【摘要】：立足國家全面深化改革時期,規(guī)劃領(lǐng)域亦迎來發(fā)展轉(zhuǎn)型關(guān)鍵期,"規(guī)土融合"便是其中一個重要議題。本文基于空間生產(chǎn)理論將規(guī)土關(guān)系視為一種生產(chǎn)方式,進而采用政治經(jīng)濟學(xué)視角挖掘制度變遷在兩規(guī)關(guān)系演變中發(fā)揮的歷史作用與趨勢指引。結(jié)果表明,行政管理體制首先構(gòu)建起了兩規(guī)分化的發(fā)展路徑,而各階段社會經(jīng)濟制度又進一步塑造出不同的利益分化格局,各階段分化利益博弈的結(jié)果促使規(guī)土發(fā)展路徑從平行走向交叉,又終將走向融合。
[Abstract]:Based on the national deepening of the reform period, the planning field has also ushered in the key period of development and transformation. The "regulation of soil integration" is one of the important issues. Based on the theory of space production, this paper considers the regulation of soil as a mode of production, and then uses the political and economic perspective to excavate the historical role and trend of the transformation of the system in the evolution of the two rules. The result shows that the administrative system has first constructed the development path of two rules, and the social and economic system in each stage further shapes the different pattern of differentiation of interests. The result of the differentiation of interests game in each stage promotes the path of the development of the regulation from parallel to cross, and will eventually merge.
