【摘要】：在我國(guó)政策推動(dòng)文化產(chǎn)業(yè)成為國(guó)民經(jīng)濟(jì)支柱性產(chǎn)業(yè)的背景下，近年來(lái)，國(guó)內(nèi)各類型的文化產(chǎn)業(yè)園區(qū)不斷涌現(xiàn)，一批國(guó)家級(jí)文化產(chǎn)業(yè)示范園區(qū)異軍突起，憑借與所在地區(qū)和城市發(fā)展的密切關(guān)系，走出了不少成功的發(fā)展模式。 在陜西省提出建設(shè)文化強(qiáng)省的發(fā)展戰(zhàn)略目標(biāo)指導(dǎo)下，西安曲江新區(qū)由2003年起步，以“文化立區(qū)、旅游興區(qū)”為基本理念，形成了“文化+旅游+人居+商業(yè)”的運(yùn)營(yíng)模式，2007年被文化部授予首批“國(guó)家級(jí)文化產(chǎn)業(yè)示范區(qū)”。目前，曲江新區(qū)正處在一期基本建成，二期全面啟動(dòng)的關(guān)鍵節(jié)點(diǎn)。過(guò)去的十一年間，曲江模式雖然取得了令人矚目的成就，但在城市發(fā)展、產(chǎn)業(yè)發(fā)展方面仍有一些核心問(wèn)題亟待進(jìn)一步研究和解決。面臨這些問(wèn)題，需要探討舊有的發(fā)展模式的持續(xù)適用性，明晰未來(lái)的發(fā)展方向。 曲江新區(qū)兼具城市新區(qū)和文化產(chǎn)業(yè)示范區(qū)的雙重特征。首先，論文從以上兩個(gè)角度出發(fā)，構(gòu)建了文化產(chǎn)業(yè)示范區(qū)發(fā)展模式的理論模型，將文化產(chǎn)業(yè)示范區(qū)的發(fā)展階段劃分為啟動(dòng)期、發(fā)展期和成熟期；將城市新區(qū)發(fā)展要素歸納為總體發(fā)展、管理和經(jīng)營(yíng)三個(gè)層面；將文化產(chǎn)業(yè)發(fā)展要素歸納為產(chǎn)業(yè)發(fā)展、運(yùn)營(yíng)模式、產(chǎn)業(yè)平臺(tái)環(huán)境、品牌營(yíng)銷四個(gè)層面。 其次，論文梳理了曲江文化產(chǎn)業(yè)示范區(qū)的發(fā)展歷程和綜合現(xiàn)狀，提出當(dāng)前面臨的城市功能欠缺、遺產(chǎn)保護(hù)失當(dāng)、產(chǎn)業(yè)后發(fā)力不足等問(wèn)題。 再次，論文結(jié)合曲江發(fā)展現(xiàn)狀，總結(jié)其總體發(fā)展模式為“以文化資源為依托，以城市運(yùn)營(yíng)為核心，以公共文化為基地，以一個(gè)城市新區(qū)的整體開(kāi)發(fā)支持推動(dòng)文化產(chǎn)業(yè)的聚集和發(fā)展。”其后，依據(jù)城市新區(qū)不同發(fā)展階段的特點(diǎn)，明確曲江新區(qū)現(xiàn)階段處于發(fā)展期。分別從總體發(fā)展層面、產(chǎn)業(yè)發(fā)展層面、經(jīng)營(yíng)管理層面、品牌營(yíng)銷層面梳理啟動(dòng)期（2003-2008）和發(fā)展期（2009至今）的發(fā)展模式。其后，提出曲江未來(lái)的發(fā)展方向，在文化產(chǎn)業(yè)園區(qū)的理想模式下，并提出成熟期的曲江文化產(chǎn)業(yè)園區(qū)發(fā)展目標(biāo)。 最后，論文提出針對(duì)性的規(guī)劃策略，包括產(chǎn)業(yè)發(fā)展提升策略，城市功能布局策略，，土地利用優(yōu)化策略，交通規(guī)劃策略，公共服務(wù)設(shè)施規(guī)劃策略，文化遺產(chǎn)保護(hù)策略等，為曲江新區(qū)規(guī)劃建設(shè)提供參考。
[Abstract]:Under the background of our country's policy to promote the cultural industry to become the pillar industry of the national economy, in recent years, various types of cultural industry parks in China have been emerging, and a number of national cultural industry demonstration parks have suddenly emerged. With the close relationship with the development of the region and city, out of a number of successful development models. Under the guidance of Shaanxi Province's strategic goal of building a culturally strong province, Qujiang New District of Xi'an started in 2003, with the basic idea of "establishing a cultural district and developing a tourist area". In 2007, the Ministry of Culture awarded the first batch of "National Cultural Industry demonstration Zone". At present, Qujiang New area is in the first phase of the basic completion, phase II full-start of the key node. In the past 11 years, although the Qujiang model has made remarkable achievements, there are still some core problems in urban development and industrial development that need to be further studied and solved. In the face of these problems, we need to explore the sustainable applicability of the old development model and clarify the future development direction. Qujiang New District has the dual characteristics of urban new area and cultural industry demonstration area. First of all, from the above two angles, the paper constructs a theoretical model of the development model of cultural industry demonstration area, and divides the development stage of cultural industry demonstration area into start-up period, development period and mature period. The development factors of urban new area are summarized into three levels: overall development, management and management, and cultural industry development is divided into four levels: industrial development, operation mode, industrial platform environment and brand marketing. Secondly, the paper combs the development course and the comprehensive present situation of Qujiang cultural industry demonstration area, and points out the problems such as the lack of urban function, the improper protection of heritage, and the insufficiency of industrial development ability. Thirdly, according to the current situation of Qujiang's development, the paper concludes that its overall development model is "relying on cultural resources, taking urban operation as its core, and taking public culture as its base". The overall development of a new urban district supports the gathering and development of cultural industries. " Then, according to the characteristics of different stages of development in the new urban area, it is clear that the new area of Qujiang is in the stage of development at the present stage. From the overall development level, the industrial development level, the management level, the brand marketing level combs the starting period (2003-2008) and the development period (2009 till now) the development pattern respectively. Then, the paper puts forward the future development direction of Qujiang, under the ideal mode of the cultural industrial park, and puts forward the development goal of the cultural industrial park in the mature period. Finally, the paper puts forward targeted planning strategies, including industrial development promotion strategy, urban function layout strategy, land use optimization strategy, traffic planning strategy, public service facilities planning strategy, cultural heritage protection strategy, etc. To provide reference for the planning and construction of Qujiang New District.
