面聲譽評價系統(tǒng)的必要性。最后,在對信息獨立和信息共享兩種機制下聲譽模型對比的基礎(chǔ)上,從聲譽評價和聲譽監(jiān)督及反饋機制兩方面構(gòu)建了開放的工程項目招投標(biāo)聲譽評估系統(tǒng),將理論運用于實踐、指導(dǎo)實踐,通過引入政府和社會公眾等多方面的監(jiān)督與信息披露機制,強化工程企業(yè)的聲譽維護意識,規(guī)范參與招投標(biāo)活動。綜上所述,論文的問題提出、研究理論、研究方法與實現(xiàn)技術(shù)是有效的,能夠?qū)崿F(xiàn)理論、技術(shù)與實踐的統(tǒng)一。
[Abstract]:Due to the large number of stakeholders and complicated bidding process collusion occurs frequently which not only seriously damages the social interests but also disturbs the market order. Therefore, under the background of the current national efforts to promote infrastructure construction, research and continuously improve the bidding system, effectively prevent collusion to optimize the efficiency of construction resources allocation, enhance the price discovery function of bidding. It is of great significance to construct an orderly and standardized bidding market for engineering construction. Based on the theory of game and collusion, this paper puts forward the problem of collusion in the bidding of engineering projects based on engineering practice. Based on the evolutionary game theory, this paper analyzes the two kinds of collusion behaviors, including the circumscription and the serial bidding, and analyzes the behavior of the participants and the path of collusion governance from the equilibrium strategy of the evolutionary game. Secondly, based on the analysis of evolutionary game and the defects of traditional research, the paper improves and optimizes the decision-making model of project bidding, and extends the framework of SIPV model from the aspects of risk attitude, commission and reserve price. A more effective bidding decision model is constructed. Thirdly, by establishing the improved KMRW reputation model, this paper analyzes the value and operation mechanism of reputation mechanism, and puts forward the necessity of constructing a comprehensive reputation evaluation system. Finally, based on the comparison of reputation models under information independence and information sharing, an open reputation evaluation system for engineering projects is constructed from the aspects of reputation evaluation, reputation supervision and feedback mechanism, and the theory is applied to practice. Through introducing the supervision and information disclosure mechanism of the government and the public, we should strengthen the reputation maintenance consciousness of the engineering enterprises and standardize the participation in the bidding activities. To sum up, the research theory, research method and realization technology are effective and can realize the unification of theory, technology and practice.
