【摘要】：目前,我國(guó)村鎮(zhèn)規(guī)劃正處于穩(wěn)定發(fā)展的階段,新農(nóng)村建設(shè)正在全國(guó)范圍內(nèi)大規(guī)模進(jìn)行。關(guān)于嚴(yán)寒地區(qū)村鎮(zhèn)規(guī)劃方案氣候適應(yīng)性評(píng)價(jià)的研究在規(guī)劃學(xué)術(shù)界仍然處于空白。雖然國(guó)外學(xué)者對(duì)鄉(xiāng)村規(guī)劃方案評(píng)估體系已經(jīng)有了較深刻的探討,但國(guó)外鄉(xiāng)村規(guī)劃與我國(guó)村鎮(zhèn)規(guī)劃發(fā)展?fàn)顩r的巨大差異,決定了其評(píng)估體系在我國(guó)村鎮(zhèn)規(guī)劃評(píng)價(jià)應(yīng)用的“水土不服”。反觀國(guó)內(nèi)頒布的村鎮(zhèn)規(guī)劃編制辦法和鎮(zhèn)規(guī)劃標(biāo)準(zhǔn)并沒有體現(xiàn)嚴(yán)寒地區(qū)的氣候適應(yīng)性特征。作為國(guó)家“十二五”課題——嚴(yán)寒地區(qū)村鎮(zhèn)氣候適應(yīng)性規(guī)劃及環(huán)境優(yōu)化技術(shù)的子課題之一,嚴(yán)寒地區(qū)村鎮(zhèn)規(guī)劃方案氣候適應(yīng)性評(píng)價(jià)體系的研究意義重大。本文通過對(duì)嚴(yán)寒地區(qū)典型村鎮(zhèn)現(xiàn)實(shí)狀況的調(diào)研,對(duì)嚴(yán)寒地區(qū)的村鎮(zhèn)總體用地布局、居住用地規(guī)劃、綜合設(shè)施規(guī)劃、道路交通規(guī)劃、防災(zāi)減災(zāi)規(guī)劃、開放空間用地規(guī)劃和地域文化特色規(guī)劃等現(xiàn)狀進(jìn)行調(diào)查,分析嚴(yán)寒地區(qū)村鎮(zhèn)規(guī)劃存在的氣候適應(yīng)性問題以及嚴(yán)寒地區(qū)氣候?qū)Υ彐?zhèn)方案規(guī)劃各方面的影響。根據(jù)對(duì)現(xiàn)狀數(shù)據(jù)的統(tǒng)計(jì)分析,充分結(jié)合國(guó)內(nèi)外既有的研究成果,并在業(yè)內(nèi)專家的建議指引下,建立嚴(yán)寒地區(qū)村鎮(zhèn)規(guī)劃方案氣候適應(yīng)性評(píng)價(jià)體系。該體系從鎮(zhèn)規(guī)劃方案氣候適應(yīng)性評(píng)價(jià)和村莊規(guī)劃方案氣候適應(yīng)性評(píng)價(jià)的角度將嚴(yán)寒地區(qū)村鎮(zhèn)規(guī)劃方案氣候適應(yīng)性評(píng)價(jià)分為嚴(yán)寒地區(qū)鎮(zhèn)總體規(guī)劃方案氣候適應(yīng)性評(píng)價(jià)、鎮(zhèn)控制性詳細(xì)規(guī)劃方案氣候適應(yīng)性評(píng)價(jià)、鎮(zhèn)修建性詳細(xì)規(guī)劃方案氣候適應(yīng)性評(píng)價(jià)、村莊總體規(guī)劃方案氣候適應(yīng)性評(píng)價(jià)和村莊建設(shè)規(guī)劃方案氣候適應(yīng)性評(píng)價(jià)5個(gè)方面,并在該5個(gè)方面下設(shè)要素層和因子層,然后通過公眾對(duì)每個(gè)因子的重要程度和因子的兩兩對(duì)比重要性進(jìn)行打分,在此基礎(chǔ)上應(yīng)用層次分析方法確定各個(gè)評(píng)價(jià)因子的分權(quán)重以及最終權(quán)重,最后給出評(píng)價(jià)因子權(quán)重總排序。通過對(duì)國(guó)家和地方現(xiàn)有的相關(guān)規(guī)范和標(biāo)準(zhǔn)進(jìn)行總結(jié)和提煉,以及對(duì)嚴(yán)寒地區(qū)村鎮(zhèn)規(guī)劃調(diào)研結(jié)果進(jìn)行統(tǒng)計(jì)分析,實(shí)現(xiàn)對(duì)每個(gè)因子的評(píng)價(jià)標(biāo)準(zhǔn)進(jìn)行科學(xué)的界定,而其各評(píng)價(jià)等級(jí)的確定則是通過運(yùn)用模糊綜合評(píng)價(jià)方法分析得出。在通過以上方法構(gòu)建出嚴(yán)寒地區(qū)村鎮(zhèn)方案評(píng)價(jià)氣候適應(yīng)性規(guī)劃體系的基礎(chǔ)上,利用相關(guān)技術(shù)手段開發(fā)出嚴(yán)寒地區(qū)村鎮(zhèn)規(guī)劃方案氣候適應(yīng)性評(píng)價(jià)體系計(jì)算機(jī)輔助軟件,并驗(yàn)證軟件的有效性。論文的創(chuàng)造性成果主要在以下幾個(gè)方面得以體現(xiàn):(1)根據(jù)對(duì)我國(guó)嚴(yán)寒地區(qū)村鎮(zhèn)規(guī)劃的調(diào)研分析,總結(jié)出嚴(yán)寒地區(qū)村鎮(zhèn)規(guī)劃現(xiàn)狀在氣候適應(yīng)性方面存在的問題以及嚴(yán)寒地區(qū)氣候?qū)Υ彐?zhèn)方案規(guī)劃各方面的影響;(2)根據(jù)調(diào)研結(jié)果,結(jié)合嚴(yán)寒地區(qū)現(xiàn)有規(guī)范及標(biāo)準(zhǔn)的研究,提取影響村鎮(zhèn)規(guī)劃方案氣候適應(yīng)性評(píng)價(jià)的要素,建立嚴(yán)寒地區(qū)村鎮(zhèn)規(guī)劃方案氣候適應(yīng)性評(píng)價(jià)體系,然后通過公眾和專家對(duì)每個(gè)因子的重要程度和因子的兩兩對(duì)比重要性進(jìn)行打分,并對(duì)得到的數(shù)據(jù)應(yīng)用層次分析方法進(jìn)行分析,從而確定評(píng)價(jià)因子的分權(quán)重以及最終權(quán)重,最后給出評(píng)價(jià)因子權(quán)重總排序;(3)在對(duì)國(guó)家和地方現(xiàn)有的相關(guān)規(guī)范和標(biāo)準(zhǔn)進(jìn)行總結(jié)和提煉的基礎(chǔ)上,結(jié)合國(guó)內(nèi)外成熟的評(píng)價(jià)指標(biāo)體系,對(duì)每個(gè)因子的評(píng)價(jià)標(biāo)準(zhǔn)科學(xué)的界定,運(yùn)用模糊綜合評(píng)價(jià)方法確定評(píng)價(jià)等級(jí),基于以上所有數(shù)據(jù)和方法進(jìn)行綜合性評(píng)價(jià),完成對(duì)嚴(yán)寒地區(qū)村鎮(zhèn)規(guī)劃方案的氣候適應(yīng)性評(píng)價(jià)體系的最終構(gòu)建;(4)運(yùn)用計(jì)算機(jī)技術(shù)開發(fā)出嚴(yán)寒地區(qū)村鎮(zhèn)規(guī)劃方案氣候適應(yīng)性評(píng)價(jià)計(jì)算機(jī)輔助軟件,使評(píng)價(jià)過程更方便、更快捷,評(píng)價(jià)結(jié)果更直觀。并利用實(shí)例進(jìn)行了輔助軟件的驗(yàn)證,證明了評(píng)價(jià)體系的有效性。
[Abstract]:At present, China's village and town planning is in a stable development stage, the new rural construction is being carried out in a large scale throughout the country. The research on the climate adaptability evaluation of the village and town planning scheme in the severe cold region is still in the blank. Although the foreign scholars have already had a profound discussion on the evaluation system of the rural planning scheme, the country has already had a more profound discussion, but the country has been more deeply discussed. The great difference between the planning of rural village planning and the development of village and town planning in China determines that the evaluation system is "ineffective" in the application of village and town planning and evaluation in China. One of the sub subjects of the climate adaptation planning and the environment optimization technology in the severe cold areas, the research on the climate adaptability evaluation system of the village and town planning in the severe cold areas is of great significance. Through the investigation of the actual conditions of the typical villages and towns in the severe cold regions, the layout of the overall land use, the residential land planning and the comprehensive facilities planning of the villages and towns in the severe cold regions are made. The current situation of road traffic planning, disaster prevention and mitigation planning, open space land use planning and regional cultural characteristics planning are investigated. The climate adaptability of village and town planning in severe cold areas and the impact of climate on the plan planning of villages and towns in severe cold regions are analyzed. Under the guidance of the experts' suggestions, the climate adaptability evaluation system of the village town planning scheme is established in the cold region. The climate adaptability evaluation of the village town planning case in the severe cold region is divided into the town general of the severe cold region from the point of view of the climate adaptability evaluation of the town planning scheme and the climate adaptability evaluation of the village planning scheme. The climate adaptability evaluation of the body planning scheme, the climate adaptability evaluation of the town control detailed planning scheme, the climate adaptability evaluation of the town construction detailed plan, the climate adaptability evaluation of the village overall plan and the climate adaptability evaluation of the village construction plan, and set the factor layer and factor layer in the 5 aspects, and then, then the factor layer and the factor layer are set up, and then the factor layer and the factor layer are set up. Through the public on the importance of each factor and the importance of the 22 contrast of factors, based on the application of analytic hierarchy process to determine the weight of each evaluation factor and the final weight, and finally give the overall ranking of the weight of the evaluation factor. And the research results of village and town planning in the cold region are statistically analyzed, and the evaluation criteria of each factor are scientifically defined, and the determination of each evaluation grade is obtained by using the fuzzy comprehensive evaluation method. On the basis of the related technical means, the computer aided software of the climate adaptability evaluation system of the village and town planning scheme in the cold region is developed and the validity of the software is verified. The creative achievements of the paper are mainly embodied in the following aspects: (1) according to the investigation and analysis of the village and town planning in the cold regions of China, the villages and towns in the severe cold regions are summarized. The existing problems of the climate adaptability in the planning situation and the influence of the climate on the plan planning of the villages and towns in the severe cold region; (2) according to the research results and the study of the existing standards and standards in the cold region, the factors affecting the climate adaptability evaluation of the village and town planning schemes are extracted, and the climate adaptability of the village and town planning scheme in the severe cold regions is established. The evaluation system, and then through the public and experts to score the importance of each factor and the importance of each factor of the 22 contrast, and analysis of the data application level analysis method to determine the weight of the evaluation factor and final weight, finally gives the evaluation factor weight total order; (3) in the country and the local existing On the basis of summarizing and refining the relevant standards and standards, combining with the mature evaluation index system at home and abroad, the evaluation standard of each factor is defined and the evaluation grade is determined by fuzzy comprehensive evaluation method. Based on all the above data and methods, the comprehensive evaluation is carried out to complete the climate of the village and town planning scheme in the severe cold regions. The final construction of the adaptability evaluation system; (4) using computer technology to develop the computer aided software for evaluating the climate adaptability of the village and town planning scheme in the cold region, making the evaluation process more convenient, faster and more intuitive, and using an example to verify the effectiveness of the evaluation system.
